In 2009, I became extremely concerned with the concept of Unique Identity for various reasons. Connected with many like minded highly educated people who were all concerned.
On 18th May 2010, I started this Blog to capture anything and everything I came across on the topic. This blog with its million hits is a testament to my concerns about loss of privacy and fear of the ID being misused and possible Criminal activities it could lead to.
In 2017 the Supreme Court of India gave its verdict after one of the longest hearings on any issue. I did my bit and appealed to the Supreme Court Judges too through an On Line Petition.
In 2019 the Aadhaar Legislation has been revised and passed by the two houses of the Parliament of India making it Legal. I am no Legal Eagle so my Opinion carries no weight except with people opposed to the very concept.
In 2019, this Blog now just captures on a Daily Basis list of Articles Published on anything to do with Aadhaar as obtained from Daily Google Searches and nothing more. Cannot burn the midnight candle any longer.

Good idea gone bad
I have written earlier that UID/Aadhaar was a poorly designed, unreliable and expensive solution to the really good idea of providing national identification for over a billion Indians. My petition contends that UID in its current form violates the right to privacy of a citizen, guaranteed under Article 21 of the Constitution. This is because sensitive biometric and demographic information of citizens are with enrolment agencies, registrars and sub-registrars who have no legal liability for any misuse of this data. This petition has opened up the larger discussion on privacy rights for Indians. The current Article 21 interpretation by the Supreme Court was done decades ago, before the advent of internet and today’s technology and all the new privacy challenges that have arisen as a consequence.

Has the suspension of the Aadhaar-linked Direct Benefit Transfer (DBT) scheme for domestic LPG in Mysore district led to ‘diversion’ of subsidised LPG cylinders?
The reason for this suspicion is the decline in the sale of commercial (non-subsidised) LPG cylinders.

‘25 p.c. drop’
Deputy Director of Food and Civil Supplies K. Rameshwarappa told The Hindu here on Saturday that LPG dealers had told him that they noticed at least a 25 per cent drop in the sale of non-subsidised cylinders after the DBT scheme for domestic LPG cylinders was suspended.

“This has raised doubt on whether the subsidised domestic cylinders were being diverted for commercial purposes. The seizure of about seven domestic LPG cylinders from an illegal refilling unit here serves as an indication,” Mr. Rameshwarappa said.

He said LPG dealers had realised there was a drastic reduction in the sale of commercial cylinders, especially after the DBT scheme was halted.

Mr. Rameshwarappa said steps had been taken to identify consumers who were ‘diverting’ their cylinders for purposes other than domestic use. “If found guilty, criminal proceedings will be launched against such consumers,” he warned.

Following suspicion of “diversion” of domestic LPG cylinders, the department has told dealers to take proper measures.
Diversion of cylinders, if it was occurring, must be checked, the official had said at the meeting with LPG dealers.

‘Take measures’
Mr. Rameshwarappa said distributors had been asked to keep track of the supply by mentioning the serial number of the consumer on the bill along with entries in the “blue book” or domestic gas consumer card, which is with the consumer, at the time of delivery.

The delivery details must be properly entered at the time of delivery.

In addition, the distributor must ensure the return of the same cylinder supplied to the consumer for refill. In case the cylinder was being misused, it would be known when it was returned for refill, he said.

The Deputy Director said that autorickshaw drivers and hoteliers had been warned against using illegal LPG cylinders or buying refilled cylinders from those running illegal LPG refilling units.

“Direct transfer of subsidy to an individual's bank account can weed out leakages. The ministry is examining if such a mechanism can be put in place. It will take a few months to roll out,” a senior petroleum ministry official told FE.

But the transfer will not be linked to the Aadhaar platform, as had been previously implemented during UPA rule. The move had led to protests and the Supreme Court ruling that Aadhaar cannot be a must for availing of subsidy.

Under the new proposal, a consumer will have to submit bank account details to the distributor. The subsidy amount would be credited to the savings account as soon as a refill booking is made.

The petroleum ministry official said implementation of Aadhaar-enabled Direct Benefit Transfer for LPG (DBTL) scheme led to savings of nearly R2,800 crore in oil subsidies in FY14, as it weeded out  85 lakh fake/duplicate consumers.

The DBTL scheme covered about 66 million consumers after the programme was launched in June 2013. It was discontinued in January 2014.

In March this year, the Supreme Court directed then UPA-led government to withdraw all its orders that make Aadhaar compulsory for availing services. The three-judge bench headed by Justice BS Chauhan also ordered the Unique Identification Authority of India not to share any information of an Aadhaar card holder with any other agency. In September last year, the apex court had ruled that the card cannot be a prerequisite for public services.

