NEW DELHI, INDIA: The controversy over the UPA-II’s ambitious UID project has deepened with the Parliament Standing Committee seeking an end to the project, putting the entire Nandan Nilekani-headed scheme in jeopardy.

The Ministry of Home Affairs as well as the Registrar General have already questioned the credibility of this mega project. The data, though can be used for Adhaar, is already being collected by the national population register (NPR) with an investment of Rs. 6,650 crore.


The Standing Committee believes that Rs. 18,000-crore UIDAI project is directionless and lacks proper implementation. The committee stressed upon the need to scrap UIDAI 2010 Bill, and bring in a new legislation.

Parliamentarian Maneka Gandhi was quoted by a news channel as saying: “I went to get my UID but discovered that someone else had signed on my behalf.” Of late, there have been similar incidents reported where people received Adhaar sans proper verification.

Senior BJP leader Yashwant Sinha, who heads the Standing Committee on finance, in his report said that there are several loopholes in the UIDAI project. The pain points include security gaps and unreliable technology, and Sinha even discredited feasibility to provide utility services via Adhaar.

The committee also said that there is an apparent lack of coordination between the agencies such as the NPR, RSBY, BPL Census and MNREGS.

Lack of coordination is leading to excess expenditure and duplication of efforts, said Sinha.
