Not only the person, who recorded / data-entered the name for Election ID Card, but the person(s), who should have checked or issued Election ID card were also sleeping.
Similarly, the persons(S) at IDEA also created the application with the same name and other details. Most of these may be illiterate degree-holders.

Error in this particular card is glaring so, caught at some stage. But, what if, it had a genuinely wrong / distorted / mis-spelt name and other details. Apparently, KHAM in father's name also seems to be wrong, even if KASAM may be correct (chances are 50:50).
Further, incidentally, the number 7697849124 is correct, but belongs to a student named Ramesh s/o Nathuram of Bhopal.
