In 2009, I became extremely concerned with the concept of Unique Identity for various reasons. Connected with many like minded highly educated people who were all concerned.
On 18th May 2010, I started this Blog to capture anything and everything I came across on the topic. This blog with its million hits is a testament to my concerns about loss of privacy and fear of the ID being misused and possible Criminal activities it could lead to.
In 2017 the Supreme Court of India gave its verdict after one of the longest hearings on any issue. I did my bit and appealed to the Supreme Court Judges too through an On Line Petition.
In 2019 the Aadhaar Legislation has been revised and passed by the two houses of the Parliament of India making it Legal. I am no Legal Eagle so my Opinion carries no weight except with people opposed to the very concept.
In 2019, this Blog now just captures on a Daily Basis list of Articles Published on anything to do with Aadhaar as obtained from Daily Google Searches and nothing more. Cannot burn the midnight candle any longer.

Good idea gone bad
I have written earlier that UID/Aadhaar was a poorly designed, unreliable and expensive solution to the really good idea of providing national identification for over a billion Indians. My petition contends that UID in its current form violates the right to privacy of a citizen, guaranteed under Article 21 of the Constitution. This is because sensitive biometric and demographic information of citizens are with enrolment agencies, registrars and sub-registrars who have no legal liability for any misuse of this data. This petition has opened up the larger discussion on privacy rights for Indians. The current Article 21 interpretation by the Supreme Court was done decades ago, before the advent of internet and today’s technology and all the new privacy challenges that have arisen as a consequence.

12872 - UIDAI cautions against using plastic, laminated Aadhaar cards - TNN

NEW DELHI: The UIDAI today cautioned the public against going for plastic or laminated Aadhaar smart cards saying their unauthorised printing could render the QR code dysfunctional or even expose personal data without an individual's informed consent. 

The Unique Identification Authority of India (UIDAI) asserted that the Aadhaar letter, its cutaway portion, downloaded versions of Aadhaar on ordinary paper or mAadhaar are "perfectly valid". 

Moreover, unauthorised printing of Aadhaar smart cards could cost between Rs 50-300, or even more, a payment that is completely unnecessary, it said. 

"...the plastic or PVC Aadhaar smart cards are often not usable as the QR code (Quick Response Code) commonly becomes dysfunctional during such unauthorised printing at some vendor/shop," UIDAI said in a statement. 

It further said: "Also, there could be a possibility of sharing Aadhaar details (personal sensitive demographic information) without informed consent with some devious elements".

UIDAI CEO Ajay Bhushan Pandey said the plastic Aadhaar Smart card is totally "unnecessary and a waste" as the downloaded Aadhaar card printed on ordinary paper or mAadhaar is valid for all kind of uses.

"There is no concept such as smart or plastic Aadhaar card", Pandey added.

Advising people to be cautious, Pandey asked individuals not to share their Aadhaar number or personal details with unauthorised agencies for getting it laminated, or printed on plastic cards.

The nodal body also cautioned unauthorised agencies not to collect Aadhaar information from public for printing of Aadhaar cards saying collecting such information or unauthorised printing of Aadhaar card is a criminal offence punishable with imprisonment under law.

Three common service centres inaugurated

Three common service centres (CSC) to issue plastic Aadhaar cards to the public were inaugurated here on Thursday.
District Collector V. Dakshinamoorthy inaugurated the centre at the Collectorate that would be run by Electronics Corporation of Tamil Nadu Limited (ELCOT).

He said that the common service centres run by ELCOT and Arasu Cable TV Corporation was functioning in the district to provide better service to the people. Apart from obtaining certificates related to revenue department, social welfare department and marriage assistance service, colour Aadhaar Cards were available in these centres.

Three centres, one at Collectorate, Revenue Inspectors office in Pallipalayam and Puduchatram would provide colour cards.
Public who did not get the cards or the number can provide the EID number and pay Rs. 40 to get the cards.

Public who has big size Aadhaar card, can pay Rs. 30 and get small size colour cards.

For each additional card, one should pay Rs. 30, he added.
Also, public can pay Rs. 10 and link their mobile number with their Aadhaar card.

A total of 30,280 colour Aadhaar cards were provided to the public so far fetching revenue of Rs. 9,08,400 to the district administration.

He requested the people to utilise the service and obtain the necessary certificates and the card. ELCOT branch manager J. Loganathan, engineers M. Ramprakash, R. Arunkumaran, Nithyasri and others participated.

