On 18th May 2010, I started this Blog to capture anything and everything I came across on the topic. This blog with its million hits is a testament to my concerns about loss of privacy and fear of the ID being misused and possible Criminal activities it could lead to.
In 2017 the Supreme Court of India gave its verdict after one of the longest hearings on any issue. I did my bit and appealed to the Supreme Court Judges too through an On Line Petition.
In 2019 the Aadhaar Legislation has been revised and passed by the two houses of the Parliament of India making it Legal. I am no Legal Eagle so my Opinion carries no weight except with people opposed to the very concept.

Good idea gone bad
I have written earlier that UID/Aadhaar was a poorly designed, unreliable and expensive solution to the really good idea of providing national identification for over a billion Indians. My petition contends that UID in its current form violates the right to privacy of a citizen, guaranteed under Article 21 of the Constitution. This is because sensitive biometric and demographic information of citizens are with enrolment agencies, registrars and sub-registrars who have no legal liability for any misuse of this data. This petition has opened up the larger discussion on privacy rights for Indians. The current Article 21 interpretation by the Supreme Court was done decades ago, before the advent of internet and today’s technology and all the new privacy challenges that have arisen as a consequence.

7603 - Voters told to link Aadhaar numbers with ID cards - The Hindu

Collector Rahul Bojja said that under the National Electoral Rolls Purification and Authentication Programme (NERPAP), voters will be allowed to open certain sections of the webpage of Election Commission of India (ECI) and link their Aadhaar number with their voter card. An SMS based services would also be made available and the details would be furnished shortly.
Speaking to reporters here on Tuesday Mr. Rahul said that a mobile application is also being developed for the purpose and it would be ready shortly. Informing that about 98 per cent of the population in the district is having Aadhaar numbers, he said that they want to complete the process by July 31.

Referring to tax collection in the district, the Collector said that hundred per cent tax collection has been done in 769 villages so far and efforts were on to ensure hundred per cent tax collection in all the 1,077 villages. He said that Siddipet Assembly constituency is placed top in the 100 per cent tax collection list followed by Gajwel.

Stating that works for Mission Kakatiya have commenced in the district, Mr. Rahul said that works for six tanks were already grounded out of the total 1,869 tanks in the first phase. District Panchayat Officer C Suresh Babu, Irrigation Superintendent Engineer S. Surender and District Education Officer A. Rajeswara Rao were present.

With the Election Commission of India (ECI) deciding to link voter identity cards with Aadhaar numbers, it faces the challenge of how to go about the mammoth task.

The decision to 'seed' the country's electoral rolls with Aadhaar was taken earlier this month. The intention is to clean up the registers, fraught with fakes, duplicates and erroneous entries.

The direct method of going door to door to match the voter identity cards of 840 million residents with their Aadhaar numbers could be too tedious and time consuming. After much deliberation, the ECI has decided on a national campaign, encouraging voters to "voluntarily" list their UID numbers through a web portal and SMS, and also alert authorities about multiple cards issued against their name. Once the numbers are fed, these will be matched with the database of Unique Identification Authority of India (UIDAI) to authenticate the entries.

The commission hopes to complete the entire task of feeding the rolls with Aadhaar and seeding it with the electoral database by August 15 this year.

The country's voter database is full of errors and duplicates, that can be detrimental to poll outcomes, said Praveen Chakravarty, founder trustee of IndiaSpend, and a former banker. "If this project gets executed, we will have the most efficient democracy in the world," added Chakravarty, an electoral data scientist and who played a role in the early design of Aadhaar.

However, the timeline might be too ambitious, as a majority might not come forward to share their Aadhaar details. The ECI plan in such cases is to have block-level officers collect the information from door to door.

A massive print, television and digital campaign will be launched from next month to create awareness about the project, Umesh Sinha, deputy election commissioner, told Business Standard. A web portal has already been created, where voters can look up their names and feed their Aadhaar numbers. The process can also be completed through an SMS- based application, where residents can text their EPIC or voter ID number and Aadhaar, to a pre-defined number.

Authorised electoral registration officers will then be given access to UIDAI's database, where they can view the details from both databases on 'white listed' computers on two windows, side by side. If the photograph and other details match, the number will be permanently fed into the roll; else, the record will be sent for re-verification. An alternative mechanism to authenticate the UID number will be through matching the biometrics through authentication devices. However, the second method will require the physical presence of the resident and might be used sparingly.

