In 2009, I became extremely concerned with the concept of Unique Identity for various reasons. Connected with many like minded highly educated people who were all concerned.
On 18th May 2010, I started this Blog to capture anything and everything I came across on the topic. This blog with its million hits is a testament to my concerns about loss of privacy and fear of the ID being misused and possible Criminal activities it could lead to.
In 2017 the Supreme Court of India gave its verdict after one of the longest hearings on any issue. I did my bit and appealed to the Supreme Court Judges too through an On Line Petition.
In 2019 the Aadhaar Legislation has been revised and passed by the two houses of the Parliament of India making it Legal. I am no Legal Eagle so my Opinion carries no weight except with people opposed to the very concept.

Good idea gone bad
I have written earlier that UID/Aadhaar was a poorly designed, unreliable and expensive solution to the really good idea of providing national identification for over a billion Indians. My petition contends that UID in its current form violates the right to privacy of a citizen, guaranteed under Article 21 of the Constitution. This is because sensitive biometric and demographic information of citizens are with enrolment agencies, registrars and sub-registrars who have no legal liability for any misuse of this data. This petition has opened up the larger discussion on privacy rights for Indians. The current Article 21 interpretation by the Supreme Court was done decades ago, before the advent of internet and today’s technology and all the new privacy challenges that have arisen as a consequence.

The student's body raised the demand once again after a constitution bench today declared Right to Privacy as a Fundamental Right under Article 21 of the Constitution.


JNU Students Union today reiterated their demand to the administration to roll back the mandatory Aadhaar requirements imposed on students or "declare" itself above the Supreme Court of India.

"JNU administration with the privilege of Competent Authority made Aadhaar mandatory defying SC verdict and though UGC was just suggesting it. Instead of beating around the bush, JNU admin should declare they are above the Supreme Court and UGC or take back mandatory Aadhaar notification," JNUSU President Mohit Kumar Pandey said.

Scores of research scholars of the varsity had faced issues in submitting their dissertations/theses as they did not possess the unique ID at the time of submission or abstained from getting enrolled due to privacy concern.

Following the March 21 UGC notification, JNU in its April 20 circular made it mandatory for students to produce Aadhaar number so as to put it on mark-sheets and degree certificates with photograph to put it on National Academic Depository (NAD).

"I think it's a victory for everyone concerned about privacy. This weakens the government's attempts to make Aadhaar mandatory for everything," said JNU research scholar Shehla Rashid whose dissertation was rejected for not producing Aadhaar number.

"We call upon the govt to respect this verdict and stop arm-twisting citizens into getting Aadhaar cards for the purposes of banking, SIM cards, fellowships, etc," said Rashid.

10834 - Govt: Upload student UID details by January 31 - TNN

Thiruvananthapuram: The state government has given strict instructions to all government and aided schools in the state to furnish the Unique ID details of all students from Class I to Class X to the government, latest by January 31.

The general education department's decision to assess the student strength in government/aided schools with the help of UID had faced several setbacks in the past few years. There were gross mismatch in the original student strength and the claims of the aided school managements. Some of the schools had even furnished the UID of grown up people to the government, as if they belonged to students in their schools. Following the mismatches, the government has decided to hold the class teacher, headmaster and school managers together responsible for any discrepancies. 

According to circular issued by the director of public instructions (DPI), the UID details of around one lakh students were still not available with the government.

"The headmasters should ensure that the student details are entered on the web link provided on the IT@School website," the circular said. Several students who did not receive the UID number at the time of admission had furnished the enrolment ID which is given while registering for the UID. The UID number of such students should be updated with immediate effect.

To bring more transparency in the disbursal of various incentives, including scholarships, to the deserving students, the state government has linked the data of nearly 93 per cent secondary students with their Aadhaar cards.

The data of 4.23 lakh out of 4.56 lakh students from Class IX to XII has been linked with their Aadhaar cards. The Aadhaar linkage of the students would go a long way in bringing transparency in the disbursal of various incentives, including scholarships, to the deserving students and eliminate undeserving claimants, said official sources.

Bhiwani (35,326), Mahendragarh (17,479), Mewat (8,464), Sirsa (30,513) and Sonepat (26,214) are the districts that have achieved 100 per cent Aadhaar enrolment.

Faridabad district seems to be the worst performer with just 13,996 students out of 19,584 being covered under the scheme. Panchkula is also not far behind with only 7,902 of the 13,244 students enrolled under it.

