In 2009, I became extremely concerned with the concept of Unique Identity for various reasons. Connected with many like minded highly educated people who were all concerned.
On 18th May 2010, I started this Blog to capture anything and everything I came across on the topic. This blog with its million hits is a testament to my concerns about loss of privacy and fear of the ID being misused and possible Criminal activities it could lead to.
In 2017 the Supreme Court of India gave its verdict after one of the longest hearings on any issue. I did my bit and appealed to the Supreme Court Judges too through an On Line Petition.
In 2019 the Aadhaar Legislation has been revised and passed by the two houses of the Parliament of India making it Legal. I am no Legal Eagle so my Opinion carries no weight except with people opposed to the very concept.
In 2019, this Blog now just captures on a Daily Basis list of Articles Published on anything to do with Aadhaar as obtained from Daily Google Searches and nothing more. Cannot burn the midnight candle any longer.

Legal scholar Usha Ramanathan describes UID as an inverse of sunshine laws like the Right to Information. While the RTI makes the state transparent to the citizen, the UID does the inverse: it makes the citizen transparent to the state, she says.

Good idea gone bad
I have written earlier that UID/Aadhaar was a poorly designed, unreliable and expensive solution to the really good idea of providing national identification for over a billion Indians. My petition contends that UID in its current form violates the right to privacy of a citizen, guaranteed under Article 21 of the Constitution. This is because sensitive biometric and demographic information of citizens are with enrolment agencies, registrars and sub-registrars who have no legal liability for any misuse of this data. This petition has opened up the larger discussion on privacy rights for Indians. The current Article 21 interpretation by the Supreme Court was done decades ago, before the advent of internet and today’s technology and all the new privacy challenges that have arisen as a consequence.

Centre bifurcates Communication Ministry

New ministry for IT formed to deal with Aadhaar, internet promotion and other related services.

NEW DELHI, JUL 20:  
A new Ministry of Electronics and Information Technology has been created by the Centre after bifurcating Ministry of Communications and Information Technology (MoC&IT) to exclusively deal with Aadhaar, promotion of internet and other related services.

According to the decision, there will be two ministries — Ministry of Communications and Ministry of Electronics and Information Technology.

Further, the Ministry of Communications will have two departments — Department of Telecommunications and Department of Posts. The Department of Electronics and Information Technology (DeitY), which used to be in the erstwhile MoC&IT, will be under the new Ministry of Electronics and Information Technology.

President Pranab Mukherjee has approved changes in Government of India (Allocation of Business) Rules, 1961, in this regard, says a recent order by Cabinet Secretariat.
The newly formed Ministry of Electronics and Information Technology will deal with all matters related to Unique Identification Authority of India (UIDAI) — mandated to issue Aadhaar numbers to all Indian citizens.
The matters related to promotion of internet, information technology enabled services, initiative on bridging the digital divide and National Informatics Centre (NIC), among others, will also be dealt by the new ministry.
The UIDAI was in September last year shifted from NITI Aayog (formerly Planning Commission) to the administrative control of the MoC&IT.

The step comes after Ravi Shankar Prasad only retained the DeITY department in the recent cabinet reshuffle while moving to the Law Ministry.

NEW DELHI: The Government has taken out the Department of Electronics and Information Technology (DeITY) from the remit of the Ministry of Communications and Information Technology, and has made it a new Ministry. 

The step comes after the former Communications and IT Minister Ravi Shankar Prasad only retained the DeITY department in the recent cabinet reshuffle while moving to the Law Ministry. Manoj Sinha was made the new Minister of State of Communications (Independent Charge) and given the charge of the two other departments in the ministry, Telecommunications and Posts. 

With the change in the Government of India (Allocation of Business) Rules now, there will be two separate ministries - Ministry of Communications and a Ministry of Electronics and Information Technology. This would mean that the Unique Identification Authority of India (UIDAI) and the key Aadhaar project moves under the ambit of the newly-formed Ministry now - UIDAI was part of DeITY in the latter's earlier avatar. 


"This flows out of the decision during the Cabinet reshuffle wherein two Ministers came to be made in-charge of different departments in the same ministry. Ravi Shankar Prasad will be now be the full-time Minister in charge of two ministries - Law and the new Ministry of Electronics and IT," a senior government official said, explaining the change. This is a boost for Prasad who will now be the Cabinet Minister in charge of two ministries. 