Sinha dismissed the privacy concerns about accessing the UIDAI database, saying only authorised officials will get access to it and they will have permission to only "view" the record. "Otherwise, how will we know who is who?" he questioned.

However, purifying of the rolls might be easier said than done, as ECI will not delete the names of residents whose Aadhaar number is not linked. Instead, a de-duplication software will scan the entire database and alert the resident in case of multiple entries. "If even after multiple appeals the person does not respond, legal action as defined by the law will be taken."

Meanwhile, the Commission is creating a national duplicate register, to list all residents whose names appear more than once. The de-duplication software will match the photographs and other details to create a list.

With the scale of the task, Sinha admits the timeline could be a little "ambitious" but the hope is that the plan would work, more or less. So far, Aadhaar has issued about 790 million UID numbers in the country and hopes to cover the entire population by this June

PATNA: The National Electoral Roll Purification and Authentication Programme (NERPAP), which aims to link Aadhaar number with the Electors Photo Identity Card (EPIC) to eliminate duplicate electoral records, was launched in the districts on Thursday. According to statistical estimates, there are about 30 lakh duplications in the state.

Chief electoral officer (CEO), Bihar, Ajay V Nayak, while addressing a press meet to formally announce the programme on Friday, said, NERPAP is a holistic approach to remove discrepancies in the electoral rolls at the national level. "Besides duplication, ... improving the photograph quality or including mobile number and e-mail id in the database is also a part of the programme," he said.

The linking of Aadhaar number with EPIC can be done in many ways. A voter can add his own Aadhaar number to the electoral records by logging on to National Voters' Services Portal (www.nvsp.in or www.electoralsearch.in/) and update his details. Voters can also call 1950 (toll-free state-level call centre) or furnish their documents to their booth-level officers (BLOs). An SMS - 'ECILINK ' can also be sent to 166 or 51969 to do the linking.

"The BLOs will also be going door to door with a checklist and fill in the Aadhaar and mobile number and e-mail id, just like any survey," Nayak said, adding the BLOs will form booth-level awareness groups to sensitize people about linking Aadhaar number with electoral roll. A nationwide special camp will also be held at every polling station in every assembly constituency on April 12 for all these works.

As per the statistics, in 2015, 54% of Bihar's population should be above 18 to be voters. "But at present, about 57% of Bihar's population is registered as voters. This means there's a 3-4% overload on the electoral list, which is about 30 lakh odd people," Nayak said, adding there are 6.57 crore registered voters in Bihar.

Bihar, however, was already working to remove duplication in electoral rolls and about 3.75 lakh duplications at the booth-level will be eliminated by the end of March, Nayak claimed. "We introduced a new software in Bihar sometime ago which can detect duplication with almost 95% accuracy and are currently working on it at the booth level. In April, we will take it at the assembly constituency level and then at the district level," Nayak said.

While the Election Commission of India has fixed the deadline for linking the Aadhaar number with EPIC as August 15, 2015, the deadline does not apply to Bihar in its election year. "However, our aim is that the EPIC of everyone, who has an Aadhaar number, should be linked by May. We have also briefed all political parties, DMs and officials engaged in election duty for the same," Nayak said.

The CEO said voters can also search names in national electoral roll, print voter information slip, apply for enrolment, modification, deletion and change of address in electoral roll and know about BLOs and electoral roll officer using National Voters' Services Portal.

The Election Commission of India has launched “National Electoral Roll Purification and Authentication Programme” (NERPAP) throughout the country, with the objective of bringing an error-free and authenticated electoral roll.

During the programme, Electors Photo Identity Card (EPIC) data of electors will be linked with the Aadhaar data, for the purpose of authentication. NERPAP will focus on improving image quality of electors, along with sorting issues like corrections of errors, according to an official press release.

Electors have been provided with the facility to feed their respective Aadhaar number using web services through the Election Commission website (www.eci.gov.in). Electors can also feed Aadhaar number by making a call at 1950 to the State call centres, or by submitting the details of Aadhaar number and EPIC number with photocopy of both the documents, namely EPIC and Aadhaar card. Collection and feeding of Aadhaar will also be done by organising special camps, the release stated. The first such camp will be held on April 12. Booth Level Officers (BLOs) will also collect the details of electors during the door-to-door surveys.

