In 2009, I became extremely concerned with the concept of Unique Identity for various reasons. Connected with many like minded highly educated people who were all concerned.
On 18th May 2010, I started this Blog to capture anything and everything I came across on the topic. This blog with its million hits is a testament to my concerns about loss of privacy and fear of the ID being misused and possible Criminal activities it could lead to.
In 2017 the Supreme Court of India gave its verdict after one of the longest hearings on any issue. I did my bit and appealed to the Supreme Court Judges too through an On Line Petition.
In 2019 the Aadhaar Legislation has been revised and passed by the two houses of the Parliament of India making it Legal. I am no Legal Eagle so my Opinion carries no weight except with people opposed to the very concept.

Good idea gone bad
I have written earlier that UID/Aadhaar was a poorly designed, unreliable and expensive solution to the really good idea of providing national identification for over a billion Indians. My petition contends that UID in its current form violates the right to privacy of a citizen, guaranteed under Article 21 of the Constitution. This is because sensitive biometric and demographic information of citizens are with enrolment agencies, registrars and sub-registrars who have no legal liability for any misuse of this data. This petition has opened up the larger discussion on privacy rights for Indians. The current Article 21 interpretation by the Supreme Court was done decades ago, before the advent of internet and today’s technology and all the new privacy challenges that have arisen as a consequence.

Chief Electoral Officer (CEO) Banwarlal observed that the linking of electoral rolls with the Aadhaar card would only make the electoral rolls transparent and error-free.
The Election Commission of India had suspended the linking of electoral rolls with the Aadhaar card following a Supreme court ruling in last August.

Talking about the increasing spending during the election campaign, Mr. Banwarlal said that the Election Commission of India would certainly disqualify those elected public representatives who spent more than the permitted amount during the campaign. However, he said that people should come forward to complain about the spending of candidates.

Addressing the gathering at a programme organised marking the National Voters’ Day here on Monday at Peepal Pahad village of Choutuppal mandal, the CEO called upon the youth to exercise their franchise during every election to elect an able leader to lead the country. Pointing out the low enrolment of women voters in Munugode Assembly Constituency, Mr. Banwarlal asked the officials to educate the women voters to enrol themselves with immediate effect.

District Collector P. Satyanarayana Reddy, Superintendent of Police Vikram Jeet Duggal, Joint Collector N.Satyanareayana, and others were present.

Addressing a meeting of officials and political leaders here on Saturday, he said that the district became the first one in the country in terms of hundred per cent linkage with Aadhaar. The district is being considered the role model for other districts, he said.

He praised the efforts of all those who made it possible.

VELLORE: A total of 391 Elector’s Photo Identity Cards (EPIC) were found in a garbage dump in Abu Backer Street in Muslimpur area of Vaniyambadi Town.

Officials of the Revenue Department and Vaniyambadi Municipality launched an inquiry into the incident.

A municipality sanitary worker after collecting garbage from the Muslimpur area on Monday took it to a segregation area and found a bag containing the EPIC cards and handed it to Prakash Babu, a local.

The cards belonged to residents of Wards 14 to 16 in Basheerabad, Shakeerabad and Muslimpur, according to revenue officials. The residents have lodged a complaint and Vaniyambadi Tahsildar, D Senthil is conducting an inquiry.

“The cards were printed between 2008 and 2011 and are for residents in 70 booths in the municipality limits.

The municipality is supposed to distribute the cards to the residents. We are conducting an inquiry as to how the cards ended up in the garbage,” the tahsildar said.

He added that the cards have been handed over to the municipal officials, who in turn, will verify the data of the voters and hand it over to them.

Vaniyambadi Municipal Chairperson Nilofer Khafeel said that it is strange that in the same area Aadhaar cards were dumped in large numbers on two occasions earlier and the complaint was brought forward by the same person, in this case as well.
“We will determine in two days how the EPIC cards were dumped in the garbage,” she said.

Last November, 244 Aadhaar cards were found dumped in garbage at Basheerabad, while a bag containing 75 Aadhaar cards were found dumped on the premises of a locked house at Muslimpur this April.

Postal department officials held a postman responsible for the incidents and had taken departmental action, in that incident.

Residents of the locality were therefore understandably annoyed following this particular incident.

