In 2009, I became extremely concerned with the concept of Unique Identity for various reasons. Connected with many like minded highly educated people who were all concerned.
On 18th May 2010, I started this Blog to capture anything and everything I came across on the topic. This blog with its million hits is a testament to my concerns about loss of privacy and fear of the ID being misused and possible Criminal activities it could lead to.
In 2017 the Supreme Court of India gave its verdict after one of the longest hearings on any issue. I did my bit and appealed to the Supreme Court Judges too through an On Line Petition.
In 2019 the Aadhaar Legislation has been revised and passed by the two houses of the Parliament of India making it Legal. I am no Legal Eagle so my Opinion carries no weight except with people opposed to the very concept.
In 2019, this Blog now just captures on a Daily Basis list of Articles Published on anything to do with Aadhaar as obtained from Daily Google Searches and nothing more. Cannot burn the midnight candle any longer.

The UIDAI has taken two successive governments in India and the entire world for a ride. It identifies nothing. It is not unique. The entire UID data has never been verified and audited. Legal scholar Usha Ramanathan describes UID as an inverse of sunshine laws like the Right to Information. While the RTI makes the state transparent to the citizen, the UID does the inverse: it makes the citizen transparent to the state, she says.

Good idea gone bad
I have written earlier that UID/Aadhaar was a poorly designed, unreliable and expensive solution to the really good idea of providing national identification for over a billion Indians. My petition contends that UID in its current form violates the right to privacy of a citizen, guaranteed under Article 21 of the Constitution. This is because sensitive biometric and demographic information of citizens are with enrolment agencies, registrars and sub-registrars who have no legal liability for any misuse of this data. This petition has opened up the larger discussion on privacy rights for Indians. The current Article 21 interpretation by the Supreme Court was done decades ago, before the advent of internet and today’s technology and all the new privacy challenges that have arisen as a consequence.

14071 - Aadhaar: Start Paying Rs20 for Each eKYC, 50 paisa for Yes/No Authentication Now! - Money Life

Unique Identification Authority of India (UIDAI), the authority tasked for the Aadhaar scheme, has now decided to levy charges for authentication service from requesting entities. 
 
Since, none of the entities, including private players and government owned, who want to use this authentication from UIDAI, would pay the charges from their own pockets, it would be passed on the all Aadhaar holders. 
So every time an Aadhaar number holder wants to do an eKYC or even yes or no authentication, she will have to pay the money. And this includes paying charges for availing ration from the public distribution system (PDS) shops as well since the buyer is required to undergo biometric-based Aadhaar authentication. This is because these shops, which are part of the PDS are still private entities, who are mandated to use Aadhaar authentication.

Hyderabad-based IT Grids (India) Pvt Ltd, which provides information technology (IT) services to Andhra Pradesh's ruling Telugu Desam Party (TDP), is facing allegations of having stolen data of 37 million voters from the state government database through an app. According to a complaint filed in this case, the data was being misused for voter profiling and deleting names of non-TDP voters to further the prospects of the Party in the Assembly and the Lok Sabha elections. This not only is a serious matter but also raises questions on impending dangers of allowing profiling of citizens through demographic data obtained from Aadhaar.

The five-judge constitution bench of the Supreme Court, in September last year, had restricted the mandatory use of Aadhaar to welfare programmes for which the money has been provided from the Consolidated Fund of India. The apex court also struck down Section 57 of the Aadhaar Act that had allowed banks, telcos and other private entities to use Aadhaar. However, notwithstanding the Supreme Court judgement, the government is trying to make sure that private entities continue to use Aadhaar. In addition, Ravi Shankar Prasad, the law minister, has said that the government will bring a Bill to make it mandatory to link driving licences with Aadhaar. But more about it later.

