Himachal Pradesh Signs on for UID

The Himachal Pradesh, a state in Northern India, has inked a memorandum of understanding with Unique Identification Authority of India (UIDAI) for issuing identity numeric code to all residents. The Universal Identification (UID) identifies individual uniqueness on the basis of their demographic information and biometrics and will help in establishing their identity to public or private agencies offering different services across the country. The government agencies would be the registrars for enrolling the residents who would be issued a micro ATM like card containing 16-digit numeric code. The UID number would be operative by sensing iris through camera or fingerprints of the person and would be legally valid.

Shimla, May 22 : The Himachal Pradesh government has inked a memorandum of understanding (MoU) with Unique Identification Authority of India (UIDAI) for issuing identity numeric code to all residents in the State.

UIDAI Director General R S Sharma and Finance Department Principal Secretary Ajay Tyagi signed the MoU in presence of Chief Secretary, Asha Swaroop here yesterday.

The Universal Identification (UID) identifies individual uniqueness on the basis of their demographic information and biometrics and will help in clearly establishing their identity to public or private agencies offering different services across the country.

The government agencies would be the registrars for enrolling the residents who would be issued a micro ATM like card containing 16-digit numeric code.

UID number can play a vital role in enabling access to formal financial mechanism by helping the poor to easily authenticate their identity to financial institutions for money transactions of any other service provider, Mr Sharma said.

Ms Swaroop suggested to launch this technique on pilot basis in three sectors- The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), Social Security Pension and Public Distribution Sector (PDS).

She said it would facilitate the labourers for wage payments and maintenance of must roll. ''If a pensioner moves out of village to reside elsewhere, the UID numeric will enable them to access their money anywhere and is effective, authentic and confidential providing ease to the poor for any financial transactions without going through repeated exercise for proving identity at different levels''.

The UID number would be operative by sensing iris through camera or fingerprints of the person and would be legally valid, she added.