Corporation scrambling to cover maximum number of voters

With at least 40 per cent of voters yet to link their voter ID with their Aadhaar or mobile number in many of the constituencies in the city, the Chennai Corporation is in a scramble to cover maximum number of voters on the last day of the camp on Sunday.

“Residents are not cooperating with officials. We may not be able to achieve the goals of the purification drive in most of the constituencies in the city,” said an official.

“Many residents are not at home due to summer holidays. Workers have stopped visiting homes for linking voter id with Aadhaar and mobile number,” said Tamil Selvan, Corporation Councillor.

“The programme should be extended. After summer, the number of voters linking mobile number will increase. There are other problems relating to voter list which needs to be resolved,” he said.

The National Electoral Roll Purification and Authentication Programme gained momentum this summer, capturing Aadhar number, e-mail ID and mobile number of electors.

Booth level officers who visited homes were unable to get copy of Aadhaar, voter id and mobile number in most of the constituencies.
Chennai Corporation has requested electors to supply a copy of Aadhar card and voter id to the booth level officer who are likely to visit homes shortly.

Electors will be able to furnish the above details in the web portal www.nvsp.in, or by sending an SMS in the format – ECILINK (space) EPIC No (space) Aadhar No, to 51969 or inform the particulars over toll free phone number 1950.
Electors have also been requested to verify the details on electoral roll at special camps on Sunday all the designated polling stations in the district. Electors may furnish Form-7 to delete multiple entries of their names in the electoral roll, Form-8 to make corrections and Form-8A for change of residential address within the constituency.


The delay in release of funds from the Election Commission through officials concerned is also one of the reasons for the slow pace of data entry. “At least 20 to 40 persons are at work in each of the zones for data entry. But they have not yet received their wages,” said an official.

BHIMAVARAM: Andhra Pradesh occupies the first place in the country in regard to  Aadhaar-voter identity card linkage. Steps have been taken to achieve 100 per cent target by the end of May 31, according to Chief Election Officer (CEO) Bhanwarlal.
Reviewing the progress of Aadhaar-linkage with voter identity card in the district here Saturday, he said fake votes and double votes could be avoided with the linkage.

Speaking to reporters here Saturday, he said those who have crossed 18 years of age are eligible to register their names in the voter list.

CEO Bhanwarlal said 90 per cent of Aadhaar linkage with voter identity card was completed in Andhra Pradesh. 

The Central Election Commission (CEC) completed the process to conduct MLC elections from local bodies in the month of June in Andhra Pradesh and Telangana states. Voters’ list for MLC elections was posted on the website.


Joint Collector P Koteswara Rao, additional joint collector Shariff, revenue divisional officer D Pushapa Mani and election officials of 15 Assembly constituencies were present.

Stating that the linkage of voter identity cards with Aadhaar details must be completed by May end, Chief Electoral Officer Bhanwar Lal on Saturday said that the programme had been completed up to 90 per cent in Andhra Pradesh and 85 per cent in Telangana. 

“All District Collectors have been asked to take necessary steps such as using mobile units to complete the process in time,” he told at a meeting with officials here.
He stressed the need for undertaking door-to-door campaign to complete the process.

HYDERABAD:  The chief electoral officer of Andhra Pradesh and Telangana, Bhanwar Lal has made it clear that voters who do not posses Aadhaar card would also be allowed to exercise their vote in any election.

Bhanwar Lal told reporters here Wednesday that there was a general perception that if linking of Aadhaar was not done with EPIC database, the voters’ name would be removed from the list, which is not true. “Let me make it clear that under any circumstances, the names of voters will not be removed from the voters’ list,” he asserted.

According to him, though linking of voter ID with Aadhaar in the electoral roll database has been made must, it does not mean that voters who do not possess Aadhaar would not be allowed to vote.

“Issuing Aadhaar card is our responsibility. We would see that every citizen of both the states gets Aadhaar card and it is linked with voter ID,” he said.


Reiterating that linking of voter ID with Aadhaar had many advantages, Bhanwar Lal explained that once the linking is done, the voters could exercise their right even after shifting to another place by just intimating the Election Commission about the change in their address.

VISAKHAPATNAM: Though the May 25 deadline for the Aadhaar-Voter ID linkage is just around the corner, officials of Greater Visakhapatnam Municipal Corporation (GVMC) and revenue department are struggling to carry out their door-to-door survey as most houses do not have Aadhaar cards as yet.

