8479 - Emergency ‘victims’: Haryana plans IDs, free bus ride - Indian Express

With a slew of announcements — a book on the Emergency, presentation of ‘Tamra Patras’ as an honour to the victims and free travel on Haryana Roadways buses — the Haryana government has set out recognise those who “suffered” during period of Emergency 40 years ago.

For the book titled Shubhr Jyotsana, scheduled to be released on January 26, 2016, people have been asked to submit articles, poems, stories and other such written material written on the Emergency before December 31, 2015. Video and audio clips from the period have also been sought, along with clippings of articles and news items that were published during that time.

Deputy commissioners across the state have been asked to prepare a list of people affected during the Emergency, regardless of whether they are dead or alive. The government plans to publish the draft list on August 15. The deadline for the final list, after considering objections, is August 31.
Based on the final list, photo identity cards of the victims who are still alive will be prepared along with their Aadhaar numbers. Separate photo identity cards, with Aadhaar numbers, will be prepared for spouses of any person, dead or alive, whose name appears in the final list.

The ID cards will ensure free travel on Haryana Roadways buses and a 75 per cent rebate on Volvo bus rides from October 2. As per the government’s plan, a senior office will visit the concerned individual’s home and personally deliver the ID card before September 30, 2015.

The deputy commissioners have also been tasked with preparing ‘Tamra Patras’ for all names appearing on the final list, which will be presented to either the person himself or his next of kin on Republic Day.

The government has directed the deputy commissioners to ensure that during the entire process, no person is made to visit any office for any clarification.
