AADHAAR RELATED ARTICLES: Fake ID Cards

In 2009, I became extremely concerned with the concept of Unique Identity for various reasons. Connected with many like minded highly educated people who were all concerned.

On 18th May 2010, I started this Blog to capture anything and everything I came across on the topic. This blog with its million hits is a testament to my concerns about loss of privacy and fear of the ID being misused and possible Criminal activities it could lead to.

In 2017 the Supreme Court of India gave its verdict after one of the longest hearings on any issue. I did my bit and appealed to the Supreme Court Judges too through an On Line Petition.

In 2019 the Aadhaar Legislation has been revised and passed by the two houses of the Parliament of India making it Legal. I am no Legal Eagle so my Opinion carries no weight except with people opposed to the very concept.

In 2019, this Blog now just captures on a Daily Basis list of Articles Published on anything to do with Aadhaar as obtained from Daily Google Searches and nothing more. Cannot burn the midnight candle any longer.

Legal scholar Usha Ramanathan describes UID as an inverse of sunshine laws like the Right to Information. While the RTI makes the state transparent to the citizen, the UID does the inverse: it makes the citizen transparent to the state, she says.

Good idea gone bad
I have written earlier that UID/Aadhaar was a poorly designed, unreliable and expensive solution to the really good idea of providing national identification for over a billion Indians. My petition contends that UID in its current form violates the right to privacy of a citizen, guaranteed under Article 21 of the Constitution. This is because sensitive biometric and demographic information of citizens are with enrolment agencies, registrars and sub-registrars who have no legal liability for any misuse of this data. This petition has opened up the larger discussion on privacy rights for Indians. The current Article 21 interpretation by the Supreme Court was done decades ago, before the advent of internet and today’s technology and all the new privacy challenges that have arisen as a consequence.

Mumbai: In a city like Mumbai, where the ticket checking staff often checks the passenger’s ticket and identification proof in a hurry to ensure the city’s safety, some mobile applications that help create fake identity particulars have come under the scanner of city police and railway authorities. The state cyber police, who is inquiring such fraudulent acts, said it may ban them if required. The Government Railway Police (GRP) and the city police recently arrested a few persons in possession of fake identity cards. According to a Ticket Checker (TC), he had collected more than 150 fake identity cards belonging to the police and high ranking officers from the accused, using their own pictures.

The TC, making his enquiries, located the mobile apps that the accused had used to make fake ID cards, including Aadhaar and PAN card, easily. The Maharashtra cyber IG Brijesh Singh told that he is “looking into the matter and gathering further details about such a fraudulent app and will proceed ahead to ban it”. Singh also said that if these apps were connected through social networking websites, it would be difficult to stop them.

The Anti -Tout Squad (ATS) of Railway is teamwork to prevent unauthorized business of e-ticketing in twin cities and touting activities at Passenger Reservation System (PRS) centers over Secunderabad Division.

An ATS squad officer, Shyam Rane said, “ We have so many illegal ticket sellers from the past few years. Recently I have found more than 50 cases of illegal Aadhaar card and pan card copies. Some of them use and make the same fake Aadhaar card which resembles the original. Most of the time officials don’t know about the minor details on the card because of which these people got saved.”

IG Singh said, “ We are looking into the matter and gathering further details about the app and will proceed ahead to ban it if needed.”

Police arrests three with fake identity cards
The Government Railway Police (GRP) arrested a real estate agent, Nitin Sonavane, last Thursday for travelling ticketless and passing off a fake police identity card when accosted by a ticket checker (TC). The TC, D.K. Yadav, intercepted Sonavane at Dadar station after he alighted from the Howrah Express that arrived from Kalyan. He showed the TC a card, which had some other name on it, besides Thane city police being mentioned on it.

In another case, the Anti Tout Squad of the Railway, nabbed a man named, Ramesh Kushwah, who was allegedly involve in selling fraud tickets on the western line. The team recovered fake Aadhaar and pancards from his belongings, all which he had managed to make with the help of the mobile app.

In a third incident, the team nabbed a man Jayesh Gupta and two of his friends, from whom they recovered a fake Aadhaar card.

The Central Crime Branch (CCB) sleuths have arrested a 43-year-old man, who was selling fake government identity cards, including Aadhaar cards, electoral voter’s id and SSLC marks cards.

The accused Khalid Khan, a native of Odisha, was running a computer centre at Bommanahalli for the past four years. The police said the accused would get details of the people, who would come to get photocopies of their Aadhaar card, voter’s id card and marks card, photo-shop them with fake details and sell them.

