No Gas Cylinder for people without UID Cards?

This is ridiculous. While FOSS activists as well as Human rights  were fighting against ambiguity and restrictions of UID cards, it has been announced that this card will be made mandatory for Gas Cylinder Booking and Refilling. Not sure about whole drama, but just saw it on NEWS. After searching on the web I came across these links:

Since states like Kerela has completely boycotted UID, this may be a strategy to mentally torture people and make them cripple for service.
