In 2009, I became extremely concerned with the concept of Unique Identity for various reasons. Connected with many like minded highly educated people who were all concerned.
On 18th May 2010, I started this Blog to capture anything and everything I came across on the topic. This blog with its million hits is a testament to my concerns about loss of privacy and fear of the ID being misused and possible Criminal activities it could lead to.
In 2017 the Supreme Court of India gave its verdict after one of the longest hearings on any issue. I did my bit and appealed to the Supreme Court Judges too through an On Line Petition.
In 2019 the Aadhaar Legislation has been revised and passed by the two houses of the Parliament of India making it Legal. I am no Legal Eagle so my Opinion carries no weight except with people opposed to the very concept.
In 2019, this Blog now just captures on a Daily Basis list of Articles Published on anything to do with Aadhaar as obtained from Daily Google Searches and nothing more. Cannot burn the midnight candle any longer.

Legal scholar Usha Ramanathan describes UID as an inverse of sunshine laws like the Right to Information. While the RTI makes the state transparent to the citizen, the UID does the inverse: it makes the citizen transparent to the state, she says.

Good idea gone bad
I have written earlier that UID/Aadhaar was a poorly designed, unreliable and expensive solution to the really good idea of providing national identification for over a billion Indians. My petition contends that UID in its current form violates the right to privacy of a citizen, guaranteed under Article 21 of the Constitution. This is because sensitive biometric and demographic information of citizens are with enrolment agencies, registrars and sub-registrars who have no legal liability for any misuse of this data. This petition has opened up the larger discussion on privacy rights for Indians. The current Article 21 interpretation by the Supreme Court was done decades ago, before the advent of internet and today’s technology and all the new privacy challenges that have arisen as a consequence.

11763 - Shehla says dissertation rejected over Aadhaar - The Hindu

Former Jawaharlal Nehru University Students’ Union (JNUSU) vice-president Shehla Rashid on Friday alleged that her dissertation was not accepted by JNU as she did not give her Aadhaar number on the submission form.

“The JNU administration has sent back my dissertation to my centre because I haven’t mentioned my Aadhaar number,” said Ms. Rashid, adding that the university was pushing Aadhaar through the back-door despite there being no mandate for it.

In the recent past, dissertations of others students who did not provide their UID numbers were also sent back.

JNU Registrar Pramod Kumar said that Aadhaar was made mandatory in JNU after the UGC issued a notification on March 21.

10443 - UGC scraps decision to make Aadhaar card mandatory for scholarship - TNN

Meerut: In a course correction sorts, the University Grants Commission (UGC) on Wednesday withdrew its decision of making Aadhaar card mandatory for students to avail scholarships for higher education.


The decision, taken in June this year, had gone against the Supreme Court order, which limited linking the Aadhaar card to six government schemes only.


On Wednesday, the higher education regulator issued a clarification, withdrawing the earlier move. 
"In clarification of earlier letters dated June 29 and July 20 this year, it is hereby clarified that any student who has applied or wants to apply for scholarship/fellowship shall not be denied benefit due to non-availability of Aadhaar number or the card," read the letter, issued by Sunita Siwach, deputy secretary, UGC. 
The UGC also suggested a way out. "In such an eventuality, the applicant will have to provide an alternate means of verification of identity and concerned bank account to the satisfaction of the competent authority," it said.


On June 29, UGC secretary Jaspal S Sandhu had sent a letter to vice-chancellors of all the universities and institutes, which said that Aadhaar has been made "mandatory for disbursement of all government subsidies, scholarships and fellowships" for the financial year 2016-2017.


The letter requested all the universities to "seek the details of the beneficiaries and put all information on universities/institutions' websites", and mail a copy to the UGC.


The UGC had asked applicants to provide their Aadhaar number while applying for any UGC fellowship or scholarship scheme. 
The applicants who had already submitted the online applications for the year were told to update their application forms.

The University Grants Commission has asked applicants to provide Aadhaar number while applying for any UGC fellowship or scholarship.

In a Public Notice issued on Wednesday the UGC said that "Aadhaar will be used as an identifier for availing benefits of the UGC scholarship/fellowship schemes."

It asked applicants are requested to provide their Aadhaar number while applying for any UGC fellowship or scholarship scheme.

Applicants who have already submitted the online applications for the year 2017-18 have been requested to update their application forms.

The University Grants Commission (UGC) has written to all central universities asking them to provide the names of research scholars getting a fellowship and their Aadhaar numbers by the end of July so that there is no duplication and real beneficiaries get the benefits of government scholarships and fellowships.

According to a senior UGC official, fellowships and scholarships have been linked to Aadhaar from this academic year. It has been made mandatory for scholars who have qualified NET and are availing the Junior Research Fellowship (JRF) and Senior Research Fellowship (SRF) to provide their Aadhaar card number to the universities.
“The HRD ministry had instructed the UGC that from the financial year 2016-17 Aadhaar has been made mandatory for disbursement of all government subsidies/scholarships/fellowships. These will be disbursed directly to the beneficiaries’ account (Direct Bank Transfer),” a senior official said.
The official said that they have sent a number of communications to the universities to comply with the order. He added that the proposal will ensure students get their fellowship amount on time and there is no discrimination.

“A decision was taken to link every student’s bank account with their respective Aadhaar numbers to ensure they can apply for their fellowship as well as scholarship without any problem. It will also allow greater transparency and we will have a data of the number of students who are getting the benefit,” the official said.
Sources said there will be a delay in processing the fellowship amount in case students are unable to provide their Aadhaar number.
Many students, however, are wary of the proposal and raised fears that their grant will be allocated late. Some even said they do not have Aadhaar number yet.
“We will have to apply for the card. I’m not from Delhi and I don’t have address proof so I will have to provide my hometown address. I hope there will not be a delay during verification otherwise, my fellowship will get delayed,” a student of a central university said.
The Supreme Court said last year that Aadhaar could be linked to six government schemes - Public Distribution Scheme, LPG distribution Scheme, Mahatma Gandhi National Rural Employment Guarantee Scheme, the National Social Assistance Programme, Prime Minister’s Jan Dhan Yojana and Employees’ Provident Fund Organisation - on a ‘voluntary’ basis.