Under the programme, facility has also been provided for voluntarily disclosure of multiple entries by voters. Electors with multiple registrations in electoral roll(s) can fill Form-7 for deletion of their names from the places except where they ordinarily reside.  The forms may be submitted at ERO facilitation centres, special camps and citizen service centres, the release stated

The Collector said the electors in draft rolls would be authenticated with Aadhaar card numbers to avoid duplication of electoral photo identity cards.

Corrections, if any on EPIC, would be made and any cards with multiple entries would be deleted from the electoral roll.
Cell phone numbers and e-mail IDs of electors would be gathered and included in the electoral roll database system to ensure transparency. Hence, the names of voters with EPIC numbers, Aadhaar card numbers and e-mail addresses, if any, should be filled in recognised forms and the forms along with photo copies of EPIC and Aadhaar cards submitted to booth-level officer, village administrative officer, tahsildars or to common facility centre.

He said new voters could also enrol their details on http://nvsp.in (National Voters Service Portal) website.

Special camps would be held in all polling booths on April 12 for making corrections, change of address and deletions from EPIC.

The process of linking Aadhar unique ID number with Elector’s Photo Identity Card (EPIC), voter ID card, of the 34 lakh voters in the district will commence on March 9 after the officials and staff undergo training at the Marri Chenna Reddi HRD Institute in Hyderabad.
The programme is being conducted under the National Electoral Rolls Purification and Authentication programme of the Election Commission of India and will be taken up in Visakhapatnam, Chittoor and Krishna districts after a pilot project in Nizamabad gave good results, Additional Joint Collector D. Venkata Reddy said here on Wednesday. It would be implemented in other districts soon. Collector and District Election Officer N. Yuvaraj attended a workshop conducted through video conference during last month.
The Aadhar seeding would continue for 45 days and the purification process - elimination of bogus voters - should be completed by July 31. A special awareness programme would be conducted for 45 days all over the district. A district-level meeting with representatives of political parties would be held here on March 9 and also at Assembly constituencies level. The parties would be asked to appoint their own booth level activists to explain the process and execute the same.
Voters could adopt any of the three methods for Aadhar seeding - through the webpage, SMS or help desk, Mr. Venkata Reddy said.
“One can have only one Aadhar UID number though he or she might have two or three EPICs but once the Aadhar number is linked to one EPIC, linkage with other EPICs would be rejected”, he said. After Aadhar-voter card link was made by the voter the details would be given to the Booth Level Officers for physical verification. The reports are fed into the portal at the local Tahsildar’s office for the officials login and then forwarded to the Election Returning Officer’s login. An Ok from the ERO would mean the voter ID card was seeded with Aahdar completely. In case a voter has to be removed from the voters’ list the process of serving him or her a notice under Section 22 of the People’s Representative Act should be followed.

To ensure error free electoral rolls, National Electoral Roll Purification and Authentication Programme was launched here on Tuesday.
Under this programme, the details of Elector’s Photo Identity Card (EPIC) would be linked with Aadhaar card data. The image quality of the electors would be improved, and errors would be corrected.
Electors can sent their Aadhaar card number through sms, e-mail, or at the Election Commission portalwww.eci.gov.in.
They can submit Form 8 for making corrections in name, address, or other details and Form 7 for removing multiple registrations in electoral rolls to Revenue Divisional Officers, Tahsildar, Municipality Commissioner or polling booth officer in person.
Electors can make corrections when officials are on a door-to-door survey.
Special camps will be conducted across the district for facilitating electors to carry out corrections on April 12, according to a release here.

CHENNAI: Chief Electoral Officer Sandeep Saxena on Tuesday launched the National Electoral Roll Purification and Authentication Programme (NERPAP) to ensure 100 per cent error-free rolls in the State. The exercise would be completed by May 31.

Addressing the media after chairing an all-party meet at the Secretariat, Saxena said it would end duplication of voters’ names in the electoral database.

There would be special camps on April 12, April 26, May 10 and May 24 (all Sundays). The programme would be completed with the help of political parties, apolitical NGOs, election department officials, and staff of Revenue, Municipal Administration, Education departments.

The EPIC data would be linked with ‘Aadhar’ data of UIDAI for authentication. Voters could feed their Aadhar number by sending SMS to 51969 or calling 1950 or through the mobile application to be launched soon and by using National Voters Service Portal(NVSP) web services through the EC website. Voters could also feed ‘Aadhar’ number by handing over the duly filled up form along with photocopy of both EPIC and Aadhar cards.

