In 2009, I became extremely concerned with the concept of Unique Identity for various reasons. Connected with many like minded highly educated people who were all concerned.
On 18th May 2010, I started this Blog to capture anything and everything I came across on the topic. This blog with its million hits is a testament to my concerns about loss of privacy and fear of the ID being misused and possible Criminal activities it could lead to.
In 2017 the Supreme Court of India gave its verdict after one of the longest hearings on any issue. I did my bit and appealed to the Supreme Court Judges too through an On Line Petition.
In 2019 the Aadhaar Legislation has been revised and passed by the two houses of the Parliament of India making it Legal. I am no Legal Eagle so my Opinion carries no weight except with people opposed to the very concept.

Legal scholar Usha Ramanathan describes UID as an inverse of sunshine laws like the Right to Information. While the RTI makes the state transparent to the citizen, the UID does the inverse: it makes the citizen transparent to the state, she says.

Good idea gone bad
I have written earlier that UID/Aadhaar was a poorly designed, unreliable and expensive solution to the really good idea of providing national identification for over a billion Indians. My petition contends that UID in its current form violates the right to privacy of a citizen, guaranteed under Article 21 of the Constitution. This is because sensitive biometric and demographic information of citizens are with enrolment agencies, registrars and sub-registrars who have no legal liability for any misuse of this data. This petition has opened up the larger discussion on privacy rights for Indians. The current Article 21 interpretation by the Supreme Court was done decades ago, before the advent of internet and today’s technology and all the new privacy challenges that have arisen as a consequence.

8641 - Linking of Aadhaar card, voter ID cards halted - The Tribune

The work of linking Aadhaar cards with the voter identification cards has been halted following the directions issued by the Election Commission of India after the Supreme Court of India ruled that it was not required. The information was given by the Deputy Commissioner of Bathinda Dr Basant Garg here today.

Deputy Commissioner of Bathinda Dr Basant Garg further stated that pertinent directions have been issued to the Election Registration Officers of the Lok Sabah constituencies of Rampura Phul, Bhucho Mandi, Bathinda urban, Talwandi Sabo and Maur.

Deputy Commissioner of Bathinda Dr Basant Garg added that the work, which was being undertaken by teachers and employees of various government departments, will not be continued.


Deputy Commissioner of Bathinda Dr Basant Garg also urged the voters that in case any officer demands for their Aadhaar card details for any election-related work, they must call the election officer of their area or call at the office of the District Election Officer.

Affidavits submitted in the Supreme Court show how citizens are being pressured to join the biometrics-based identity programme, even though the government insists that it is purely voluntary.

On the night of August 5, a little before 10, Dr Venkatesh* and his wife Geeta in New Delhi heard their doorbell ring. At the entrance was an official from the electoral office who asked whether anyone in the family had applied for a voter identity card. Dr Venkatesh said that his daughter Medha had done so a few weeks before. The official handed Dr Venkatesh a form asking him to get his daughter to apply again.

Apart from the lateness of the hour, what made the visit surprising was that earlier in the day, Medha Ramji's case had come up in the Supreme Court as part of the ongoing hearings in the petitions challenging the legality of Aadhaar, the government's biometrics-based identity project.

Medha Ramji, a 21-year-old graduate in visual arts, stated in an affidavit in the Supreme Court that she had been denied a voter ID after she had said that she did not wish to enrol for Aadhaar. While it is unclear whether the official's late-night visit was a consequence of the hearing earlier in the day, the incident helps explain why many people have taken the government to court over Aadhaar.

The government maintains that the decision to enrol and use Aadhaar is purely voluntary. Yet in practice, officials regularly insist on an Aadhaar number when citizens attempt to access services in banks, schools, public offices.

By linking Aadhaar to more and more schemes and public services, the government is able to push for higher enrolments in the scheme. But critics of Aadhaar say this this has caused inconvenience to beneficiaries and even led to denial of entitlements to those who do not wish to enrol in the programme.

Voluntary or compulsory?

Ramji, a visual arts graduate who lives with her family in a government colony, said she had given the the electoral office valid proof of address and age in the form of her passport and driver’s licence. But the officials turned her away on July 21 and a second time on July 24, allegedly maintaining that her “application could not be accepted without an Aadhaar, or EID number” – the temporary number given to citizens when they begin Aadhaar enrolment.