According to sources, while in the rural areas nearly 75% of the Aadhaar cards have been linked to Voter ID cards, in Vizag city only 30% have been linked so far.

An official involved in conducting the survey said that only 18 lakh out of the total 34 lakh voters in the district have been covered with most of the voters in the urban constituencies complaining about not having Aadhaar cards.

Another issue hindering the exercise is the lack of access to certain central government quarters (especially the Navy) with the officials being permitted to enter the Navy zone just a few of days ago.

District collector N Yuvaraj said their officials were facing several instances of residents refusing to disclose their Aadhaar numbers saying that they do not possess the card. "If that is really the case then the Ration Card-Aadhaar linkage should not have been 99% in both urban and rural areas," he said.

According to available data, the number of voters in Visakha (West) increased from around 1.5 lakh to 2.56 lakh in six years from 2009. "This means that there should be that many Aadhaar card holders as well. But during their door-to-door survey the officials found that there are only 95,000 Aadhaar card holders," a source in the revenue department said.


GVMC sources pointed out that many people were against the linking process and had been questioning its legality as they feared being tracked down. Many were not even aware that the process was being conducted by the Election Commission across the country and not the state or central governmen

CHANDIGARH: The election department of the UT administration has launched a campaign wherein Aadhaar number of voters was being linked with their voter card. The camps for receiving the Aadhaar number was started on April 12 and within two weeks, 30% voters in Chandigarh have been linked.

Under the campaign, booth level officers paid door-to-door visit to collect information as per the electoral roll and also removed errors in electoral rolls by removing duplicate entries and correcting the particulars of electors.

In order to facilitate left-out residents of the UT, a camp would be held at designated polling booths on May 3. Those registered voters who would not be able to submit their information in the camp can also link their Aadhaar number online by logging on to National Voters Service Portal of ECI (www.nvsp.in).

Anurag Aggarwal, home secretary, UT, said, "This is a unique initiative by the Election Commission and it will help in eliminating discrepancies in the voter lists across the country."

Chief Electoral Officer Bhanwar Lal has set an ambitious task of May 15 as the deadline for achieving cent per cent linkage of voter identity cards with Aadhaar numbers in Andhra Pradesh and Telangana.

Of the 6.53 crore registered voters in the two Telugu-speaking States, linkage has been achieved for 2.64 crore voters. “The remaining 40 per cent will be linked in a fortnight,” Mr.Bhanwar Lal told the media here on Thursday, after holding a meeting with representatives of political parties. The idea is to hasten up the process by appointing data entry operators at the mandal-level and making extensive use of the social media to create awareness among voters, for which he sought the support of all political parties. “The entire exercise will help eliminate bogus, duplicate and migrant voters,” he said. Mr. Bhanwar Lal said the Aadhaar enumeration would be completed by May 6, technical discrepancies, if any, removed by May 8 and linkage achieved by the said date in the district.

Voters visit booths to get their EPICs linked with Aadhaar details
The second phase of special camps of National Electoral Roll Purification and Authentication Programme (NERPAP) for preparing error-free voters’ list by linking Aadhaar numbers were held at a large number of poling booths in the district on Sunday.
The NERPAP is going on in the district from March 25 with Booth-Level Officers (BLOs) collecting mobile numbers, e-mail IDs and Aadhaar numbers from the voters for entering the details in the voters’ list so as to eliminate bogus voters in the list. To facilitate this process, a special camp was organised.
Those who had not given these details in the first phase submitted the mobile numbers, e-mail IDs and Aadhaar numbers at the poling booths on Sunday.
A large number of voters also submitted applications for addition or deletion of voters’ names and changes in address during the special camps.
Tuticorin
The camps were held at 1,521 polling booths across Tuticorin district. Those who were yet to receive Aadhaar cards gave letters of acknowledgement with their photos and fingerprints to the BLOs at various booths. They could get their EPICs linked to Aadhaar cards when they received them, , sources said.
Apart from BLOs, 146 supervisors including in the ranks of Deputy Tahsildar and Deputy Block Development Officer monitored the work at booths.
Collector M. Ravikumar and Tuticorin Corporation Commissioner S. Madhumathi inspected booths in Tuticorin.
Nagercoil
Special camps were held in all the 1,629 polling booths in the six Assembly segments in Kanyakumari district.
The camps will also be held on May 10 and May 24 as per the instructions of the ECI.
Collector Sajjansingh R. Chavan inspected a few booths in Nagercoil and Boothapandi. Nagercoil Revenue Divisional Officer Madhiayazhagan and other officials accompanied him.
It was alleged that the voters who visited a polling booth in a panchayat union primary school in Thanumalyanpudur near Aralvoimozhi were shocked to find the school locked.
The officials were working with makeshift arrangements on the roadside.
When contacted, the Collector said he had not received any complaint in this regard till evening.