The programme aims at voluntary disclosure of multiple entries by voters, on-the- spot disposal of applications by the Electoral Registration Officers if there were supporting documents, improvement of image quality, and collection of voters’ contact information (landline/mobile numbers, e-mail ID) for giving poll-related information to them in future.

Asked whether the State Election Department could cover all the 5.6 crore voters in three months, the CEO said about 70 per cent of voters already had the Aadhar card. Since the EC needed to cover only those over 18 years, it could be completed through special camps for issuing Aadhar card. But  Aadhar card was not a must for corrections.

A pilot project for the exercise would be taken up in Gummidipoondi Assembly constituency, Tiruvallur district.
Bharathidasan University had developed a GIS-based method to streamline the distance between polling booths. Through this project, all voters could have their booths at equal distance. Later, the project would be extended to all districts.

 Booth-level Agents (BLOs) would be appointed by March 15 to collect details of voters during the door-to-door survey. The voters, with multiple registrations in electoral rolls, could use Form-7 for deletion of names from places except where they resided. They could submit Form-7 through the Web Portal of NVSP or at special camps/other centres such as Common Service Centres etc. 


The Chennai Corporation Commissioner Vikram Kapur, who is also the District Election Officer, in a press note, stated that voters without Aadhar card could verify their EPIC details in their respective zonal offices.

New voters should give their Aadhaar registration number when they enrol their names in the electoral roll. Those who have already enrolled their names in the voter list too should submit Aadhaar number to update the roll, according to Collector T.N. Hariharan.

Addressing a special meeting held for creation of error-free electoral roll, he said those who wished to take photograph for Aadhaar card should submit details of their EPIC for verification.
The main aim of the electoral eoll purification and authentication drive that commenced on Tuesday was to prepare an error-free electoral roll. Linking and authentication of EPIC data of electors with Aadhaar data and improving image quality of elector would take place during this drive. Stating that enrolment in more than one place on the basis of false declaration was a punishable offence, he said voters who had multiple registrations could come forward and disclose it voluntarily to remove their name from the voter list.

Aadhaar number would help election officials prevent inclusion of voters’ names in two or more places. Booth-level officers would also collect all details of the electors during the door-to-door survey. They would also collect these details through special camps and voter facilitation centres, he noted.
All eligible voters should produce Aadhaar number, mobile phone number and their e-mail address to booth-level officers during their visit for verification, he added.

Those who were waiting for Aadhaar card number could submit their passport number, driving licence number, PAN card number.


A special camp would be conducted in all polling stations on April 12. All voters who enrolled their names in the electoral roll should give Aadhaar card details, mobile phone number and e-mail address.

Addressing mediapersons here on Monday, he said that most of the corporation staff were involved in revenue survey and the people should voluntarily register their Aadhaar details at the website http://krishna.nic.in/, where they can find the EPIC Aadhaar seeding portal to link their Aadhaar details with voter ID.  “To make people aware of the developmental activities, which are initiated as part of ‘Smart City’ project and to offer e-governance services to the people, the municipal corporation has started to upload all the details in the corporation official site,” he said.

The linking of Aadhaar numbers with the electoral rolls is slated to commence here in the district from Tuesday.
The drive to link Aadhaar numbers to the electorate rolls will be done at all taluk offices in Palacode, Harur, Paapireddypatty, and Pennagaram under the aegis of the Tahsildars, and village administrative officers.

The relevant application forms are available at the office of the VAOs, taluk offices and designated voting booths.
Further, those yet to get their Aadhaar cards are requested to fill in relevant forms and submit it at the designated Aadhaar centers firqa wise in the concerned taluks of Palacode, Harur, Paapireddypatty, Pennagaram, or at Dharamapuri Collectorate. Form 7 is for deletion of names that have been included twice in the electoral roll; form 6 is for inclusion of name; and form 8 is for change in address or revision of errors.

The Election Commission will launch a nationwide drive on March 3 to streamline electoral rolls by linking UIDAI’s Aadhaar data with electoral photo identity card (EPIC) database. The project is to be completed by August 15 this year, member, Election Watch, P.C Sai Babu has said.