As many as 35,084 out of 36,709 students in Hisar districts have been Aadhaar-linked, while the figure for Ambala is 24,011 out of the total 26,197 students.

HYDERABAD: In a bid to weed out bogus beneficiaries availing mess facilities at various hostels, Osmania University has decided to introduce a biometric system and link it with Aadhaar card details of all boarders to collect mess charges on a monthly basis. 

The OU has long been burdened with pending mess dues which run into crores. Although the Telangana government recently sanctioned Rs 7 crore towards pending mess dues from 2004 to 2014, illegal boarders continue to be a burden on university finances. The funds sanctioned by the government will be adjusted proportionately to all colleges and the balance will be recovered from the students concerned according to guidelines.

According to officials, the 16 hostels on campus which can accommodate around 13,000 students, house nearly 30,000 students.

In a strongly-worded order issued by the registrar of OU, E Suresh on May 28, the university sought details of all the beneficiaries by Wednesday. "Principals are informed to keep ready the year-wise list of students or boarders whose mess dues are pending for the period from 2005 to 2014," reads the letter. The university has decided to remit the dues of up to 58 per cent of students whose name appears on the dues' list

The registrar, in the order, also stated that the failure of the chief warden or principal to collect mess charges before issuing no-dues certificate ahead of handing out hall tickets resulted in accumulation of huge arrears.

The university's decision to link Aadhaar details of students with the mess facility, has however drawn flak from students. "Now that the government has sanctioned the pending dues, the university must first improve the facilities at the hostel mess. 

Seeking Aadhaar card details from us is not going to serve the purpose," said Manavatha Roy, chairperson of OU-Joint Action Committee.

Earlier in October, the Education Department asked all schools to furnish details of students who already had an Aadhaar card. The department statistics state that of a total of one crore students from class one to 10, 49.73 lakh students have Aadhaar cards, and the details of 42.64 lakh students have been furnished.

The Ministry of Human Resource Development had urged the State governments to explore the possibility of using the Aadhaar as a proxy roll number for students appearing in examinations.

HYDERABAD: If the stress of the ensuing board exams wasn't enough, students of state-run schools have another burden on their shoulders now - of getting themselves an Aadhaar card.

As strange as it may sound, the state education department, in a circular issued on November 26, has made it "mandatory" for all students appearing for their SSC examination in March 2016 to get their unique identification number (read: Aadhaar card) before they set foot inside the exam hall.

The strongly-worded circular states that "the nominal rolls (a document listing out all details) of SSC appearing candidates will not be accepted by the director of government examinations unless a certificate is enclosed stating that all candidates have been issued Aadhar number".

The deadline for submission of this information, the circular states, is December 15. Incidentally, the directive, a copy of which is in TOI's possession, fails to ascertain just why this detail is necessary.

School managements, predictably, are baffled. Terming it "unwarranted", they point out how it is also in sheer violation of a Supreme Court order issued in August this year. The SC directive, they point out, has made Aadhaar card mandatory only for those availing an LPG subsidy and reaping the benefits of the Public Distribution System.

"We have serious objection with the education department's decision to not accept candidates who fail to enroll for Aadhaar. It's a voluntary activity and cannot be forced upon anybody. Compelling students to get an Aadhaar card in the name of exams is simply obnoxious," Sreenivas Reddy, president of Telangana Private School Managements Association, told TOI.

There are over 5 lakh students waiting to appear for their SSC examination next year. Given that it takes almost 90 days to obtain an Aadhaar card, students do not have much time to complete the process.

Apart from SSC students, the new rule also extends to students from class 1 to 9. Officials said that an estimated 14 lakh students are yet to be enrolled in Telangana. "This step is being taken to determine students' data. The unique identification number of each student will provide the department with exact strength in government as well as private schools," said an education department official on condition of anonymity.

Despite repeated attempts by TOI, the school education commission G Kishan could not be reached for clarifications.

BENGALURU: There is utter confusion among private and government schools in Karnataka over a circular issued by the department of public instruction (DPI) asking schools to submit the Aadhaar number of their students. 

This, despite the government clarifying to the Karnataka high court that it's not mandatory for students to submit their Aadhaar cards. The circular, issued on October 31, 2015, asked schools to provide the education department with the details by November 5, 2015. 

When TOI contacted KS Sathyamurthy, commissioner, education department, about the new circular asking for Aadhaar cards, despite Supreme Court orders clearly stating the Aadhaar card is purely voluntary, the commissioner replied, "Most of the students have their Aadhaar numbers and this step has been taken to facilitate the department in verifying if the child has got admission in the particular school or not." 

