4597 - Second round of NPR to be launched soon - New Indian Express

With implementation of direct benefit transfer for LPG (DBT-L) from November 1 poised to trigger a frantic rush for Aadhaar enrolment, the Director of Census Operations, Odisha, has decided to launch the second round of National Population Register (NPR) soon.

Biometric enrolment for NPR will be undertaken through special camps, particularly in the four districts of Cuttack, Khurda, Puri and Balangir, to cover the entire left-out population before the DBT-L scheme gets underway.

The centres would be opened across wards and blocks apart from the special NPR cells at the tehsil offices. Plans are also on to facilitate enrolment at some major LPG dealer outlets. The entire schedule with place, date and time of the camps would be announced by the end of this week.

“The exercise would be on campaign mode with door-to-door approach to ensure all the people are covered in this round. Generation of Aadhaar card or unique identity (UID) number takes between 30-40 days. Most of the enrolled people, thus, will be ready for the DBT-L launch within the rollout date”, Director, Census Operation, Bishnupada Sethi, said. Enrolment for Aadhaar cards in Odisha has been shifted from the multi-registrar agencies under UIDAI to NPR since last year. Biometrics and other details of the enrolled person under NPR are shared with the UIDAI for registration and issue of UID numbers and Aadhaar cards.

The NPR has set up permanent enrolment centres in the offices of the tehsildars under Balangir and Puri districts. Permanent centres would soon be set up in the tehsil offices in the rest two districts of Cuttack and Khurda and gradually extended to all other districts.

The four districts have missed the total enrolment deadline of June 2013 by over two months. Khurda district has been found lagging in terms of enrolment with only around 64 per cent covered till date.


Balangir, though, has been the top performer, getting as high as 85 per cent of its population enrolled.
