8732 - $2 Billion Contracts for Aadhaar Cards Awarded without Tenders - India West

Mumbai: The previous Manmohan Singh government awarded Aadhaar card projects worth over Rs. 13,000 crore (nearly $2 billion) without issuing tenders, an activist said Saturday.

Anil Galgali said he got the information about Universal Identification Authority of India’s contracts from a query filed under the Right to Information Act.  The government agency was headed by Infosys cofounder Nandan Nilekani, who held the rank of a cabinet minister.

Galgali said he has urged Prime Minister Narendra Modi to order a probe into the UIDAI contracts to ensure transparency.

Of the $2 billion contracts, nearly half has already been spent on issue of 903 million identity Cards till May 2015. About 25 companies received the contracts. They include: Tata Consultancy Services, Mac Associates, Wipro, HCL, HP India Sales Pvt. Ltd., National Informatics Center, Sagem Morpho Securities Pvt. Ltd, Satyam Computer Services Ltd, L1 Identity Solutions, Totem International Ltd., Linkwel Telesystems Pvt. Ltd., Sai Infosystems India Ltd., Geodesic Ltd., ID Solutions, NISG, SQTC, Telesima Communications Pvt. Ltd., Reliance Communication, Tata Communications, Aircel, Bharti Airtel, BSNL and Railtel Corporation of India Ltd.
