BANGALORE, INDIA: Over 1.6 million mobile retail outlets across the country could soon start serving customer enrollment and verification outlets for the government's ambitious Unique Identification number (UID) project Aadhaar.

The project is still in a conceptual state and pilot projects will be launched in a few weeks. The pilot project will be carried out by Vodafone in Bangalore and RCom in Delhi, said Rajan S. Mathews, Director General of Cellular Operators Association of India (COAI).

Under the proposed project, mobile retail outlets would be collecting the application details along with biometric scanning of ten fingerprints and iris and provide citizens with a temporary unique ID number, he said on the sidelines of the ‘Next Generation Service Delivery – Enabled by Aadhaar’ conference organized by NASSCOM and UIDAI, here today.

Based on the verification done by the mobile retail outlets, citizens will provided a provisional UID number. However, the UID number will be finally approved by the authority after further verification.

The director general said that the government would be issuing a formal orders based on the results of the pilot project.

Elaborating on the usefulness of undertaking the project by mobile retail operators, Mathews said it would benefit both the mobile operators and the UID project in reaching out to the people. Mobile operators are paying about Rs 1,000 crore in penalty to the Department of Telecom annually for failing to adhere to the guidelines in customer application process.

Presently, residents need to go to the nearest Enrollment Camp to register for an Aadhaar. The resident primarily needs to carry certain documents which will be specified in the media advertisement.

Upon registering for Aadhaar, residents will go through a biometric scanning of ten fingerprints and iris. They will then be photographed and given an enrollment number upon completion. Depending on the enrollment agency, residents will be issued an Aadhaar number within 60 to 90 days.