8989 - Over 29,500 plastic Aadhaar cards issued - The Hindu

A total of 29,571 plastic Aadhaar cards were issued to the applicants in the district through the Common Service Centres functioning in 12 blocks in the district.

District Revenue Officer S. Selvaraj along with officials visited the centres in Pethanaickenpalayam and Vazhapadi blocks here on Tuesday.

Addressing media persons, he said that the e-centres run by the Tamil Nadu Arasu Cable TV Corporation were started in February this year in Salem, Salem West, Salem South, Vazhapadi, Attur, Gangavalli, Yercaud, Mettur, Omalur, Sankari, Edappadi and Pethanaickenpalayam blocks. He said that people could fill up application forms for obtaining passport, register for Tamil Nadu Public Service Commission and also obtain plastic Aadhaar cards.

The DRO said that certificates issued by the Revenue Department including community, income and nativity certificates, certificates to first graduates of a family, destitute women and widow and certificates issued by Social Welfare Department such as marriage assistance for women and girl children assistance programme could be obtained at these centres. Also, people could pay their electricity bills at these e-centres.

People could also submit applications for obtaining pan card, making corrections in electoral identification card applications, and payment of premium to LIC and for taking copies of patta and chitta.

Since the inauguration of these centres, a total of 50,082 certificates and 29,571 plastic Aadhaar cards were issued, he added.

TRICHY: Many people getting plastic Aadhaar cards from common service centres (CSC) run by the Tamil Nadu Arasu Cable TV Corporation Limited (TACTV) in Trichy these days find that there is a horizontal line right across their picture on the card. According to the officials, glitch in the printing machines is causing the problem. 

The printing of plastic Aadhaar cards has been made easy with the introduction of the service at common service centres (CSC) in 11 taluks - Trichy West, Trichy East, Tiruverumbur, Srirangam, Manapparai, Marungapuri, Lalgudi, Mannachanallur, Musiri, Thottiyam and Thuraiyur- from July this year. Many residents make use of the service, and the centres issues a record 52,142 cards in three months, the district administration said on Friday. However, continuous printing has been wearing out the tape in the header since the last ten days, causing imperfect Aadhaar cards to be printed. An average of 700 to 1,000 cards is printed across the centres daily. 

The public can get the plastic card by providing the 12-digit Aadhaar number mentioned in the normal card that is posted to their address and paying Rs30. If they have just the 14-digit acknowledgment, they have to pay Rs40 per card. In both the cases, either the fingerprint or iris should be verified with the database before the card is issued. 


The glitch in the header creates a horizontal line on the photograph of the card holder, making it look like a damaged card. "The staff in the centre told me about the problem in the printing and asked me come later if I wanted to have a clear card. But I need an Aadhaar card for identification purpose. So, I took the printout from the centre," Alagarasan Maruthan who got the card from the CSC in Trichy West taluk office. Many residents are afraid that the vital government document may get rejected as an identity proof because of the unclear picture. 

The issue persists in the printing machines in almost all the CSCs in the 11 taluks. The situation is the worst in centres in Marungapuri, Musiri and Mannachanallur taluks, where the machines malfunctioned recently. 


Tahsildar for TACTV, Trichy Selvamathi said steps have been initiated to replace the headers and repair the malfunctioned machines. "We have brought the matter to the notice of TACTV, who has to solve the technical problem. They assured they will check the problem in a week's time. Till then, we will manage to run the show with the existing (good) machines without affecting the public," Selvamathi told TOI.

Chennai : Tamilnadu Arasu Cable TV Corporation Limited (TACTV) is conducting mobile camps in city to issue plastic Aadhaar card (smart card) to residents.

According to TACTV Managing Director J Kumaragurubaran the mobile service was launched on a trial basis in colleges in city. As many 3,331 plastic Aadhaar cards have been issued to students. Now, it is being extended to residents in their respective places. Residents can make use of it, instead of visiting Taluk offices.

Briefing about the  camp, a TACTV official said the government has handed over the work to them to issue smart card. 'We are covering around 500 people per day, where the plastic card is issued immediately.

Residents Welfare Associations or any other organisations can contact us for the smart card. They have to arrange at least 300 people per day. Though we come with a mobile van, it would be better if the association allots us a small room so that we can attend to many people,' he said.

Asked about the producure, the official said a resident has to bring his Aadhaar card. After taking finger print out, he/she would be issued a smart card. They have to pay Rs 30 per card.

For seniors or any one who is unable to come in person, they can send their card through their family member. The mobile number should have been printed in the card and member has to bring the phone of the card holder.

