3483 - Go get the Aadhaar card, it's the ticket for your property transaction - DNA

Here’s another reason to apply for your Aadhaar card if you haven’t done so already: to make sure that your property transaction is legal. The state government will soon launch a unique identification (UID)-based biometric verification process of property transactions and will link all land record data with Aadhaar numbers to rule out the possibilities of fraudulent and benami sale/transfer.

Officials say properties have been sold under bogus identities several times in the past. To plug such loopholes, data of land records will be linked to Aadhaar numbers. During any property transaction, people will also have to provide their biometric data, like fingerprints.

“The government of Maharashtra will link land record data with UIDAI (Unique Identification Authority of India) data [of all parties involved in the transaction] to prevent fraud by way of impersonation,” says S Chockalingam, inspector general of registration and controller of stamps.

Mumbai, Pune and Thane will take the lead in initiating the process, which will apply on transactions like registration, sale and purchase, leave and license, lease and gift of immovable property.

While the department of registration and stamps is planning to request the land records department to help integrate land/property card data with UID numbers, Chockalingam says people can also do this in person or electronically.

Maharashtra has around 2.3 crore rural land records (saatbara) and 50 lakh property cards (urban land records).

The department of registration and stamps — which uses a biometric authorisation chain for officials (not Aadhaar-based) — has begun working on a pilot project, in which 15 officials at the sub-registrar’s office have to provide their UIDAI numbers to access related software.

Once all procedures are put to test, the project will in all likelihood be made accessible to the public in a fortnight. “Our UIDAI integration is almost complete,” says Chocka­­lingam.

He clarifies that the current system that doesn’t require Aadhaar number-based verification will also continue till UIDAI covers the entire state.

About six crore of the 11.23 crore people in Maharashtra (as per the 2011 census) have enrolled themselves in UIDAI. In Mumbai, about 1 crore of the 1.24 crore people have done the same.

Tying up all ends

For any property transaction, you will have to provide your biometric information (fingerprints) as well as your Aadhaar number.

Officials will then link the land/property record data with that of your UID number
This will make sure that no fraudulent and benami sale/transaction takes place.