The seeding of Aadhaar number with EPIC under the National Electoral Rolls Purification and Authentication Programme (NERPAP), will end duplication of electors database by weeding out fraudulent (duplicate, bogus, ineligible and shifted) EPIC Card holders.
Mr. Sai Babu said NERPAP also proposes linking of mobile number and e-mail address to provide poll-related information to voters. It will also allow electors to voluntarily disclose multiple entries pertaining to him, followed by disposal of such cases by the electoral registration officer (ERO) within 15 days.
The programme will also allow correction of errors in EPIC database on production of cogent documentary evidence, besides allowing improvement of image quality of elector by borrowing better photos from the UIDAI database.

Corporation drive to weed out bogus names, rolls may shrink by 10%

With the Chennai Corporation starting a drive to link Aadhaar with the electoral database, the number of electors on the rolls in the city is set to reduce.

The linking of electoral rolls with Aadhaar would be voluntary and it will not affect anyone’s right to vote, officials said. They added that the number of electors on the rolls in the city is expected to reduce by 10 to 15 percent if the linking of Aadhaar with the database is successful.  

“At least 10 percent of the names on the rolls are reportedly bogus. The linking of Aadhaar may reduce the number of electors. Many people have voting rights in different constituencies in the city. There are people who reportedly have 150 family cards. Such people are likely to have a number of EPIC cards,” said Mangal Raj, former Corporation councillor of Mylapore.

Over 35 lakh electors are enrolled in the 16 assembly constituencies in Chennai. The civic body will link Aadhaar with the electoral database in the zones of Tondiarpet, Royapuram, Thiru-Vi-Ka Nagar, Kodambakkam, Teynampet and Adyar. The other parts of the city will be handled by the district administrations of Tiruvallur and Kancheepuram.
The exercise will prevent duplicate or multiple entries of electors in rolls and fake EPIC cards. Zonal officials in the city have received instructions to take such measures on preventing impersonation during elections with the purified electoral rolls.

BENGALURU: Come March, the Election Commission of India (ECI) will embark on a nationwide drive to link Aadhaar numbers with electoral rolls. The aim is to weed out multiple voter cards and bogus voters, and put in place an authentic database of voters.

The initiative, Electoral Roll Purification and Authentication Drive (ERPAD), to be launched across all 676 districts, is proposed to be completed by August 15. However, it is set to face hurdles in Karnataka as Aadhaar enrolment itself is much behind target in many districts.

According to a senior officer in the chief electoral office, only Tumakuru and Mysuru districts have neared 100% Aadhaar coverage. "Even if we want to launch the drive, it's unlikely to receive a good response, except in these two districts. Also, since Aadhaar isn't mandatory for any government service, the response could be tepid," he added.

N Raju, technical officer with the chief electoral office, Karnataka, said they have received instructions from the ECI and are working on implementing it. "The ECI has done a pilot project on ERPAD in places like Andhra Pradesh where Aadhaar enrollment is going well. We are yet to get detailed instructions on this," he added.

Ashok MR Dalwai, deputy director general, UIDAI regional office, Bengaluru, said they are yet to receive official communication regarding implementation of ERPAD in Karnataka. "The state has got enough Aadhaar coverage (about 76%) to go ahead with the project. In fact, we can launch an initiative to speed up Aadhaar enrollment of those above 18 (eligible age for voting) so that they can link the same with the election commission. It's a good opportunity to clean up the electoral rolls and we should make use of it," he added.

Update voter card details:

As part of the nationwide drive, the ECI wants every voter to update one's Aadhaar card number on its website launched last January. Just like DBTL, linking Aadhaar with EPIC cards isn't mandatory for voters to update their data, though ECI is keen on linking the two.

The portal launched for the purpose will also provide people with an opportunity to change details on their voter ID cards. Error in address, spellings and date of birth can be rectified.

New Delhi: Chief Election Commissioner HS Brahma has announced that the Election Commission will launch the Mission of Electoral Roll authentication and purification drive from March 1st

Inaugurating a workshop on "Linking of Aadhaar with Electoral Roll Database and Launching of Electoral Roll Authentication and Purification Drive", at Dr. MCR HRD Institute, Hyderabad on Saturday, he advised all officers to come up with suitable action plan to expedite so that the mission could be completed by August 15th, 2015.

The Chief Election Commissioner appreciated the efforts put in by District Election officers in taking a step forward and carrying out the proof of concept so effectively to generate advantages and challenges clearly.

Speaking on the occasion, Election Commissioner Dr Nasim Zaidi appreciated C-DAC for creating search and other facility at a National Level for NVSP. He insisted that electoral rolls are to be purified with the help of technology for which all concerned officials need to work hard and put in collective efforts nationwide.