'We would call the card holder's number, where a one time password will be sent. We will use it as an identity (instead of fingerprint),' he said.

8626 - Over 10,000 get plastic Aadhaar cards - The Hindu

A total of 10,482 people have received plastic Aadhaar cards from the Common Service Centres functioning in 12 blocks in the district. Those who have got Aadhaar number can get it converted to plastic cards by paying Rs. 30 at these centres. 

Those who have not, can pay Rs. 40 and receive it in card form.

The centres are run by Tamil Nadu Arasu Cable TV Corporation., are functioning from February 27. So far the centres have generated 42,685 Aadhaar numbers. The centres are functioning in Salem, Salem East, Salem West, Vazhapadi, Attur, Gangavalli, Yercaud, Mettur, Omalur, Sankari, Edappadi, and Pethanaickenpalayam.

The centres are authorised to provide certificates from revenue, and social welfare departments too.

For the convenience of people approaching the passport office for online registration, a new facility was inaugurated by Collector L. Subramanian on Wednesday.

The objective of opening e-seva/e-service centres was to minimise the inconvenience to people seeking different certificates required for getting assistance through government welfare schemes.

Through these centres, 1, 03, 812 applications were received so far and 93,862 certificates issued, , Dr. Subramanian said, and added that the certificates were issued in five working days.

For existing Aadhaar card holders, a new plastic Aadhaar card would be issued on payment of Rs. 30, while those who had filed their names and recorded their fingerprints for getting the card should remit Rs. 40, he added.



8447 - Plastic Aadhaar Cards through 333 e-Centres - New Indian Express

CHENNAI: Following the completion of installation of equipment for issuing plastic Aadhaar cards in all 333 Common e-Service Centres (CSCs) across the State, over 76,000 of the cards have been issued to applicants.  The CSCs have been set up and managed by the Tamil Nadu Arasu Cable TV Corporation (TACTV).


Addressing a press meet at the CSC at the Secretariat, managing director of TACTV J Kumarargurbaran said that within a month, the centres would provide another service - updating of Aadhaar cards, change of address, telephone numbers etc. Preparatory work for this was nearing completion, he added.  Responding to a question, Kumaragurubaran said applications for getting Aadhaar cards could not be accepted by the centres.   Of the 333 centres, 264 were in all taluks, 50 division offices in Chennai Corporation, 15 zonal offices of Chennai Corporation, Chennai Corporation’s headquarters, State Secretariat and at the Regional Passport Offices located in Madurai and Chennai.

Laminated Aadhaar cards will be issued at all the 11 e-service centres run by the Tamil Nadu Arasu Cable Television Corporation in the district, Collector K.S. Palanisamy said on Wednesday.

The e-service centres are located at the respective taluk offices. Citizens, who have already recorded their biometric data for getting the Aadhaar cards, will have to provide the 14-digit number given in the acknowledgement slip to obtain the cards across the counter at these centres. However, they would have to come in person to provide the fingerprint impression to generate the card.

“The process of issuing the laminated cards at the service centres began last week. People who have recorded their biometric data can get the laminated cards at these centres by paying Rs.40. Besides, those who have already got their Aadhaar numbers could obtain the cards on paying Rs. 30,” he said.

Mr. Palanisamy, who inspected the issue of the cards at the e-service centre at the Tiruchi West Taluk Office on Wednesday, pointed out that the laminated cards would be easy to handle and water proof. If there was heavy crowd, additional computer systems would be provided at the centres to issue the cards to the public, he added.

To a question, Mr. Palanisamy said biometric data of 86.5 per cent of the district population have been captured so far. Eighteen centres were functioning across the district to record the biometric data of omitted persons and the process is expected to be completed in the next two or three months.

The Collector disclosed that 1,92,813 certificates of the Revenue department have been issued through the 169 public service centres run by different agencies in the district so far. While 146 of the public service centres are run by various primary agricultural cooperative societies, 12 are run by the Tiruchirapalli City Corporation at its Hope Centres in the city. 

This apart, the Tamil Nadu Cable Television Corporation is running e-service centres at 11 taluk offices across the district.
Citizens can get community, income, nativity, first-generation graduate and deserted widow certificates from the public service centres. Applications for various marriage assistance for various schemes such as the Moovalur Ramamirtham Ammaiyar Memorial Marriage Assistance Scheme, Chief Minister’s Girl Child Protection Scheme, Dr. Muthulakshmi Reddy Memorial Inter-caste Marriage Assistance Scheme, Dr. Dharmambal Ammaiyar Memorial Widow Remarriage Scheme, and Mother Teresa Memorial Destitute Women Assistance Scheme were received through these centres.