MUMBAI:  With an aim of ridding the electoral rolls of bogus voters, the Maharashtra electoral office has started an aggressive drive to link people's Aadhaar cards with their Voter Identity cards.

The drive, which started last month, may also help in giving voters an option to cast their franchise online in future, an senior electoral officer in the state said.

Nearly 3,10,000 voters in the state have registered to link their Aadhaar cards with the electoral photo identity cards (EPIC). From Mumbai and Thane, only around 16,000 voters have got themselves registered till now, he said.

"The largest number of people who have registered themselves are from Hingoli district (43,735), followed by Kolhapur (43,554)," he said.

"Since we have got a lukewarm response till now, we will be aggressively holding special camps in colleges and public places to create an awareness about the benefits of registering themselves. Once we achieve a 100 per cent result, we can even plan to give the voters an option to cast their franchise online using biometric system," said the officer.

Linking the Aadhaar cards with the people's voter ID cards will help the Election Commission to remove bogus IDs from the system and to make voter list more transparent.

There are a total 8,35,34880 registered voters in the state, out of whom 4,40,77571 are men, 3,94,56271 women and 1,038 fall in the 'others' category, the official said.

"According to the latest Census figures, around 8.07 crore people are above 18 years of age. Thus, there is a discrepancy between the total the number of people eligible to vote and the total number of voters. It simply means that there are more than 28 lakh bogus voters present. These have to be weeded out at the earliest," he added.

The voters can log on to the State Election Commission website: http://ceo.maharashtra.gov.in/AadhaarSeed/ to feed their Aadhaar numbers in the EC's EPIC database, or they can also do so at their electoral registration offices.

Pune resident Srirupa Ray, 28, is a media professional. But despite becoming eligible to vote 10 years ago, she has never exercised her franchise. The reason: she finds the voter registration process cumbersome and time-consuming.

Ray and many others who do not vote because they have not yet included their names in the voter list can enrol themselves with the click of a mouse. All they need to do is visit http://www.nvsp.in/.

The National Voter Service Portal (NVSP), which was launched in January this year, provides single-window services to the electors. Through the website, an Indian citizen can search his name in the National Electoral Roll by entering some basic details, apply for a new registration and request for modification in personal details, such as name and postal address. 

Besides, you can view the details of your polling booth, assembly or parliamentary constituencies. The website allows you to locate your polling station on the map and request for transposition within a constituency. The website also accepts application for inclusion of name in electoral roll by an overseas elector.


Apart from that, an elector can also link his Aadhaar card number and cellphone number to his election ID card. One can even request for the deletion of duplicate entries in the electoral roll.

KOLHAPUR: The Election Commission of India has directed the district collectorate to complete the linking of Aadhaar card with voter ID before July. The deadline is set to accelerate the administration's awareness drive and linking so that by the end of this year, the election commission will have removed names that are being repeated in its voters' list. The EC has also provided facilities of linking, updating and correcting the information on voter ID through e-mail and SMS, along with physical submission of documents. 

District collector Rajaram Mane said, "The Aadhaar penetration in the district is 85% of the total population. Of which 65% people have received their Aadhaar cards, while others have completed their enrolment but yet to receive the card." 

The procedure of voter's verification is tedious, said Mane. "Aadhaar card has all the details of a person. We just need to link it with the voter id. The computerized system can be helpful in automatically removing the voters' names not having any aadhaar card linking, thus saving a lot of time of the government staff." 

The election department has completed 100% disbursement of voter ID card in four tehsils - Kagal, Ajra, Panhala and Chandgad. The district's voter ID penetration is 95%. 

District deputy election officer Sangeeta Chowgule said, "The deadline for linking Aadhaar with voter ID card is July 31. The key reason behind speeding up it is the swelling of the voters' list. The election office has removed the names of voters whose names were repeated or who have shifted to other locations. But there are voters whose names are in Kolhapur as well as in some other district. These names need to be removed with proper verification. Here, the Aadhaar card number will come handy because it will be easier to find out repetitions." 