Manoj Sinha, who replaced him at the Communications Ministry, is MoS (Independent charge) at the Ministry along with being the MoS, Railways. The IT Department is in charge of the prestigious Digital India project of the Prime Minister, the e-governance project as well as the Aadhaar project. "Making it a full-scale ministry shows the PM's focus on these projects," an official said.

9004 - Modi urges states to finish Aadhaar process by January 26 - Asian Age


Worried over poor registration of population mostly below 18 years of age under Aadhaar enrolment, Prime Minister Narendra Modi has urged upon the states to complete the registration process of all such people by January 26, 2016, the next Republic Day.

The Prime Minister is learnt to be more keen on ensuring registration under Aadhaar of those people who have now become bonafide citizens of the country after signing of the Land Boundary Agreement between India and Bangladesh recently.

Mr Modi discussed the situation recently with top officials of the department of electronics & information technology (DEiTY), Unique Identification Authority of India (UIDAI) and the Registrar General of India (RGI), and according to sources aware of the details, expressed concern over the poor penetration of Aadhaar registration among the young population of the country, which has largely remained uncovered despite the government having set up specialised Aadhaar centres in various parts of the country, especially in rural areas.

People residing in conclaves located mainly in Assam and West Bengal, who now are part of India, should be enrolled under Aadhaar on priority basis, Mr Modi is said to have conveyed to the officials during the meeting, sources informed this newspaper.

He directed DEiTY to coordinate with the Assam government to expedite the process of enrolment of such citizens and ensure that their Aadhaar cards are issued as soon as possible.
Sources even said that the Prime Minister has asked DEiTY to submit a consolidated follow up report on the matter to him by end of this month.

Meanwhile, calling upon other state governments to try and complete the enrolment process by January 26, 2016, Mr Modi is learnt to have directed DEiTY to shift Aadhaar kits from states where registration work has been completed to all those states which require them.


It was also discussed in detail during the meeting that states should take the matter seriously and it was felt that enrolment camps in schools, colleges as well as aanganwadi centres in villages should be set up on priority basis to ensure that all those below 18 years of age are registered under Aadhaar.

CHANDIGARH : The Punjab Government has directed all Heads of the Department to link their respective departments with the software applications devised by the Department of Electronics and Information and Technology (DeiTY), Government of India.

The State Government has decided to be a frontline state in making Digital India campaign a success. Keeping in view this aspect, the State Government has directed all the departments to get linked with the 10 software applications so as to be able to deliver online services to the people in a transparent and rapid manner.

The departments have been instructed to link themselves with Digital Locker, National Scholarships Portal, e-Hospital-online registration system (ORS), e-sign framework, Digitize India Platform, Digital India Portal and Digital India Mobile App, Aadhaar-Mobile App, MyGov Mobile App and Swachh Bharat Mobile App.

The DIGITAL LOCKER system aims at minimizing the usage of physical documents and enable sharing of e-documents. It can be accessed online at www.digitalllocker.gov.in. The NATIONAL SCHOLARSHIP PORTAL strives for single common application form, easy time bound verification and smooth disbursement of scholarships through Direct Benefit Transfer (DBT). The portal can be visited at www.scholarships.gov.in. The E-HOSPITAL has an online registration system providing services to people for registration, appointment, fee payment, diagnostic reports and availability of blood. The State Government has instructed Health Department to get linked all the hospitals, dispensaries and health centers of the state with this portal so that people can get health care services under single platform. It can reached at www.ors.gov.in. The E-SIGN FRAMEWORK is designed for applying digital using authentication of signer through Aadhaar e-KYC service.

DIGITIZE INDIA PLATFORM aims at digitization of the Government’s files and documents useful for the citizens. It can be accessed online at www.digitizeindia.gov.in. The DIGITAL INDIA PORTAL and MOBILE APP is a portal for digital India programme which connects all stakeholders and citizens. The portal has a system named Digital India Monitoring System facilitating all nodal departments at the level of the centre as well as States/UT’s. The DIGITAL INDIA MOBILE APP is a mobile-based application developed to provide easy access to information on digital India programme through smart phones and other mobile services.