Members of the public could make use of the Tamil Nadu Arasu Cable TV Corporation-run common e-service centres to get plastic Aadhaar cards at Rs. 40, says a release. Those residents who have had their biometric details captured and obtained 14-digit registration number, could walk into the six centres at the Ooty, Gudalur, Pandalur, Kundah, Kothagiri and Coonoor to avail themselves of the service. Those who have Aadhaar cards could also walk into the centres to get plastic cards at Rs. 30. Thus far, more than five lakh residents had applied for Aadhaar cards in the district, the release adds.

8261 - PSU banks roped in to distribute Aadhaar cards - Deccan Herald

The district administration will avail help of six banks for distribution of Aadhaar cards in the district. Bank of India, Canara Bank, Union Bank of India, Bank of Maharashtra, Dena Bank and State Bank of India have joined hand with the administration.

Briefing reporters at DC office here on Thursday, Deputy Commissioner A B Ibrahim said it was for the city limit and banks themselves select locations and work with the help of agencies. Bank of India has already started operating in 12 centres with SREI agency. Other banks would start the service from Monday, he said.

There are 38 Aadhaar centres in the district and around four lakh people are yet to get Aadhaar cards in the district and 80 per cent progress has been achieved.

Aadhaar cards are being provided through 15 Nada Kacheris and Aadhaar kits are being distributed in BEO offices for schoolchildren. “We have written to the State government not to insist Aadhaar card for scholarships. It would take at least six months to reach the target in the district,” he added.

Income certificate

The DC said applications galore for income and caste certificates from past one-and-half-month as many parents think that July 15 is the last date to apply for a few scholarships.
The district administration  has received 6,581 applications in March, 6,493 in April, 10,424 in June, 24,243 in July and 22,075 applications for income and caste certificates in last one week.

DC court achievement

The Deputy Commissioner said the DC Court has solved around 75 per cent of cases which were before the court, including a few 10-year old cases. As per the statistics from January 1, 2014 to June 30, 2015, the DC has solved 612 cases out of 842. There are around 230 cases pending, which were received after April, 2015.

The DC conducts the court meeting thrice in a week in the DC office, usually on Monday, Tuesday and Friday. Disputes related to revenue appeal, land disputes, land grant, municipality, house site, SC/ST issues, tax appeal, magisterial cases, land acquisition- compensation, arbitration case and few other issues can be solved in the court.

With the help of lawyers and officials a silent march is going on. Meanwhile, he informed that around 3,224 cases are pending before Mangaluru Assistant Commissioner court and 819 before Puttur AC court.

Move to ensure hassle-free distribution of various certificates

The Common Service Centres across the district have so far issued 1,31,786 certificates to the public, particularly to the students pursuing higher studies.

To ensure hassle-free distribution of community, nativity, income, first generation graduate and deserted women certificates, the district administration introduced common service centres across the district through which the applicants got the certificates required after submitting relevant applications there.

The Tamil Nadu Arasu Cable Television Corporation, on its part, has opened e-service centres in all taluks where these centres issue plastic Aadhar cards. Formally inaugurating the distribution of plastic Aadhaar cards to the public at the e-service centre on the Collectorate premises on Friday, Dr. Karunakaran said the Tamil Nadu Arasu Cable Television Corporation’s e-service centres, which had been established in all taluks (except the newly formed Kadayanallur taluk office), were issuing a range of certificates to the public without troubling the applicants.

Moreover, payment of electricity bills, mobile phone recharge, addition and deletion of names in the electoral roll, online submission of passport applications, etc., were being done at the centres.

Those who had received their Aadhaar cards should tell the Aadhaar number and pay Rs. 30 for getting the plastic Aadhaar card.

Those who had got only the 14-digit acknowledgement number after their iris and fingerprints were scanned and were waiting for the card should pay Rs. 40 for getting the plastic card.
“After issue of plastic Aadhaar card commenced through the Tamil Nadu Arasu Cable Television Corporation’s e-service centres across the district, 513 plastic cards have been issued to the applicants. Since the centres will be functioning between 9.45 a.m. and 5.45 p.m. except on Sundays and government holidays, the public should utilise the services,” Dr. Karunakaran said.

On the performance of the Common Service Centres in the taluk offices under the administration of revenue department, the Collector said these centres had so far distributed 36,115 community certificates, 34,109 nativity certificates, 54,431 income certificates, 92 first generation graduate certificates and 11 deserted women certificates.