On her second visit to the electoral office, Ramji said she carried copies of the previous Supreme Court orders that Aadhaar was not mandatory for obtaining government services. When challenged with the copies, officials directed her to a senior. “The official said they required an Aadhaar number to issue voter IDs and showed me a circular from the Election Commission on June 30 this year,” Ramji said.

For  their part, senior officials at the Election Commission said they have not made Aadhaar number mandatory for voter ID. They said they are carrying out a “purification of electoral rolls” under a National Electoral Roll Purification and Authentication Programme, and verifying demographic details (name, date of birth) provided for Aadhaar against the demographic details in electoral rolls as one of the authentication methods.

“Staff hired through other departments are present in electoral offices,” said VN Shukla, director (information technology), Election Commission of India. “Data entry operators may have asked for Aadhaar but we have not said this is mandatory. Where this is being brought to our notice – we have found out about instances in Delhi, Maharashtra – we have sent officials to correct this.”

The Election Commission official said Aadhaar is just one of the methods being used in the latest electoral roll verification drive, but the government's statement on the programme emphasises Aadhaar describing NERPAP as "linking of Aadhaar database with electoral database".

Public services denied

While Ramji may now get a voter ID card, there are several others who continue to face difficulties. Several other people are making representations in the Supreme Court saying they were coerced into enrolling for Aadhaar or were denied services for not having an Aadhaar number.

Sanjay Kumar, a 50-year-old Delhi resident, said he is unable to get a voter ID without an Aadhaar. On May 5, officials in the electoral office at Mehrauli told him his address could not be verified unless he enrolled for an Aadhaar number. When he pointed to the Supreme Court directive, “the official who had told me this folded his hands and sarcastically commented that he had made a mistake by divulging this information to me”. He has yet to get his voter card.

Manoj Kumar Mishra, a 60-year-old retired Indian Forest Service officer, submitted that he had repeatedly received text messages to furnish his Aadhaar details with his pension account. "I have several identity proofs and do not wish to enroll in Aadhaar," said Mishra. "If the government wishes to make it mandatory to enroll in Aadhaar, why is it not bringing a law on this?"

Inder Singh, a 46-year-old resident of Delhi, said he was denied a caste certificate because he did not have an Aadhaar. The sub-divisional magistrate’s office rejected his application in 2013, claiming the new software did not accept applications without an Aadhaar number.

Abdul Rasheed, 46, a resident of Kozhikode, submitted that his six-year-old daughter faced difficulty enrolling in a school as she did not have an Aadhaar number. The General Education Department in Kerala, as it happens, had made Aadhaar mandatory for schoolchildren.

Suneetha Balakrishnan, a 50-year-old journalist and translator based in Thiruvananthapuram, said she had been denied her LPG subsidy for a year from 2014 because she declined to submit her Aadhaar. She said though she enrolled for the National Population Register, she received an Aadhaar card.

Several residents of Bihar’s Katihar and Araria districts said that government officials were demanding their Aadhaar numbers before providing any government services or subsidies. Kamechiya Devi from Chitoriya in Katihar said officials at North Bihar Grameen Bank told her on July 3 that she could not open a bank account to receive MNREGA wages until she enrolled for Aadhaar.

Quick and dirty

Sudaniya Devi, a resident of the same panchayat in Katihar, said she had been denied a voter ID in June as she did not have an Aadhaar. In her affidavit, she remarked, “Officials are pressurizing us to get an Aadhaar number for getting benefits under any scheme. Because of their pressure, everyone in our village is rushing to enroll in Aadhaar after paying bribes, even though Aadhaar is a voluntary scheme and enrollment is free of cost.”

Villagers from Halhaliya and Sharanpur panchayat in Bihar’s Araria district said that panchayat and rural development department officials had informed them they would not get paid wages under MNREGA after August if they fail to enrol for Aadhaar.

In the ongoing case in the Supreme Court, Attorney General Mukul Rohatgi has responded to assertions that Aadhaar, based on collection of personal biometrics data, violates the right to privacy. He told a three-judge bench of the Supreme Court that the Constitution does not make the right to privacy a fundamental right.