The AADHAAR –MOBILE UPDATE APP is an application designed for updating the mobile number of the citizens with their Aadhaar database. This would be prove very beneficial in availing services based on Aadhaar OTP authentication. The spokesperson also divulged that another app MYGOV MOBILE APP is a platform through which the Government aims to encourage citizen’s participation in good governance through seeking their suggestions. Through this app, the citizens can register on MYGOV. This consists of various focus groups where people can share or express their views.

\SWACHH BHARAT MOBILE APP has also been developed in consonance with the clean India mission of Prime Minister Shri Narendra Modi to make more and more people join hands to make India clean. This app would resolve the issues being faced by the citizens and Government organizations while taking cleanliness pledge and uploading of responses in Swachh Bharat campaign on MYGOV.

7238 - India implementing biometric attendance system for government employees - Biometric Update

India’s Department of Electronics and Information Technology (DeitY) has implemented an Aadhaar-based biometric attendance system in 54 government centers in Delhi to monitor all employees entering and exiting the offices, according to a report by the Economic Times.

The biometric workforce management solution verifies the identities of employees via fingerprint scan to provide real-time access into the offices within two seconds.

The DeitY is rolling out the technology in 394 government organizations and agencies within the Delhi region while 300 of them have already begun implementing it, said DeitY joint secretary Ajay Kumar.

After the department implements the technology at central government offices in Delhi, it will expand it to other locations across the states in the future based on which state governments express interest.

The DeitY had initially planned to implement the biometric attendance system in Delhi by January 26, but the initiative is likely to take longer, said Kumar.

The Unique Identification Authority of India has begun installing kiosks in 90 government departments and offices to enroll employees who currently do not have a registered Aadhaar enrolment number which is required for the biometrics attendance system.

Directorate general of supplies and disposals in charge of buying inventory for government use would serve as the procuring agency for fingerprinting, although it has not yet establish rates for devices to be used in the attendance system.

In an effort to prevent any issues, the government is also installing 2 to 3 iris-based recognition devices in all offices. The iris-based devices would likely cost about Rs 3,500 while a fingerprint scanner will cost about Rs 2,000.

“As we move ahead, the cost of devices is also coming down. A 1,000 employee-base organization would typically require less than Rs 2-lakh for a transition to the Aadhaar Enabled Biometric Attendance System (AEBAS),” said Kumar, adding that DeitY would provide the software services for the devices to be procured through DGS&D.


Previously reported, The Unique Identification Authority of India recently said the number of Aadhaar numbers that are connected to bank accounts has reached 100 million.

5595 - Meeting with state govts to decide Aadhaar future - eGov Reach

To keep a check on the status of Aadhaar, the department of electronics and information technology (DeitY) has called a meeting of state governments. 

According to a report in The Indian Express, the  meeting is significant because of the question marks being raised on the continuation of the scheme under the NDA government.  Last week, Prime Minister Narendra Modi scrapped the cabinet committee on Unique Identification Authority of India (UIDAI) which issues Aadhaar numbers.

The scheme to provide a biometric identification number to all residents of India was criticised by several BJP leaders in the run-up to the elections, who alleged it provided an easy way for foreign migrants to get registered.

The meeting with the secretaries will throw up inputs on whether the government needs to go ahead with the Bill, which will give statutory status to the UIDAI. The Bill would establish the right to ask for biometric and other personal details of all Indians. It will also provide a status  check on states that have rolled out the scheme aggressively.

As per UIDAI records, 630 million Indians have already been issued Aadhaar cards.

DeitY Secretary R S Sharma informed that it was for the political executive to provide a direction on how Aadhaar and its twin project, the National Population Register, will move.

“We have called a meeting of those states where the extent of rollout of these cards has almost been completed, to decide their future course of action,” Sharma said. Sharma, who was until recently chief secretary of Jharkhand, said even that poor state had managed to largely complete the project.

Continuing the project would mean fresh funding for financial year 2015 by the finance ministry. The sum the government sets aside in the union budget will provide an indication of the project’s future.

It will, for instance, decide whether states would be able to retain the workforce contracted to complete the project. Himachal Pradesh, Madhya Pradesh, Gujarat and Karnataka are among the states that have done well on the scheme.

The project was meant to make programmes like the public distribution system efficient. It can potentially ensure that government benefits reach the right people, as Aadhaar numbers of subscribers can be matched with the rolls maintained by departments for verification.