Chowgule also said that the website of Election Commission of India has a special link where voters can link their Aadhaar card number with their voter ID online. The procedure has started from March 3 and all the government officers were asked to link their Aadhaar card numbers first. 


The official communication from the election office states that there will be a special camp at village level to spread awareness about linking of Aadhaar card with voter ID. The rural voters can submit photocopies of their voter ID and Aadhaar card which will be linked by the government officials, Chowgule said.

Under this programme, the details of Elector’s Photo Identity Card (EPIC) would be linked with Aadhaar card data. The image quality of the electors would be improved, and errors would be corrected.
Electors can sent their Aadhaar card number through sms, e-mail, or at the Election Commission portalwww.eci.gov.in.
They can submit Form 8 for making corrections in name, address, or other details and Form 7 for removing multiple registrations in electoral rolls to Revenue Divisional Officers, Tahsildar, Municipality Commissioner or polling booth officer in person.
Electors can make corrections when officials are on a door-to-door survey.
Special camps will be conducted across the district for facilitating electors to carry out corrections on April 12, according to a release here.

The Election Commission will launch a nationwide drive on March 3 to streamline electoral rolls by linking UIDAI’s Aadhaar data with electoral photo identity card (EPIC) database. The project is to be completed by August 15 this year, member, Election Watch, P.C Sai Babu has said.

The seeding of Aadhaar number with EPIC under the National Electoral Rolls Purification and Authentication Programme (NERPAP), will end duplication of electors database by weeding out fraudulent (duplicate, bogus, ineligible and shifted) EPIC Card holders.
Mr. Sai Babu said NERPAP also proposes linking of mobile number and e-mail address to provide poll-related information to voters. It will also allow electors to voluntarily disclose multiple entries pertaining to him, followed by disposal of such cases by the electoral registration officer (ERO) within 15 days.
The programme will also allow correction of errors in EPIC database on production of cogent documentary evidence, besides allowing improvement of image quality of elector by borrowing better photos from the UIDAI database.

BENGALURU: Come March, the Election Commission of India (ECI) will embark on a nationwide drive to link Aadhaar numbers with electoral rolls. The aim is to weed out multiple voter cards and bogus voters, and put in place an authentic database of voters.

The initiative, Electoral Roll Purification and Authentication Drive (ERPAD), to be launched across all 676 districts, is proposed to be completed by August 15. However, it is set to face hurdles in Karnataka as Aadhaar enrolment itself is much behind target in many districts.

According to a senior officer in the chief electoral office, only Tumakuru and Mysuru districts have neared 100% Aadhaar coverage. "Even if we want to launch the drive, it's unlikely to receive a good response, except in these two districts. Also, since Aadhaar isn't mandatory for any government service, the response could be tepid," he added.

N Raju, technical officer with the chief electoral office, Karnataka, said they have received instructions from the ECI and are working on implementing it. "The ECI has done a pilot project on ERPAD in places like Andhra Pradesh where Aadhaar enrollment is going well. We are yet to get detailed instructions on this," he added.

Ashok MR Dalwai, deputy director general, UIDAI regional office, Bengaluru, said they are yet to receive official communication regarding implementation of ERPAD in Karnataka. "The state has got enough Aadhaar coverage (about 76%) to go ahead with the project. In fact, we can launch an initiative to speed up Aadhaar enrollment of those above 18 (eligible age for voting) so that they can link the same with the election commission. It's a good opportunity to clean up the electoral rolls and we should make use of it," he added.

Update voter card details:

As part of the nationwide drive, the ECI wants every voter to update one's Aadhaar card number on its website launched last January. Just like DBTL, linking Aadhaar with EPIC cards isn't mandatory for voters to update their data, though ECI is keen on linking the two.

The portal launched for the purpose will also provide people with an opportunity to change details on their voter ID cards. Error in address, spellings and date of birth can be rectified.

The Election Commission is set to use the huge database of the Unique Identification Authority of India (UIDAI) to further “authenticate and purify” electoral rolls from March 1.

In a move that apparently aims at weeding out bogus voters from the list, the poll panel  has decided to link Aadhaar number of citizens with the electoral database. The move will be initiated on a mission mode.