Officials of the Unique Identity Authority of India, the agency implementing Aadhaar, say 72% of India’s population now has an Aadhaar number. The Court has so far observed that without right to privacy, there can be no right to liberty. It will deliver its verdict on this question later this week.

Election Commission uploads voters’ info on its website to make the process smooth

Hyderabad: The State Election Commission is taking all steps to ensure that the process of voter ID seeding with Aadhaar goes on smoothly in Telangana. Accordingly, information of voters, who are yet to complete the process, is being uploaded on Election Commission website on a regular basis. 

Once the drive is over, the final list will give a clear picture of numbers of voters who has not opted for seeding in each Assembly segment.

This will provide information to any voter, who can just log in to the website and check the present status. If he or she is yet to interlink the two cards, his name will be present on the website. Even if a voter’s name is figured in the list despite him completing the process, he can bring it to the notice of the EC officials and get the required job done.

For the convenience of voters, this data is being updated polling booth-wise in each Assembly segment of 10 districts. This was a dynamic procedure, wherein a voter’s name would be automatically taken from the list once he completed the seeding process, Additional Chief Electoral Officer of AP and Telangana Anoop Singh said.

Since the commission is hoping to complete this drive by the end of August, this list will be getting smaller and smaller in the coming days. Once the drive is over, the final list will give a clear picture of numbers of voters who has not opted for seeding in each Assembly segment. However, their names would not be deleted from the voters’ list, he clarified.

The senior official pointed out that non-linking of voter ID with Aadhaar was not a ground for deletion of names from voters’ list. But the commission has appealed to every voter, whose name is already enrolled in Aadhaar card to respond to the drive. Even special enrolment centres are being set up in big numbers to facilitate individuals who do not possess Aadhaar card until now.

HYDERABAD: It may seem incredible but Hyderabad has an estimated 15 lakh “bogus voters”. The State Election Commission (SEC) and the State government are now on the job to weed them out ahead of the elections to the Greater Hyderabad Municipal Corporation, expected any time in December.

The SEC will go ahead full steam to link voter cards with Aadhaar numbers in its bid to come up with a genuine voters’ list. The exercise will first be completed in Hyderabad and then, expanded to other parts of the State. In other words, you don’t get to vote if don’t have Aadhaar.

State Chief Electoral Officer (CEO) Bhanwar Lal called on Chief Minister K Chandrasekhar Rao at the latter’s camp office here Monday following the Central Election Commission’s directive to all States to link Aadhaar cards with voter ID cards.
Extending government support to the Commission, KCR said the process of linking Aadhaar with voter IDs would be completed within 15-20 days in Hyderabad. As per the Commission estimates, voters should be 66 per cent of the total population. However, the voter percentage is much higher in Hyderabad. The Chief Minister directed the officials concerned to complete Aadhaar linkage before delimitation of wards in Hyderabad.
Of the 119 Assembly segments in the State, 24 are in Hyderabad. “Bogus votes in Hyderabad will influence state politics. This is not good for democracy,” KCR stressed and appealed to all parties to cooperate.

Aadhaar-linkage with voter ID cards will be completed in Hyderabad first and then, extended to the other parts of the State. In the future, you may not be able to vote if you don’t get your Aadhaar card linked to your voter ID card.

CHENNAI: Details of Aadhaar cards of 2.64 crore voters out of the total 5.62 crore electors in Tamil Nadu has been successfully seeded in the electoral database, State Chief Electoral Officer Sandeep Saxena said here today.

Due to the "co-operation of the electors and the quality work of Electoral Officers, out of the total 5.62 crore electors in Tamil Nadu, so far details of Aadhaar of 2.64 crore electors have been successfully seeded in the electoral database," he said in an official release here.

Stating that one more opportunity is now available for voters who have not submitted their Aadhar information to link it with the electoral rolls, he said booth level officers would visit such voters soon.
"An appeal is made to all the electors to co-operate and furnish Aadhaar number to electoral officials, if the electors have not furnished the details so far," he said.


"By linking the Aadhaar Number, many facilities would be rolled out for the benefit of the electors relating to maintenance of their entries in the Electoral rolls," he added.

Expressing “serious concern” on efforts to reportedly link voters’ database with the information furnished by Aadhaar card holders, CPM general secretary Sitaram Yechury on Wednesday wrote to Chief Election Commissioner Nasim Zaidi, saying such a linkage may result in “gross abuse” of this data.

