In 2009, I became extremely concerned with the concept of Unique Identity for various reasons. Connected with many like minded highly educated people who were all concerned.

On 18th May 2010, I started this Blog to capture anything and everything I came across on the topic. This blog with its million hits is a testament to my concerns about loss of privacy and fear of the ID being misused and possible Criminal activities it could lead to.

In 2017 the Supreme Court of India gave its verdict after one of the longest hearings on any issue. I did my bit and appealed to the Supreme Court Judges too through an On Line Petition.

In 2019 the Aadhaar Legislation has been revised and passed by the two houses of the Parliament of India making it Legal. I am no Legal Eagle so my Opinion carries no weight except with people opposed to the very concept.

In 2019, this Blog now just captures on a Daily Basis list of Articles Published on anything to do with Aadhaar as obtained from Daily Google Searches and nothing more. Cannot burn the midnight candle any longer.

Legal scholar Usha Ramanathan describes UID as an inverse of sunshine laws like the Right to Information. While the RTI makes the state transparent to the citizen, the UID does the inverse: it makes the citizen transparent to the state, she says.

Good idea gone bad
I have written earlier that UID/Aadhaar was a poorly designed, unreliable and expensive solution to the really good idea of providing national identification for over a billion Indians. My petition contends that UID in its current form violates the right to privacy of a citizen, guaranteed under Article 21 of the Constitution. This is because sensitive biometric and demographic information of citizens are with enrolment agencies, registrars and sub-registrars who have no legal liability for any misuse of this data. This petition has opened up the larger discussion on privacy rights for Indians. The current Article 21 interpretation by the Supreme Court was done decades ago, before the advent of internet and today’s technology and all the new privacy challenges that have arisen as a consequence.

Aadhaar linking weeds out 2.75 cr bogus ration cards

NEW DELHI: Complete digitisation of ration cards and linking them to Aadhaar number of beneficiaries has helped the government weed out over 2.75 crore duplicate and bogus ration cards that were used to get highly subsidised foodgrains.

Food ministry officials said though the entire process of digitisation of ration cards had started in January 2013, it gained momentum in the past four years. “We have plugged the leakage of subsidised wheat, rice and coarse grains to the tune of Rs 17,500 crore annually. Though there is no direct savings because new beneficiaries also get added, now we are providing the foodgrains to the real beneficiaries,” food and consumer affairs minister Ram Vilas Paswan told TOI.

According to government data, about 23.19 crore ration cards have been issued to people under the National Food Security Act (NFSA). While all the ration cards have been digitised, the progress of linking ration cards to Aadhaar numbers is about 82%. “More bogus ration cards will be out of the system once we have 100% Aadhaar seeding,” Paswan said.

Data compiled by the food ministry show that nearly 50% of the deleted ration cards across the country came from Uttar Pradesh and West Bengal. A large number of bogus ration cards were also deleted in Maharashtra, Karnataka, Telangana, Rajasthan, Chhattisgarh and Madhya Pradesh.

Over 2.33 crore ration cards have been weeded out since early 2013 as part of government efforts to identify the beneficiaries of the food security law. The reduced instances of ghost-lifting have resulted in annual savings of around Rs 14,000 crore to the exchequer.

Though millions of new ration cards have been issued in the same period and the law itself inflated the food subsidy bill, yet the last three years’ public distribution system (PDS) reform helped plug leakages and curbed the growth in subsidy outgo, officials said.

The reform started with digitisation of ration cards and their seeding with the unique identification number Aadhaar. All 24.3 crore ration cards in the country are now available on transparency portals of states/UTs, and 65% of them have already been seeded with Aadhaar.

As far as expunging of duplicate ration cards is concerned, close to 80% of this has been done in five states —West Bengal, Karnataka,Maharashtra, Telangana and Rajasthan (see chart). Besides, states such as Chhattisgarh, Andhra Pradesh, Odisha, Uttar Pradesh and Tamil Nadu too, have removed significant number of such cards.

The officials added that states like Bihar, Jharkhand, Himachal Pradesh, Assam and Kerala have not shown much progress in removing duplicate ration cards from their systems. Food minister Ram Vilas Paswan has requested these states to expedite the reform, saying that transparency in the functioning of PDS is key to targeted implementation of the food security law.

Under the law, over 82 crore beneficiaries get 5 kg of foodgrain per month at heavily subsidised rates: Rs 3/kg for rice, Rs 2/kg for wheat and R1/kg for coarse grains.