But when asked why the circular was issued, despite the Supreme Court's orders, the commissioner said it was not mandatory for children to submit details to schools."I will only comment after seeing the circular and signatory, because as per my knowledge, no such circular has been issued," he added. 

D Shashi Kumar, general secretary of Karnataka Associated Management of English Medium Schools said, "We cannot force parents to do so when they know it's not mandatory. Officials have made a mess of it. Lower rank officials are troubling us with impossible deadlines to meet; there is misunderstanding between the government and education department." Private schools are also in a fix after receiving the circular and are having a hard time from both parents and the education department. 


"There is a lot of confusion. Once they say it's not mandatory and then they again ask for Aadhaar cards.While 75% of students have Aadhaar cards, 25% don't have them. We are asking parents of these 25% to give us details, but they say it's not mandatory. It is a very odd situation with the department pushing schools and parents to submit Aadhaar details even after the SC order. We are helping with whatever details are possible. Officials of the education department should first clear confusion between them before coming out with any circular," said Mansoor Ali Khan, member, board of management, Delhi Public School.

Aadhaar registration drive in schools from December

With nearly one out of every four student in schools not having an Aadhaar number, the district administration is undertaking an intensive drive to enrol them for Aadhaar in the district from December 1.

Centre’s directions
Following directions from the Union government, the Principal Secretary (Primary and Secondary Education) directed all Deputy Directors of Public Instructions on October 28 to submit the status of Aadhaar registration among children, class-wise.
The Centre wants Aadhaar numbers for better child tracking and implementation of student welfare schemes.

Of 3.24 lakh children studying from classes 1 to 10 in Dakshina Kannada, 70,699 students have so far not registered for the 12-digit Aadhaar number issued by the Unique Identification Authority of India (UIDAI).

Of these, 37,186 are from Mangaluru North and South educational blocks. As many as 11,063 students do not have Aadhaar numbers in Sullia, 9,065 in Belthangady, 3,053 in Puttur and 1,432 students in Moodbidri educational blocks.
Deputy Director of Pubic Instruction Walter D’Mello, who is overseeing the Aadhaar registration drive in Dakshina Kannada, said that registrations so far in taluks have been done using six kits provided by the UIDAI.

After taking the Aadhaar numbers of students, the same will be incorporated into the District Information System for Education. They have now sought 12 additional registration kits to carry out registration drive from December 1.

Kits to be given
Mr. D’Mello said these 18 registration kits will be distributed among the six educational blocks of the district.
They have mapped schools where Aadhaar registration has to be carried out. Two kits will be sent to each school by vehicle for carrying out registration process.
Apart from those in schools, these kits will be used for enrolling those studying in pre-university courses. They have chalked out the plan to complete enrolling students for Aadhaar by March, Mr. D’Mello added.

Officials told to ensure all students apply for Aadhaar by the end of August

Students may soon end up using Aadhaar numbers instead of their roll numbers for examinations going by a circular from the Department of School Education and Literacy under the Union Ministry of Human Resource Development.

Despite the Supreme Court verdict that Aadhaar card should not be made mandatory to get government subsidies, the MHRD is pushing all State governments to ensure that all school students apply for Aadhaar. Based on a letter issued by MHRD, the State Education Department on Monday issued a notice to its officials directing them to order heads of government and aided schools in Karnataka to ensure students apply for an Aadhaar by the end of August.

Earlier, the Director of Department of School Education and Literacy wrote to the Secretary of Primary and Secondary Education, Karnataka, requesting the State government to implement Aadhaar among students. The letter, a copy of which is available with The Hindu , reads, “Enrolment of students with Aadhaar should also be done. Department (State Education) may also explore the possibility of using Aadhaar as a proxy roll number for (students) appearing in examinations.”

The department plans to link the Aadhaar number to the State government’s ambitious ‘Hejje Gurutu’ project to provide a 17-digit code to all students from Class 1 to 10 in an effort to streamline academic performance. Sources said that this would help weed out duplicate admissions and also ensure that children do not drop out.

However, State Education Department officials say that although they would not deny admissions to those without Aadhaar or link Aadhaar with incentives, they were “forced” to take up this step and get students to enrol based on the MHRD directions. B.T. Venkatesh, human rights advocate and former special public prosecutor, said that the move is against the Supreme Court order that Aadhaar can not be made mandatory to avail of government subsidies. “Although the government is saying it will not be linked to any service, it is still pushing Aadhaar, which is a gross violation,” he said.