“I am writing to you expressing my serious concern, based on reports that the state election officers have sent out teams, like those who do the voter enumeration, to collect the Aadhaar card details of the voters. Though the Election Commission has some time ago clarified that Aadhaar card details are voluntary and not a compulsory requirement for being enrolled on the voters list, this practice, as I mentioned above, seems to suggest that the EC has decided in making the Aadhaar card as a mandatory requirement for the exercise of franchise,” Yechury said.

He also reminded the CEC of the Supreme Court directive that had clearly stated that Aadhaar cannot be made a mandatory criterion for availing services or benefits.

Yechury termed the exercise by electoral officers as “strange” and expressed concern about the possible misuse of such a database.
“The data collected by the Election Commission and linking it up with the Aadhaar card of every voter is a huge database, possibly the largest database in any country of the world, which could be put to illegal use for discriminating against a section of bonafide citizens on grounds that are patently proscribed by our Constitution. I am sure that the Election Commission would not lend itself to such gross abuse of the database it possesses of the Indian electorate through such linking up with the Aadhaar card,” he said.

8004 - Drive to link Aadhaar card to voter ID gets poor response - TNN

KOLHAPUR: As the Kolhapur Municipal Corporation (KMC) election nears, the district administration has been pushing to link voter ID cards of all city residents to their Aadhaar cards before the polls. 

The drive, however, has seen poor response in the city when compared with other parts of the district. Only 2.5% voters from Kolhapur North and Kolhapur South constituencies have linked their Aadhaar cards, whereas in remote constituencies like Chandgad and Radhanagari, it stands at more than 10%. District administration officials now want local politicians to take steps to increase the percentage of linking, which will help keep bogus voting in check. 

The city is divided into 77 wards, of which 51 wards come under the Kolhapur North assembly constituency segment and 24 wards come under Kolhapur South. 

District election officer Sangita Chougule said, "We have launched a drive to link Aadhaar cards with the voter ID cards in the district. We've seen that voters from villages and taluka areas are enthusiastic about the drive, but response from the city remains poor. It seems that they are not interested in linking their Aadhar cards despite having easy access." 

"Initial figures suggest that only 2.5% of the total 3,12,000 voters from Kolhapur South have linked their Aadhaar card to their voter ID cards. The percentage is the same in Kolhapur North. In Chandgad and Radhanagari assembly constituencies, it is 10%," she said. 

KMC elections will be held in October and the election commission has set a deadline of July-end to link all the voters with their Aadhar card. 

"The linking of Aadhaar card is essential and will become important in the future. This will help prevent bogus voting, cross voting and duplication of the voters, which will basically strengthen the right to vote. Politicians should come forward to support the drive," she said. 

Meanwhile, Ashvini Waghmale, KMC deputy commissioner, who is in-charge of the drive in the city, said, "The number of voters that have linked their Aadhaar number is more than the actual figures indicate. The work of data entry is not complete yet." 


Waghmale said the administration has taken up the issue on priority basis. "As many as 344 BLOs (Booth Level Officers) are working in city limits and through them we have initiated an awareness campaign among residents. The BLOs have been asked to work three days a week to meet the targets," she said.

KOLHAPUR: The district collectorate on Sunday implemented a special drive across 3,100 centres in the district to link voter ID cards with Aadhaar cards. All booth-level officers were asked to collect applications from people to feed the data online. This will enable the election commission of India (ECI) to complete the linking before December. 

Kolhapur ranks second after Hingoli district in the state in the work of linking the two cards. So far, 1.75 lakh cards have been linked in Kolhapur. The district has 29.28 lakh voters. 

The biggest challenge being faced by the district administration is disinterest among voters to the exercise in the post-election period. The administration has also not undertaken a massive drive to reach out to the people and spread awareness. To overcome the slow progress, ECI directed the district collectors across the state to undertake a special drive to collect the Aadhaar card numbers from the public distribution system (PDS) department and link it with the voter cards. 

Kolhapur district collector Amit Saini told TOI, "The people registered with the public distribution system are all voters, hence their Aadhaar numbers are available with the PDS department. So far, the election office has received 5.5 lakh Aadhaar card numbers from the PDS which are being fed to the online system. The numbers are being linked with voter cards on the websites of both the ECI and the state election office." 

