1271 - Centre plans super-speciality healthcare at affordable prices - Source - Indian Express

To ensure super-speciality health care facilities for the economically weaker section of the society at “affordable rates”, the Centre is planing to launch a scheme to build hi-tech secondary and tertiary care hospitals through Public Private Partnership (PPP) model at the district and divisional headquarters.

Equipped with computerised hospital management system and connected with UID, these hospitals would have telemedicine facility along with speciality services like cardiology, nephrology, neurology, ophthalmology and general surgery; as well as testing facilities like MRI, CT scan, ultrasound and dialysis inside a single premises.

While the land would be provided by the concerning state governments either on lease or rent, the central government will contribute upto 30 per cent of the capital cost of these hospitals. A concept paper of the scheme has been circulated to all the states and the first meeting for discussion has been called in Delhi by the Planning Commission on May 6 at Yojana Bhawan.

Asked about the motive behind creating additional health care set-up at the district level when state governments are already running district hospitals, a senior central government officer said: “Providing district-level super-speciality health care services for economically weaker section at subsidised rates, with just public sector investment, is not possible for any government. So, our aim is to provide quality healthcare at affordable cost for this section.”

In order to ensure subsidised treatment to the weaker section and at the same time profit for the private player, the government has proposed to make it mandatory that atleast 30 per cent of the patients treated at these hospitals should be from this section. Not only this, certain number of beds should be reserved for these patients.

Ironically, the scheme is quite similar to the PPP model for health sector proposed by the Uttar Pradesh government last year, which was scrapped without any proper reason.

The government of India should request the Central Sai Trust to open additional some 5 small and three big hospitals all over India to offer the free health to the Indians. Government to give them the land and other facilities.
