6000 - Odisha geared up for cent per cent coverage of targeted population under Aadhaar - Orissa Diary

Bhubaneswar: The State has geared up for cent per cent coverage of targeted population of over 3.84 crore for the completion of Aadhaar enrolment and number generation by March 31 next.

Chief of Census Operations Bishnupada Sethi recently held a discussion with the officials engaged in the process. Earlier, Chief Secretary GC Pati had held a review meeting, where this time bound programme was chalked out. Till date out of the targeted population of 3, 84, 87,647 persons (five years and above), the collection of photo biometric data is completed for 2, 85, 61, 906 persons, which is 74.21 per cent.

Aadhaar numbers have been generated for 2, 30, 22, 868 persons, which is 59.82 per cent. Similarly, the first round collection of photo biometric data has been completed in 26 districts and is in progress in three other districts. Maoist menace has posed a problem in Malkangiri district.

The second round collection of photo biometric data has been completed in six districts of Balangir, Cuttack, Jagatsinghpur, Baleswar, Bhadrak and Mayurbhanj. And now it is in progress in 13 more districts.

In order to achieve a time-bound coverage, it has been decided to set up a Permanent Enrolment Centers (PECs) in all the tehsils and Urban Local Bodies (ULBs). At the beginning 26 PECs have been opened in Cuttack, Khordha, Baleswar and Nabarangpur and in Cuttack and Bhubaneswar Municipal Corporation areas.

While photo biometric data collection is in full swing, due to various reasons more than 40 lakh enrolments have been rejected by the Unique Identification Authority of India (UIDAI). This has posed a serious problem as there seems lack of coordination between the ECIL and the UIDAI, feel officials. The officials feel that steps are needed to be taken to reconcile the rejections as far as possible by ECIL and UIDAI authorities.

Notably, under the National Population Register (NPR) Project in Odisha, collection of biographic data through NPR Household schedules was done during April-May, 2010.After scanning of the NPR Household Schedules, the scanned images were handed over to the State Owned Electronics Corporation of India Limited (ECIL).

The ECIL is engaged in collection of photo biometric data and data entry as per direction of the Registrar General of India (RGI). It is seen that some mistakes in name and address etc in the Aadhar data are being noticed which require correction. The UIDAI needs to generate easy technology for correction of data so that general public will be able to correct their date with ease, feel officers.