The DG and Mission Director of UIDAI, Dr Vijay S Madan assured all necessary support from UIDAI.

The workshop was organised by CEO Andhra Pradesh and Telangana. It was inaugurated by Shri. HS Brahma, Chief Election Commissioner in the presence of Dr Nasim Zaidi, Election Commissioner and Dr Vijay S Madan, DG and Mission Director UIDAI. It was attended by officials of ECI, CEOs of States, DEOs of the districts.

Four District Election Officers were given away Best Electoral Practices awards for South Zone.

During the workshop all participants deliberated on issues and advantages of various actions those could be taken for purifying the roll, in which feeding and seeding of Aadhaar is one of the way.

Chief Election Commissioner H S Brahma on Saturday announced the linking of EPIC roll with the Aadhaar to weed out fake voters and to purify the electoral rolls to the maximum.

Addressing the press here at the MCR Human Resources Development Institute , Brahma said:  “We gave EPIC cards to 84 crore voters in the country so far and over 74 Indians now have Aaadhaar cards. Which means there is a gap of 10 crore. We want to rectify it within six months” Brahma said.

To fulfil the demand for putting an end to duplication of cards, the ECI, which has conducted 17 general elections and about 350 state elections since independence, has decided to link these cards. From March 1 to 15 August, the voters can enter their Aadhaar card details through the Election Commission of India’s official website, or through call centers. “This will go simultaneously in all the 676 districts of the country,” he added.

However, he said this doesn’t mean that voters will not be allowed to cast vote without Aadhaar. “The list of ID cards that one must carry to the polling booth remains the same. But this will help identify duplicate cards in circulation on a particular voter’s name or address,” he said.

India’s ministry of information technology and communications will take over the country’s national citizen identification project, Aadhaar, according to a report by Business Standard.

Under the Unique Identification Authority of India, the planning commission in the previous government was previously in charge of Aadhaar. However, leadership for the project must now shift as a result of the commission’s recent revamp.
“Since Aadhaar has many links with technology and is expected to play a bigger role in the government’s plan of ‘Digital India’, the ministry of IT and communications has started consultations with other ministries to move Aadhaar under its domain,” a senior government official told Business Standard, adding that the ministry would soon prepare a Cabinet note for bringing Aadhaar under its administrative jurisdiction.

Currently, about 745.6 million people, or 61% of the population, have been provided with Aadhaar numbers, with a government goal to enrol the entire country by June. Additionally, the percentage of enrolment is over 90% in 15 states.
Aadhaar is also being used for several other functions, including monitoring the attendance of government officials and as a proof of identity for government and private services.

The government also plans to link Aadhaar numbers with driving licences after successfully linking them with passports, mobile SIM cards, pension funds and the Digital India project.


Previously reported, the Election Commission of India is working on a plan to “embed” and synchronize the Aadhaar database with that of the Electoral Photo ID Card to help prevent duplication or forgery at election polls.

New Delhi: The Election Commission has initiated an ambitious plan to "embed" and synchronise the Aadhaar database with that of the Electoral Photo ID Card (EPIC) to minimise complaints of duplication or forgery of the electoral rolls.

Chief Election Commissioner (CEC) H S Brahma today said the poll panel has already started the process in this regard with the Aadhaar's parent body UIDAI and it expected that this task would be achieved by early 2016.

"We have decided to embed the Aadhaar data on our platform of the EPIC. The EPIC is given to every eligible voter of the country. Once we are able to do this, we will have a 100 per cent purity of the (electoral) rolls.

"Once these two data come together there will be correct name, biometrics and address of an individual. The day we do that, 99 per cent of complaints of political parties and candidates about electoral rolls will disappear. This should be done within the next 8-9 months or early 2016," he said while addressing the 5th National Voters' Day event here.

The Aadhaar database captures all essential biometrics and other vital details of an individual.

The CEC, while talking about participation of the citizens during elections, urged voters to enthusiastically go to the polling booth to vote in every election, including the forthcoming Assembly polls in Delhi on February 7.

He said voting is a "moral responsibility" on the part of the voters.

Brahma said out of a total 84 crore voters in the country, only 55 crore vote while the rest, about 30 crore, do not vote at a given time due to various reasons like accidental or deliberate absentism.

"It is everyone's moral duty and ethical responsibility to vote. The role of political parties is to elect a good leader and the role of voters is important. If you choose a good candidate or leader he will work for all of us," he said.
