Dear Sir/Madam,
 
The Unique Identification Authority of India (UIDAI) has been created, with the mandate of providing a Unique Identity (Aadhaar) to all Indian residents and also defining usages and applicability of UID for delivery of various services.  Towards enabling applicability of UID for delivery of various services, the UIDAI proposes to provide online authentication using demographic and biometric data. The Aadhaar number, which identifies a resident, will give individuals the means to clearly establish their identity to public and private agencies across the country.
 
UIDAI wishes to identify the field-level implementation and governance aspects that need to be considered while designing the authentication service. UIDAI therefore proposes to undertake studies through reputed Academic and Research Institutions in the Social Sector to understand ways in which UIDAI’s authentication services will benefit needs of both government’s service delivery programs and the residents of the country. The studies are also expected to suggest the business process re-engineering that may be required in existing service delivery processes to enable introduction of Aadhaar-enabled authentication services.
UIDAI proposes to conduct Proof of Concept Studies on UIDAI Authentication enabled applications in the following places:
 
1)    Hoshangabad, Madhya Pradesh  - PDS Application
2)    Ranchi, Jharkhand – Financial Inclusion Application
3)    Tembhly, Maharashtra - Financial Inclusion Application
4)    Delhi - Financial Inclusion Application
 
It is expected that the field studies can be conducted in these places where the proof of concept studies will be taking place to understand and report the field experience in these places.
UIDAI proposes to select reputed Social Research Institutes for undertaking such studies based on the proposals received in response to our request. The objective and scope of study(s) and the technical parameters for selecting the Institute(s) have been explained at Annexure A. The proforma for the submitting the proposal for undertaking the study and the terms and conditions for undertaking the study is enclosed at Annexure B.
