Around 28, 000 out of about five lakh LPG connection holders have submitted forms concerning Direct Benefit Transfer for LPG (DBTL) scheme to their gas agencies till Monday in the State. The DBTL scheme in Uttarakhand and other parts of the country will be launched on January 1, 2015. As part of these changes, the consumers are not mandatorily required to have an Aadhaar number. However, a bank account is required, said Dhirendra Kumar, manager (LPG-sales), Indian Oil Corporation Limited Dehradun Area office on Monday.
As of now, around 28, 000 LPG connection holders have submitted such forms to their gas agencies in Dehradun district. Those left out have been asked to provide their bank accounts and mobile phone numbers to their respective gas agencies so that cash subsidy on cooking gas could be directly transferred under DBTL scheme in the bank accounts of the beneficiaries after January 1, 2015.
LPG connection holders were seen standing outside the agencies for submitting forms to derive benefit of DBTL scheme. DBTL scheme forms are being provided free of cost to the gas connection holders at the gas agency outlets. Agency officials have been directed to appoint a person at their agency to facilitate the connection holders.
LPG consumers would receive subsidy in their bank accounts by the Aadhar numbers being linked to their bank accounts. However, the consumers who do not have Aadhar numbers can receive subsidy directly to their bank accounts without the use of Aadhar number. Kumar said that there would be a ‘grace period’ of three months, that is, from January 1, 2015 to March 31, during which the consumers who have not yet joined the scheme will continue to get cylinders at subsidised rates. An additional ‘parking period’ of three months will be provided to such consumers during which the entitled subsidy will be parked and shall be transferred to the consumers’ bank accounts on joining the scheme.
“For smooth implementation of DBTL scheme, we appealed to all the LPG consumers who do not have Aadhar cards yet to approach nearby Aadhar camps for enrollment. Consumers having Aadhar numbers should approach banks and LPG distributors for getting their details linked through Form-1 and 2. The consumers who do not have Aadhar cards should file their details in form number 3 and 4 (available with LPG distributors) for linking with bank accounts. Form number 1 to 4 are available with LPG distributors and are distributed free of cost,” he added.