District deputy election officer Sangeeta Chowgule said, "Each of the 12 tehsil places in Kolhapur has a voter help centre, where revenue officials are involved in the linking. Besides, talathis are being asked to assist the local villagers in the linking." 

Chowgule said that on Sunday alone, 20,000 voter cards were linked with Aadhaar card across the district. "The officials in 12 tehsils have received more than 40,000 Aadhaar cards for the linking. If the work continues at this pace, we will be able to complete the linking by May this year," she said. 

Chowgule said political parties have lost interest in spreading awareness among the people regarding the linking drive. "The linking will help avoid double registration and bogus voting as well. But no party is keen to assist the department now," she said.

With just 12,000 names linked to Aadhaar card out of the total 70 lakh voters, the district administration finds itself in an embarrassing position as it struggles reach the 50 per cent mark before July 30.

After a lot of hue and cry over the missing voters during the Lok Sabha elections, the Election Commission had decided to plug loose ends by getting each voter registered. However, a lackadaisical approach by the district  in establishing the identity of voters has received a set back, said officials.

“Several drives and even the facility enabling people to link their voter ID cards or Electoral Photo Identity Cards to Aadhaar number by themselves has not elicited expected response. The process is simple and just requires people to visit the election website or the administration’s website to feed their Aadhaar number. However, people even hesitate to do that. The drive urging voters to get their repeated names deleted has fallen flat too,” said deputy election officer Samiksha Chandrakkar Gokule.
Gokule added, “If people do not respond to notices issued by the administration regarding repeated names, which requires them to fill form 7 to get their names deleted from the constituency of their choice, the administration after a certain period will be forced to suo motu delete their names as per the instructions from the EC.”

Meanwhile, the administration conducted a day-long drive to link Aadhaar numbers to voter IDs on Sunday. Officials said they will have to conduct many such drives as the performance of the Pune district is dismal.

Mumbai :  Voter IDs are being linked to Aadhaar cards to ascertain the identity of voters. The state electoral office has taken up the task aggressively and the decision was executed at the local body elections earlier this week.
The decision has a potential to enable voters to vote online in future.
The electoral office started the drive to link people’s Aadhaar cards with their voter identity cards with an aim of ridding the electoral rolls of bogus voters.
Nearly 3,10,000 voters in the State have registered to link their Aadhaar cards with the electoral photo identity cards (EPIC). From Mumbai and Thane, only around 16,000 voters have got themselves registered till now.
The largest number of people who have registered themselves are from Hingoli district (43,735), followed by Kolhapur (43,554).
Linking Aadhaar cards with people’s voter ID cards will help the Election Commission to remove bogus IDs from the system and to make voter list transparent, an official from the state election commission has said.
There are a total 8,35,34880 registered voters in the state, out of whom 4,40,77571 are men, 3,94,56271 women and 1,038 fall in the ‘others’ category.
According to the latest Census figures, around 8.07 crore people are above 18 years of age.
Thus, there is a discrepancy between the total the number of people eligible to vote and the total number of voters.
It simply means that there are more than 28 lakh bogus voters present. “These have to be weeded out at the earliest,” the official said.
The voters can log on to the State Election Commission website: http://ceo.maharashtra.gov.in/AadhaarSeed/ to feed their Aadhaar numbers in the EC’s EPIC database, or they can also do so at their electoral registration offices, he added.
65% voting in Gadchiroli villages
Meanwhile, 50 village panchayats in the Maoist-infested Gadchiroli district that went for vote on Friday had on an average 65% voting, state election commissioner J S Saharia told reporters here.
“Village Panchayats in Aheri, Sironcha and Etapalli went for the vote today. The voting was peaceful. The villages in rest of the district would go for vote on April 30. Counting would be on May 2,” he added.

Karimnagar: Deputy Chief Election Officer Devayani said that linking of Aadhaar number with voter ID would help the election authorities to prepare comprehensive voters list.Reviewing the progress of Aadhaar linkage with voter ID along with the representatives of various political parties at the Collectorate here on Tuesday, she said it also helps the election authorities to remove bogus and duplicate cards and cards of migrant and deceased persons.


