LUCKNOW: The scheduled meeting of state government officials and Unique Identity Authority of India, to be held in Lucknow on Friday has now been shifted to October 4, 2010.
A delay in arriving at a decision regarding the appointment of a state level Registrar — for implementation of Unique Identity, 'Adhaar' cards in UP — could have a ripple effect on the delivery date fixed for distribution of the cards in the state. Though departments of food and civil supplies and rural development have been identified as front runners for the post, the scales, officials believe, are tipped in favour of RD.
The two departments have been considered for the post of registrars on the basis of having the maximum reach and utility. Once appointed, registrars will select Enforcement Agencies from a list of empanelled agencies identified by UIDAI. These agencies, in turn, will be entrusted with the task of collecting biometric data of all residents. The UIDAI will serve as a supervisory body, while the state government registrar will collate the physical information.
The UIDAI plans to issue 10 crore Adhaars or unique identity numbers, by March 2011. With its large population base — 16.61 crore according to 2001 Census — data from UP will remain key to the successful implementation of the scheme. Though the state government has not been given any deadline by which to appoint registrars, the final decision is likely to come on October 4.