Plea to make use of common service centres

Printing of plastic Aadhaar cards has gained momentum in the district with the commissioning of common service centres of Tamil Nadu Arasu Cable TV Corporation.

A total of 15,000 persons have benefited through these centres in the last four months.

Now, several basic services have been brought under e-service facility.

Inspecting distribution of plastic Aadhaar cards at an e-service centre at Nilakottai near here on Thursday, Collector T.N. Hariharan said that sufficient quantity of plain cards had been supplied to the common service centres to facilitate distribution for all applicants.

Those having Aadhaar number could walk in and print a plastic card at these centres. They must pay Rs.30 for a plastic Aadhaar card if they have already received the card.
Those who had enrolled but yet to receive the card would have to pay Rs.40.

The Collector appealed to the people to make use of service centre and avail all benefits extended by the government and also for obtaining certificates of income, community, nativity, deserted women and first generation graduate.

TACTV has installed Aadhaar plastic card printers in all 254 Taluks of Tamil Nadu, officials claimed.

Printing of plastic Aadhaar cards for residents will gain momentum with common service centres commissioned by Tamil Nadu Arasu Cable TV Corporation (TACTV) all set to start operations at zonal offices of Chennai Corporation soon.
Printing of the cards at the 10 city taluk offices started in May. City residents will benefit from the Aadhaar plastic card printers that will be installed at Chennai Corporation offices.

“The paper quality of Aadhaar card is not good. Residents are waiting for printers to be commissioned at Zonal offices to get their Aadhaar plastic identity card,” said Tamil Selvan, a Chennai Corporation councillor in Ambattur zone.
TACTV has installed Aadhaar plastic card printers in all 254 Taluks of Tamil Nadu, officials claimed. Residents with Aadhaar number will be able to walk in and print a plastic card. They will have to pay Rs.30 for a plastic Aadhaar card in case they have received the card already. Personnel at the centres will collect Rs.40 from those who have enrolled but are yet to receive the card.
The Cable TV Corporation has supplied 100 plain cards to common service centres on a pilot basis. Local councillors should request officials on the requirement of more cards if need arises. At least 10 lakh plain cards are likely to reach common service centres of TACTV soon. Even as officials are planning to increase the number of Aadhaar cards, the number of cards issued will depend on the existing printing cassettes and ribbons.
Work that began in the Taluk offices in May has now been completed.

The common service centres in Chennai have received 9,863 applications including those relating to Aadhaar card printing. Common service centres across the State have received 5.82 lakh applications.

People who have enrolled for Aadhaar cards can get them at the five e-Seva centres in the district.

Collector V. Dakshinamoorthy, in a press release, said that people, who had already registered their finger prints and iris, could get their plastic Aadhaar cards at the centres run by Tamil Nadu Arasu Cable TV Corporation in Namakkal, Tiruchengode, Paramathi Velur, Rasipuram and Kolli Hills.

These centres function between 9.45 a.m. and 5.45 p.m. on all working days, except Sundays, and people should give their four-digit enrolment number printed in the acknowledgement slip and get the cards.

Also, those who have Aadhaar cards and want new plastic Aadhaar cards, can pay Rs. 30 and get the cards at these centres.

Plastic Aadhaar cards will be issued at the e-governance service centres functioning at taluk offices in the district.
Voters who want to get the plastic card can visit these centres from 9.45 a.m. to 5.45 p.m. during working days.

Collector S. Palanisamy inaugurated the issue of plastic Aadhaar cards to voters at the Taluk Office here on Thursday.
He said the public should bring the acknowledgement issued at biometric registration centres. Based on the serial number in the acknowledgement, the plastic card would be issued on payment of Rs.40.
Those possessing the non-plastic Aadhar cards could also apply for the plastic cards on payment of Rs.30.

Perambalur
P. Madhusudhan Reddy, Collector (in-charge), said the e-governance service centres at four taluks offices will issue of plastic Aadhaar cards. He urged voters to submit necessary records at the e-governance centres at Perambalur, Veppanthattai, Kunnam and Alathur taluk offices.

Pudukottai

Similar facility is available at the e-governance centres at 11 centres in the district. In a press release issued here on Thursday, Collector S. Ganesh said the plastic Aadhaar cards would be issued at the centres housed at the taluk offices in Pudukottai, Alangudi, Aranthangi, Avudaiyarkovil, Tirumayam, Iluppur, Gandarvakottai, Manamelkudi, Kulathur, Ponnamaravathy and Karambakudi.