With regard to linking Aadhaar card with voter ID, both Telangana and Andhra Pradesh States were ahead than other States in the country, she informed.Stating that household survey for Aadhaar linkage would be completed by May 3, she wanted the officials to finish the voter verification process too. Besides verification, inclusion of new voters in the voter list should be done during the HH survey, she said.

There would be special camps in all polling booths on April 26, she informed and added that people could submit their Aadhaar number at the camps. Devayani asked the staff to collect mobile phone numbers and email IDs of the voters during the household survey.


Speaking on the occasion, District Collector Neethu Kumari Prasad said that about 33 percent voters already linked their Aadhaar numbers with voter ID.Out of 28,29,921 voters in the district, 9,23,010 voters linked their Aadhaar number with voter ID. She assured that the process of Aadhaar seeding would be expedited in the district.

Special campaign will be organised for two days on April 19 and 26 (both Sundays) at the polling booths in the district as part of National Electoral Roll Purification and Authentication Programme (NERPAP, District Revenue Officer K. Nageswara Rao said

The Election Commission of India introduced NERPAP in Visakhapatnam, Chittoor and Krishna districts during the first phase of the programme in the State to ensure a totally error-free electoral rolls.

The DRO said Elector’s Photo Identity Cards (EPIC, the voter ID card) and Aadhaar cards of nearly 5.25 lakh voters in the district had been linked since the NERPAP commenced in the district in early March.

Apart from linking Aadhaar with EPIC, the programme would also facilitate voluntary deletion of multiple entries in the electoral roll, correction of errors in the electoral roll and improvement of image quality of photograph of the elector in the electoral data.

There are several methods available for a voter to get his or her EPIC and Aadhaar card linked, like logging on tohttp://164.100.132.184/epicorwww.nvsp.inand following the directions given to complete the seeding of Aadhaar card; sending through SMS the voter card and Aadhaar numbers to 08970499899 by typing SEED EPIC (space) (EPIC number) (space) (Aadhaar number); calling the help desks at Hyderabad (1950) or at the district-level 180042500001 where the call centre personnel will link the two numbers through the online portal; and logging on to the National Voter Service Portal and filling up the form that is meant for EPIC-Aadhaar link.

During the special campaign days, Booth Level Officers would be available at the polling booths to guide voters in linking their Aadhaar and EPIC cards.


They would receive applications from voters with details of Aadhaar and voter ID cards, mobile number and email id and also to remove multiple entries in voters’ list and correct mistakes in the voters list. All the necessary forms like Form Nos. 6, 6A,7, 8 and 8A will be provided to the voters.

COIMBATORE: AIADMK, DMK, Congress and BJP have begun ground work for the upcoming assembly elections. On Sunday, AIADMK and DMK party functionaries approached new voters at the special camp held for linking Aadhaar card to voters' ID, and also started campaigning on the sides.

However, officials intervened and warned to not campaign inside the camp premises.

Special camps for linking Aadhaar card to voter's identity cards were held in Coimbatore urban and rural areas on Sunday. Thousands of voters came to the camp to submit photocopies of their Aadhaar and voter's ID to polling officials at various centers. Officials also received mobile numbers and email IDs from the voters and obtained their signatures on the electoral rolls.

A group of AIADMK and DMK functionaries camped at the Bishop Ambrose College near Sungam on Sunday and approached new voters inside the camp. The party functionaries brought Form 6 (inclusion of name in electoral roll) and issued them to the new voters. They also helped new voters to enroll their names in the electoral roll. Few of the party functionaries told the new voters that they should support their party in the upcoming assembly elections.

"We helped the voters enroll their names in the electoral roll," said DMK 74th ward secretary M Meganathan. He said the district administration had not employed enough staff to manage the crowd, despite asking voters from ward 74 of the Coimbatore Corporation to produce their photocopies at the camps. So, we helped the new voters and we hope to garner more new votes this coming elections, he said.

Election officials, after receiving complaints from other political parties, ordered AIADMK and DMK member campaigning at the special camps at Neelikonampalayam, Singnallur and Kavundamapalayam, to vacate the camp premises.

"This is not an election campaign. So, we warned functionaries to not approach voters in the camp. Parties were trying to woo new voters, but this is not an enrollment camp," said a senior official from the district administration.