Former finance minister P Chidambaram, during his interim budget speech, reiterated that the DBTL scheme would be rolled out throughout the country.

Money is being transferred to beneficiaries under 27 identified schemes, including the National Social Assistance Programme. Nearly 54,20,114 transactions have been put through until January 31, and R628 crore has been transferred. Another R3,370 crore has been transferred to 2.1 crore LPG beneficiaries. The latter scheme has been put on hold, pending resolution of some difficulties.


The overall under-recoveries of oil marketing companies fell from R1.6 lakh crore in 2012-13 to R1.4 lakh crore in 2013-14 but those on LPG increased from R39,558 crore to R46,558 crore during the period.

From March 10, LPG consumers across the State will pay the subsidised cost price of Rs. 441 per cylinder

Great news on the gas-Aadhaar front. From March 10 onwards, domestic LPG consumers across the State will pay just the subsidised cost price of Rs. 441 per cylinder without depending on the Aadhaar card link up to the bank accounts for reimbursement of the remaining amount.

Clear directives
Clear directives de-linking the gas subsidy from Aadhaar card and bank accounts have reached the gas authorities here and distributors are being asked to start implementing the Aadhaar-less LPG scheme from Monday next onwards.
Those who have already booked for a cylinder and getting it before March 10 will, however, have to pay the non-subsidised price of Rs. 1,200.

Subsidy issue
The rest of the subsidised amount would be later reimbursed into individual bank accounts.
Officials said that they would supply gas cylinders at non-subsidised prices till Saturday, March 8 before reverting to the subsidised rates.
“We have received guidelines to start implementing the Aadhar less scheme on Wednesday evening. We are contacting distributors across the State and HPCL distributors have already confirmed that they will implement the new guidelines from Monday,” said State LPG Gas Co-ordinator, Madhukar Ingole.

one-month delay
Authorities said that almost all gas distributors would start selling cylinders at Rs. 441 by Monday.
“There will be no delivery of gas cylinders on Sunday, March 9. From Monday, a fresh start will be made,” Mr. Ingole said. It was towards January end that the Centre had decided to do away with the much criticised Aadhaar-based direct bank transfer scheme. But, it took a month for guidelines on implementation to reach authorities here.

Uncertainty ends
After the announcement in New Delhi, there was utter confusion as consumers complained that distributors kept selling LPG gas at Rs.1200 a cylinder.
Distributors on their part had maintained there was no communiqué on implementation of Aadhaar-less scheme due to which cylinders were sold at non-subsidy rate.

Cylinders
Consumers will be eligible to avail 12 subsidised cylinders between April 1, 2014 and March 31, 2015. For the present year, the Oil Ministry officials have given two cylinders for the months of February and March.
“Consumers who have already booked nine cylinders can book two more cylinders by March 31, 2014 at the subsidised price,” Mr. Ingole added.

5247 - Consumers can buy more than 1 subsidised LPG cylinder per month - BUSINESS TODAY

After the government raised the annual quota of subsidised cooking gas, the Cabinet on Friday allowed consumers to buy more than one subsidised cylinder in a month.

The government had raised the annual cap on supply of cheaper LPG from nine to 12 cylinders of 14.2-kg each on January 30. It was inferred this meant one cylinder in a month.
This led to protests as households do not uniformly use one cylinder in a month and some require refills earlier.

The Oil Ministry on Thursday moved a proposal for consideration of the Cabinet suggesting that consumers should have the freedom to book a refill after 21 days within the overall cap of 12 subsidised bottles in a year.

Sources said the Cabinet headed by Prime Minister Manmohan Singh agreed with the proposal.

Raising the cap from nine to 12 cylinders will impose an additional financial burden of about Rs 3,801 crore per annum, they said.

The government had initially capped the supply of subsidised LPG cylinders to six per household annually in September 2012 in a bid to cut its subsidy bill. The quota was raised to nine in January 2013.

Consumers who exhaust their quota have to buy LPG at the market price of Rs 1,258 per cylinder. Subsidised LPG costs Rs 414 per cylinder in Delhi.

The Cabinet Committee on Political Affairs (CCPA) at its meeting on January 30 decided to raise the cap to 12. The CCPA also decided to scrap the decision to make Aadhaar cards mandatory to get subsidy on domestic LPG cylinders.

However, the decision to delink Aadhaar cards from the subsidy has not been implemented due to certain clarifications that are awaited from the Cabinet, sources said.

The notification for delinking Aadhaar from LPG subsidy is likely to be issued in a few days.
