The Goa Human Rights Commission (GHRC) has observed that the gas agencies’ insistence on Aadhaar cards for direct transfer of subsidy on cooking gas cylinders is gross violation of the Supreme Court order dated September 23, 2013.
Taking a suo motu cognisance of the matter, the commission on Thursday made three recommendations asking the ministry of petroleum to stop insisting on Aadhaar from consumers for getting the subsidy on cooking gas. Giving out recommendations, the commission said that the union government should have made bonafide efforts to implement the direction of the Supreme Court by paying the subsidy to the domestic gas consumers through the bank account without insisting on linking of Aadhaar card.
The commission in their 11-page report has stated that it only intends to reflect the deep concern of the common man regarding the non implementation of the clear direction of the Supreme Court.
It may be recalled that the GHRC had issued notices in last November calling upon the director of civil supplies and the secretary, ministry of petroleum and natural gas, New Delhi to respond to three following questions – whether benefit of subsidy to domestic gas consumers is available even without Aadhaar card and if so, the modalities for the same; whether the bank account once inked for availing such subsidy can be changed to any other bank account and lastly, whether the domestic gas consumers who have purchased cylinder before linking Aadhaar to bank account can avail the benefit of subsidy in respect to previous purchases within the permissible limit.