“Andhra Pradesh is the first state in the country to automate all of its 29,027 fair price shops, followed by Madhya Pradesh (all 22,401 FPSs), Daman & Diu (all 51 FPSs), and Tamil Nadu (all 34,723 FPSs). Considerable progress has also been achieved in Gujarat, Chhattisgarh and Rajasthan with 17,000 (99%), 11,965 (97%) and 24,649 (96%) automated FPSs, respectively. As a result, these states/UTs have been able to reduce ghost-lifting, achieve better targeting of food subsidies by authentication of eligible beneficiaries, improvement in service delivery, weeding out bad FPSs, etc.,” the ministry of consumer affairs said in a statement recently.

“With the innovative use of technology, significant progress has been reported by states/UTs on PDS reforms in the last two years. States must focus on the reduction of inclusion and exclusion errors and Aadhaar validation so that no eligible beneficiary is denied entitlement under the PDS scheme,” Paswan said.

NEW DELHI: As many as 2.16 crore bogus ration cards have been detected and around Rs 13,000 crore, which would have otherwise been diverted, would now be available for the beneficiaries, government said today.

Minister of State for Consumer Affairs C R Chaudhary told the Lok Sabha that in 34 states and union territories, about 60 per cent of the ration cards have been linked with Aadhaar.

During Question Hour, he said that as many as 2.16 crore fake, bogus or duplicate ration cards have been detected. Around Rs 13,000 crore, which would have otherwise been diverted, would now go to the beneficiaries.

The government has completed digitisation of ration cards, he said.

Responding to a query on concerns about adulteration of milk, Chaudhary said it was "really a problem" and steps were being taken to deal with adulteration.

Consumer Affairs Minister Ram Vilas Paswan said the government has already moved a Bill to amend the Consumer Protection Act, which is many decades old.

In a written reply, Paswan said grant is given from Consumer Welfare Fund (CWF) to the states and union territories for setting up corpus fund of Rs 10 crore towards undertaking consumer awareness activities.

Centre provides 75 per cent share of the corpus fund and the rest is taken care of by the state. In case of special category states/union territories, the funding ratio is 90:10.

"So far, corpus fund has been set up in 11 states/union territories viz. Gujarat, Andhra Pradesh, Odisha, West Bengal, Bihar, Nagaland, Karnataka, Tamil Nadu, Madhya Pradesh, Kerala and Haryana," the Minister said.

PANAJI: With government subsidies directly transferred into the accounts of beneficiaries via Aadhaar card, the government has been able to plug leakages to the extent of Rs 36,000 crore, Union Minister for Heavy Industries and Public Enterprises Anant Geete told the press in Panaji on Friday. Bogus and fake ration cards to the tune of 3.5 crore have been discarded, saving government money, he added.

In Goa, to highlight the government's achievements on the occasion of PM Narendra Modi's completing two years in office, Geete spoke of various schemes launched by the government for the people.

BJP leaders are addressing rallies across the country to highlight the government's achievements. Later in the evening, Geete will address a public meeting at Shiroda.

Prime Minister Narendra Modi on Tuesday chaired a meeting to review the progress of Aadhaar and Direct Benefits Transfer (DBT) programmes.

Officials told the PM about 16 million bogus ration cards have been weeded out as a result of implementing the programmes. That is 10.6 per cent of the 150 million ration cards issued nationwide.

Modi was also apprised of the progress made in Aadhaar generation and seeding of official databases to streamline the process of identification and targeting of beneficiaries.

According to a press release, Modi was informed that in 2015-16 more than Rs 61,000 crore was distributed to 300 million beneficiaries using DBT. “DBT has resulted in significant savings across welfare schemes. It has also resulted in weeding out of duplicate beneficiaries. For instance, over 1.6 crore (16 million) bogus ration cards have been deleted, resulting in savings of about Rs 10,000 crore,” the release said. “Similarly, 3.5 crore (35 mn) duplicate beneficiaries were weeded out in the PAHAL scheme, resulting in savings of over Rs 14,000 crore in 2014-15 alone. In MGNREGS too, a saving of Rs 3,000 crore (roughly 10 per cent) has been estimated in 2015-16.”

The PM is said to have told officials working on the two programmes to work towards creating a platform that is error-free, and to ensure the targeted beneficiaries got their benefits on time.

He also asked all the departments concerned to ensure that as new mechanisms were put in place, these should not cause inconvenience to any beneficiary. The PM asked the officials to test their systems carefully before implementing.