Each time doubts are raised about the authenticity of Aadhaar, the Unique Identification Authority of India (UIDAI) comes out with some new gimmick. For example, when there were issues with its 'unique number' claim, UIDAI quickly added fingerprints to it. This was followed by iris scan. The latest in this 'search for uniqueness' is facial recognition of Aadhaar number-holders.

 Unfortunately, like its earlier experiments with fingerprints, and iris scans, the failure of facial recognition through ‘live face photo capture’ too is most likely to give way to something new, perhaps DNA profiling. This also means that UIDAI will continue to splurge taxpayers’ money on its experiments in search of really unique identification (UID).

The mystery of Unique Identification Authority of India (UIDAI) helpline number 1800-300-1947 found in contact lists on Android mobile phones is deepening day by day. While UIDAI tried to distance itself from the helpline number controversy, Google is taking the blame. It stated, in 2014, the UIDAI helpline number was 'inadvertently coded' in Android release given to original equipment manufacturers (OEMs) or mobile makers. This, however, raises questions, as to why and how this number 'inadvertently coded' in 2014, started appearing in mobile phone contacts only in 2018?

According to news reports, the Life Insurance Corp of India (LIC) will now buy shares in IDBI Bank from the government of India. Logically the price should not exceed one rupee for the entire lot (one rupee so that there is some accounting entry possible). Of course, if wound down, the government would have to pump in a few thousand crores to cover the depositors and lenders to IDBI Bank. In an election year, it may not be a good thing. So, LIC will add one more dud investment.

However, the question here is whether UIDAI is stepping over the authority of banking regulator, the Reserve Bank of India (RBI) by ordering bankers to complete Aadhaar enrolment targets? Another question is who gave UIDAI the authority to set targets to bankers, who are still finding it difficult to focus on their core job of providing banking services to customers.

Did Ajay Bhushan Pandey, Chief Executive (CEO) of Unique Identification Authority of India (UIDAI) try biometric authentication and fail? Documents submitted before the five-judge Constitutional Bench, show a long list of attempts to use Aadhaar authentication. There only attempt out of 26 attempts to use biometric authentication. And that also failed! Despite this, the UIDAI is gung-ho about 'robustness' of its Aadhaar biometric authentication process.

It has its root in Kargil War. Under the then Prime Minister Atal Bihari Vajpayee’s Government, a Kargil review committee was formed under K Subrahmayam to study the then state of National Security. The Committee recommended creation of Government issued identity cards to people living in border states to eliminate and separate infiltrators from the citizens on priority basis.

In the beginning, the Bench decided to allow Ajay Bhushan Pandey, Chief Executive (CEO) of Unique Identification Authority of India (UIDAI) as requested by Attorney General KK Venugopal.

In today’s hearing on Aadhaar senior advocate Meenakshi Arora continued her submissions, appearing for Vickram Crishna and others. Her main contention was that one, collection, aggregation and retention of personal data on a mass scale under the Aadhaar Project is grossly disproportionate qua any purported object and therefore, is violative of the Right to Privacy. Two, Aadhaar impinges upon the Right to Dignity of the population, since it amounts to requiring a license for exercise of fundamental rights. Three, Aadhaar is violative of the Rights of Children.

Dr Rakesh Mohan Goyal, a computer industry expert, and an occasional writer for Moneylife who has audited authentication centres of Aadhaar had filed an affidavit in the Supreme Court. Dr Goyal told the apex court that people at enrolment centres were retaining and storing biometric data and the Identification Authority of India (UIDAI) has no way of knowing.

12704 - Face recognition to enhance Aadhaar security - Money Life

The Unique Identification Authority of India (UIDAI) on Monday said it was soon going to roll out face authentication as an additional security feature for Aadhaar verification.
 
The new feature, likely to be introduced by July, would make it convenient for those who have difficulty in authentication through fingerprint or iris scan.
 
However, the face recognition would be used only in "fusion mode", that is it would be valid only when used along with one more authentication feature -- fingerprint or iris or one-time password (OTP), the UIDAI said in a statement.
