Panel raps Social Justice Ministry for under-utilisation of

A Parliamentary panel today rapped the Ministry of Social Justice and Empowerment over the trend of under-utilisation of funds under the Deen Dayal Rehabilitation Scheme.

The Standing Committee on Social Justice and Empowerment, whose report was submitted in Parliament today, said that it was "unhappy" over the trend of under-utilisation of funds under Deen Dayal Rehabilitation Scheme in the last four years.

"Despite an allocation of Rs 124.85 crore in 2013-14 in the scheme, expenditure has been about 50 per cent only," the report said.

Noting that the department has reportedly stated that they have started an online system of receiving applications under the scheme, the Committee felt that strict monitoring of the scheme is required so that only deserving NGOs get grants under the scheme.

The Committee also suggested that in order to bring transparency, a strong foolproof mechanism should be evolved so as to check fraudulent cases and if need be linkage of Aadhaar number be also considered for the beneficiaries for getting assistance under ADIP scheme.

The Committee further asked the ministry to pursue with the Ministry of Finance to raise the budgetary funds and revise the rates of pre-matric scholarship for OBC students.