Meanwhile, Congress conducted a meeting at RGP marriage hall at Kavundampalayam on Sunday and selected ward presidents who will be facing the upcoming assembly elections. "We decided to appoint a ward president, a vice-president and a secretary for 100 wards that fall within the Coimbatore Corporation. In a few weeks, we will appoint the booth vice-president and secretary in the city.

We wanted to unite all factions. We are going to conduct a training camp for booth committee members," said Congress' Coimbatore district president VMC Manoharan.

BJP district president R Nandakumar conducted a meeting at the party office on VKK Menon Road here on Sunday. He told TOI that the party has divided all the 100 wards into 12 zones. "We have been appointing ward-in-charge for every ward and getting ready to appoint booth committee membersWe have printed three lakh pamphlets about the achievement of Modi's government and we will be distributing them to the public next month," said Nandakumar. Over 250 members from DMK, AIADMK joined the BJP party on Sunday.


DMK south-urban district secretary Nachimuthu said that the party appointed a ward secretary for each ward and that they were focusing on increasing the membership of the party. "Our functionaries are approaching voters door-to-door to know about the people's mentality in the upcoming elections," said Nachimuthu.

With several services, including voter identity cards, being linked to Aadhaar, the latest to join the list is ration cards.

The state government’s new directive to ensure a transparent and foolproof system of barcoded ration cards linked to Aadhaar cards is a step initiated to redesign the public distribution system. With nearly 18 lakh ration card holders in the district, around 2,800 fair price shops will ready themselves for this system, which aims to weed out bogus PDS beneficiaries.
“This is a special initiative to weed out bogus ration card holders. We will collate information of all card holders with the help of fair price shops and finally the system will be uploaded and then checked before the barcode is issued,’’ said District Supply Officer Jyoti Kadam. For Pune, the work has been initiated and the deadline for completion of work is May 31.

The department will have to collect Aadhaar details, bank account details and cellphone numbers of all the members of the family, which will enable any family member to buy the ration using the card.

“This is a part of the Food Security Act to ensure a transparent system. Barcoding will eradicate bogus ration cards and bring transparency. For helping us collect data, fair price shops will get an incentive of Rs 5 per card,” said Kadam.

While the focus is on yellow and saffron ration cards, the district administration has urged even the white ration card holders to submit their details to their respective fair price shops so that all data can be linked. This is as per the directive of the union government asking the state to submit information on various types of ration card holders, their Aadhaar numbers and bank accounts which will be interlinked to the National Payment Corporation of India’s portal to transfer the subsidy amount. Once the data is uploaded, the government can disburse the subsidy directly into bank accounts bypassing the existing system.

While the biometric system was introduced by the previous government on a pilot basis, it needed more time. Now, getting the fair price shops directly involved with a subsidy can help speed up the process. “Every shop owner has to collect data and submit it to the respective supply officer which will be further forwarded to the government and finally after confirmation the biometric card will be issued,’’ said administration officials.

Working towards women empowerment, the GR mentions the senior most woman’s name on the card as head of the family and other members as dependent on her. The officials maintain that this will ensure that foodgrain will be distributed to women only as the ration card will have their photograph and a barcode which

The Corporation Commissioner K. R. Selvaraj has urged the residents of the city to extend total cooperation to the officials involved in linking Aadhaar details with the electoral rolls.
In a press release issued here on Wednesday, Mr. Selvaraj said that the work of upgrading the poll rolls by including Aadhaar number and other details is in progress in the two Assembly constituencies of Salem North and Salem South spread over in the city since March 3.

Verification
The staff will be verifying the details such as name, date of birth, sex, death, double entry, shifting etc.

The voters should handover the photo copy of Electors Photo Identity Card (EPIC), Aadhaar card, the receipt given to them at the time of last census to the staff. They can also furnish the mobile number, resident landline phone number, e-mail address etc, the release said.

SHILLONG: In the wake of opposition of the pressure groups to the enrolment of voters in Meghalaya, the state’s Chief Electoral Officer P. Naik has allayed their fears by stating that proper care has been taken by the government to ensure a transparent enrolment process.

Speaking to The Shillong Times on Sunday, Naik said that since the Electoral Registration Officer (ERO) has quasi-judicial powers, every decision is appealable to the higher electoral officer or to the Court.