The police said Khan would charge Rs. 2,000 for a fake Aadhaar card, Rs. 1,500 for a voter’s id, and Rs. 1,000 for SSLC marks card.

The accused confessed that he had prepared over 3,000 such fake documents and sold it to the people over the past four years to help them get government benefits, apply for passport, and for address verification.

The CCB officials have sealed his centre and taken him into custody for further investigations.

KOLHAPUR: The Shahupuri police have sent a team to Tamil Nadu to trace the duo allegedly involved in cheating scores of people on the pretext of promising monthly earning of around Rs 30,000. The police said the duo has cheated more than 100 people to the tune of Rs. 80 lakh.

A complaint against the duo was registered at the Shahupuri police station on August 23.

According to the police, a team of four cops was sent to Hyderabad and Andhra Pradesh to find the culprits after the incident came to the fore. However, the police found out that the addresses they had were fake. Now, the police have come across one more address of the culprits in Tamil Nadu.

The duo had opened an office at New Shahupuri in the city four months ago. They used to contact people offering exciting returns over investments. They told people to deposit money with them and get double amount after 15 days. A person registered with the duo after depositing Rs 5,000. The duo then gave give him a package of 5,000 SMSes and around same number of contact numbers. The person had to send the messages to these numbers within 15 days. Once the victim completed the process, he used to get Rs 10,000 from the duo.

People were asked to send messages about online advertisements and companies engaged in online shopping. Some messages were also about discount offers that they launched

The police had recovered a photocopy of Aadhaar card of one of the culprits, which he had submitted to the flat owner while taking his residence on rent four months ago. The address on the Aadhaar card was of a place in Andhra Pradesh.

According to the police, the complainants stated that the scheme worked initially and people used to get double the amount they had deposited with the company within 15 days. Thereafter, the number of registration with the company increased. The scheme worked well till 15 days ago. Since then, the registered members have not received a single rupee from the duo. Besides, the company's office was also closed since Saturday.

The police said the number of complainants was around 50 earlier, which has gone up to more than 100. According to the police, the number is likely to increase further once people realise that they have been cheated.

HYDERABAD: As the process of getting identity proof like voter ID card, passport or ration card is lengthy, fake ID cards makers are thriving, with a number of desperate people opting for fake ID cards as it would not take much time.

Time and again, police are rounding up fake ID card makers. Recently, some groups which make fake voter ID cards were nabbed by the Commissioner’s Task Force here. Suhas Chaturvedi, task force additional DCP said, “There are several fake ID card makers across the state.

They do it for easy money.

This illegal business is going on as the official process of issuing ID cards is timetaking.” Many needy people try to get them by any means. If the government issues ID cards instantly, fake ID cards can be curbed, he added.

There are two kinds of people who go for fake ID cards--those who need some ID proof quickly and those who do not meet the criteria (voter ID card for example), but still want to acquire it, he said.

“There are many loopholes in the system regarding issue of ID cards. This is why we still find a lot of fake cards and certificates in circulation,” Chaturvedi said.

KRBHN Chakravarthi, director of civil supplies, also agrees with Suhan. He said out of the total 2.24 crore ration cards, 15 percent are fake . “Here, the problem is that the government delays everything,” he said.

Zubair Ahmed, head of a group that makes fake voter ID cards who was nabbed recently by the police, said, “I made fake voter ID cards for people who have immediate needs like applying for phone connection, PAN card, driving licence etc.”

He would charge Rs 500 to Rs 600 per card, but some times people were ready to pay more than that, he added. His associates and he, while working as data entry operators at a computer solutions firm at Barkatpura got acquainted with the making of voter ID cards as the company got outsourcing contract from the government.

“I used to meet the people who apply for voter ID cards and wait for them for months. Then, I started making fake ID cards for them to earn easy money. Needy people also encouraged me to make fake cards by paying good amounts,” said.

A resident of Rasulpura, P Parasuramulu, said he had applied for a voter ID card six months ago but did not receive it so far. “What shall I do?” he asks.

Md Hasan Ali, a resident of Mehdipatnam, had applied for Aadhaar card some 10 months ago, but he has not received it yet. He says there are so many like him who are victims of red tapism and handicapped bureaucracy regarding issue of various identity proofs like voter ID and passport.

According to government norms, issuing a voter ID card takes more than one month, ration card takes two months, driving licence and PAN card too take a month’s time, Aadhaar card takes three months, passport takes one-and-a-half months. But all these are delayed much more longer.