“Chief Election Commissioner (CEC) H S Brahma has announced that ECI (Election Commission of India) will be launching Mission of Electoral Roll authentication and Purification drive from March 1, 2015,” the commission said in a statement here on Sunday.

The CEC announced the move while inaugurating a workshop, organised on the “Linking of Aadhaar with Electoral Roll Database and Launching of Electoral Roll Authentication and Purification Drive”, at an institute in Hyderabad on Saturday, the commission added.

This comes two days after the Centre clarified before the Supreme Court that Aadhaar will not be made mandatory for the citizens for availing any social benefit.

The EC has already launched a National Voter Service Portal where people can feed their Aadhaar number for linking it with the electoral data base.

The poll panel is keen on completing the exercise by August 15. Brahma has advised all officers to come up with suitable action plan to meet the deadline.

DG and Mission Director of UIDAI Vijay S Madan has assured of providing all necessary support to the EC in its mission to link Aadhaar numbers of voters with the electoral database, the poll penal said.

New Delhi: Chief Election Commissioner HS Brahma has announced that the Election Commission will launch the Mission of Electoral Roll authentication and purification drive from March 1st

Inaugurating a workshop on "Linking of Aadhaar with Electoral Roll Database and Launching of Electoral Roll Authentication and Purification Drive", at Dr. MCR HRD Institute, Hyderabad on Saturday, he advised all officers to come up with suitable action plan to expedite so that the mission could be completed by August 15th, 2015.

The Chief Election Commissioner appreciated the efforts put in by District Election officers in taking a step forward and carrying out the proof of concept so effectively to generate advantages and challenges clearly.

Speaking on the occasion, Election Commissioner Dr Nasim Zaidi appreciated C-DAC for creating search and other facility at a National Level for NVSP. He insisted that electoral rolls are to be purified with the help of technology for which all concerned officials need to work hard and put in collective efforts nationwide.

The DG and Mission Director of UIDAI, Dr Vijay S Madan assured all necessary support from UIDAI.

The workshop was organised by CEO Andhra Pradesh and Telangana. It was inaugurated by Shri. HS Brahma, Chief Election Commissioner in the presence of Dr Nasim Zaidi, Election Commissioner and Dr Vijay S Madan, DG and Mission Director UIDAI. It was attended by officials of ECI, CEOs of States, DEOs of the districts.

Four District Election Officers were given away Best Electoral Practices awards for South Zone.

During the workshop all participants deliberated on issues and advantages of various actions those could be taken for purifying the roll, in which feeding and seeding of Aadhaar is one of the way.

Hyderabad: In a move to weed out the bogus voters from the data base, the Election Commission of India is all set to link Aadhaar Card with the Elector’s Photo Identity Card.
“Presently there are over 84 crore voter IDs in India, while the number of voter cards are 74 crore. There is difference of over 10 crore voter cards, which could be bogus or duplicate,” pointed out H.S. Bhrama, Election Commissioner of India, here on Saturday.
He continued, “This project will be taken up simultaneously in all 676 districts of the country starting from March 1, 2015, and be completed by August 15, 2015.”
The project to link EPIC with Aadhaar card is being taken up as the latter has been taken up more effectively in the country.
Mr Bhrama said that only the EPIC card would be the base for voting not Aadhaar card.
Meanwhile, the Election Commission of India has made it clear that the delimitation of Assembly constitution is in the central government’s court now.
“Delimitation requires amendment to Articles 82 & 170 of the Constitution. And the process can be taken only by the Centre,” said HS Bhrama, Chief Election Commission, here on Saturday. 
As per sections 26 & 15 of the AP Reorganisation Act, 2014, number of Assembly seats must be increased from 119 to 175 in Telangana and from 153 to 225 in AP.
The Constitution (84th amendment) Act, 2001 and the Constitution (87th amendment) Act 2003 have inter alia amended articles 81, 82, 170, 332 and 332 of the Constitution of India. Under the amendment, each state shall be re-delimited into territorial parliamentary and Assembly constituencies on the basis of 2001 census and the extent of such constituencies as delimited shall remain frozen till the first census to be taken after the year 2026.
The NDA government does not have the required numbers for this in the Rajya Sabha.
The government fears that others such as Kerala, which has a population similar to Telangana, may also seek delimitation.
Delimitation is also necessary in view of transfers of seven mandals of Khammam district to AP due to potential submergence under the Polavaram projects waters.
