Revised, competitive rates submitted by vendors: Minister
HYDERABAD: Civil Supplies Minister Jupally Krishna Rao has denied allegations of irregularities in finalising the bids for the Aadhaar project for giving unique identification number to citizens in seven districts.
He asserted that because of negotiations and deliberations conducted with the vendors in a transparent manner, the vendors submitted revised rates which were quite competitive. As a result, the government saved Rs.20 crore in Hyderabad, Ranga Reddy and East Godavari districts where the enrolment rates were finalised on October18. The Minister told reporters here on Wednesday that when 32 shortlisted companies empanelled with the UIDAI were asked to submit their bids for enrolment of citizens' data, their rates were found to be at wide variance within the same district and also among different districts.
For instance, if an L1 bidder quoted Rs.43 per enrolment in Adilabad for certain centres, it was Rs.30 in Anantapur and Rs.25 in Hyderabad. Again there was wide variation between L1, L2, L3 rates submitted by vendors for the same district.
Thus the tender committee comprising Commissioner of Civil Supplies, officials from planning, finance and rural development asked the vendors to submit their bids once again to arrive at a reasonable price while retaining their pecking order in the original tender list (from L1 to Ln).
Floor price
Accordingly, a floor price of Rs.26 for Hyderabad, Rs.28 for Ranga Reddy and Rs.27 for East Godavari was arrived at. These floor prices were much less than initial bids quoted by the vendors saving Government significant amounts of money. The Government would get the work done at a much lower rate now, he said.