“The process being undertaken by the ERO is quasi- judicial in nature and there is always scope for appeal. ERO can also take the assistance of Booth Level Officers (BLOs), police or any other agencies to discharge responsibilities”, he added.

He said that there are three types of revision of voters which include intensive revision, continuous revision and summary revision. While intensive revision is carried out from house to house in special circumstances, summary revision is undertaken in the last part of every year to enroll those voters who attain 18 years of age as on January 1. Naik said that the ongoing continuous revision was not only aimed at enrolment of new voters, but also for residual voters. Moreover, deletion and correction is also carried out during the continuous revision in a permanent centre, he added.

The CEO also allayed certain misconceptions about the registration of voters by stating that the criterion that a person should stay in a place for six months was no longer applicable.
“Any ordinary resident can get his or her name registered. For example if an indigenous person is working in Delhi, he or she can only be registered in Delhi and not in Meghalaya as the person will be the ordinary resident there,” Naik said, while adding that a non-indigenous person who is an ordinary resident of Meghalaya can only register here. At the same time, a person cannot have double entry, Naik clarified.

The CEO also asserted that if anyone is a foreign national, he cannot be enrolled as the person should be deported. Moreover, it is also the duty of the political parties to check the dubious voters, if any, as political parties can appoint booth level agents.

He further said that there is an effort on the part of the Election Commission of India to match the electoral rolls with bio metric records to be undertaken by the Registrar General of Census in case of Meghalaya to remove dubious or duplicate voters.
Regarding the issue of Aadhaar cards, the CEO said that though the Supreme Court has not made Aaadhaar mandatory, there will come a time when government schemes including MGNREGS, scholarships and others will be only routed through the Aadhaar system.

Initiative aimed at elimination of bogus voting & impersonation

The inclusion of Aadhaar identification numbers in the voter list is being implemented strictly in a drive, which is aimed at eliminating bogus voting and impersonation.

Keeping in view the special significance of the drive, Nellore district administration officials is giving special thrust to Aadhaar seeding of all voters in the district. According to official records, there are nearly 22.78 lakh voters spread over the 10 Assembly constituencies.

Officials are of the view that Aadhaar seeding should be given greater priority considering that the Election Commission of India is particular about the drive to make the polling process transparent and error-free.

Going by the final electoral rolls published after the special summary revision in January, 2015, there are 11.26 men and 11.51 women in Nellore district. “All should cooperate with officials in making the drive successful. It will make the polling process easier and more transparent,” District Collector M. Janaki said.

Specific instructions have also been issued to officials to ensure that voters have fool-proof identification like Aadhaar number.

Chief Electoral Officer Sandeep Saxena on Friday launched a range of electoral services through common service centres. Launching the services in Mylapore Taluk Office on Friday, Dr.Saxena said over 600 centres in the state will start offering services to residents.

In addition to changing the name and address on the electoral roll, residents will also be able to link Aadhaar number, change name as in Aadhaar data, register mobile number and email address.

A number of visitors to the common service centres are expected to increase following the commencement of electoral services.


Residents can also pay property tax, receive community certificates, get birth certificates or pay water tax at the centres.

To ensure error-free electoral roll, campus ambassadors from colleges, 38 computer operators involved in online modification of electoral rolls and e-centre operators were trained on the steps to be followed for online registration in the National Voters Service Portalwww.nvsp.in

The Election Commission of India has launched the National Electoral Roll Purification and Authentication Programme (NERPAP) from March 3 to 31 for linking Aadhaar data with electoral roll, improving the image quality of the electors, correction of errors in the roll.

Electors can present their Aadhaar number through sms, e-mail, mobile application and National Population Registry number through the portalwww.eci.gov.in. Also from the fourth week of March, booth-level officers will visit each household and provide applications for carrying out corrections. Form 7, 8 and 8A will be available at the office of municipalities, Revenue Divisional Officer and Tahsildar between 3pm and 5pm on Monday and Wednesday. Electors can also submit forms for corrections.
Special camps would also be held on April 12 and 26, May 10 and 24 for the convenience of the electors to make corrections in the electoral roll. Hence, Collector V. Dakshinamoorthy has asked the electors to cooperate in the exercise so as to ensure authenticated roll.

In Salem, Collector K. Maharabushanam has asked representatives of all political parties to cooperate so as to ensure error-free electoral roll.