The Commissioner of Public Instruction had issued a circular last month urging all Education Department employees, including teachers and non-teaching staff of aided and government schools, to mandatorily provide their Aadhaar details to link it to their salary accounts.

COIMBATORE: The Electronics Corporation of Tamil Nadu Limited (ELCOT) has decided to collect the ‘Aadhaar’ card details of school and college students, who have received free laptops from the State government.

Based on a letter from the Higher Education Department, the Commission of Technical Education has written to the principals of the government and aided polytechnic colleges, asking them to collect the ‘Aadhaar’ number of diploma students, who had received free laptops between 2013-14.


Principals have also been asked to submit a report of ‘Aadhaar’ mapping on a monthly basis to Directorate of Technical Education. N Arul Murugan, CEO, Coimbatore, said, “We have received communication from the School Education Department asking us to collect details of ‘Aadhaar’ number of those students who have received the State government’s free laptops, which we are doing it now. But we do not know the reason behind the move, he added.

KOLHAPUR: The higher and technical education department of the state government issued a notification, asking all colleges to link students' Aadhaar card details in their portfolio from this academic year. Details have to be sent to the department to easily facilitate government scholarship and other facilities to be provided to students. 

In its directive on June 8, the department stated that the Aadhaar is considered an official proof and is used in various government schemes such as scholarships, LPG subsidy, passport, railway reservation, among others. It is also being used for digitization of the latest database.

"Since a standard protocol is being developed by the Unique Identification Authority of India (UIDIA), the linking of the Aadhaar number will prove beneficial for proper implementation of scholarship schemes," the department notification stated.

Students in all educational institutes under the higher and technical education department across the state will have to provide their bank account details and Aadhaar card details to avail scholarship benefits.

The directive suggested that principals of respective institutes will have to personally look into this matter. They will also have to organise a special campaign to ensure that all students have registered their Aadhaar details with the respective college. Apart from this year's fresh admissions, authorities will have to register the existing students as well.

The department has also asked for the submission of a report regarding this action taken by the principals.

A principal from a city-based college said, "The initiative to link up the aadhaar card details of the students to the academic portfolio and sending it to the state will surely increase transparency in scholarship schemes."

On the number of students and current colleges in the Kolhapur division, the Shivaji University, Kolhapur (SUK) 2014-15 statistics report has revealed that there are 282 colleges affiliated to the SUK, of which 146 colleges have conventional courses.

There are 40 colleges with engineering courses and other courses as well. The statistics also revealed that as many as 1.95 lakh students have been admitted to various programmes of the university.

8034 - Over 73,000 students to get Aadhaar cards - TNN

KOLHAPUR: The district primary education department has started Aadhaar card registration of elementary school students across the district. After district collector Amit Saini conducted a review meeting in the first week of this month, the education department has been given 20 additional machines, taking the total number to 80, to achieve the target of enrolling 73,963 students before June 26. 

According to the department's Aadhaar review report, a copy of which is with the TOI, the district has as many as 2.74 lakh students eligible for getting the card of which 2.11 lakh have already enrolled for it. 

As per the report, Hatkanagale taluka has the largest number of pending students with the figure standing at 15,978. Aajara taluka has the lowest number of pending students (723). Kagal and Karveer talukas too have over 10,000 students pending for enrolment. 


Smita Gaud, district primary education officer, told TOI, "The awareness drive for Aadhaar card enrolment has started in the district and is receiving slow but steady response. Summer holidays are creating a hurdle in the drive, but it will pick up pace soon." 

She said over 9,000 teachers from the district have shown active participation in the drive. Since over 75% of the students have already enrolled for getting Aadhaar cards, the department is left with registering the remaining 73,963 students across the district. 

"We are taking constant follow-ups of the drive. Since it is not possible to organize enrolment activity in every school, we have asked to hold the drive in one common and bigger school in some of the areas in district. Instructions regarding the same have been issued to the block education officers," Gaud added. 

Meanwhile, the department has asked the education officials to do publicity for the campaign. According to the state government's April 21 directives, advertisements should be given in government and private media so that everyone gets to know about it. 

Anuradha Bhosale, vice-chairman of Avani, a city-based NGO working in the field of education, told TOI, "It is heartening to know that many of the students have already registered for getting Aadhaar cards. It is now up to the administration to register the remaining ones in a proper manner." 

According to education department officials, over one crore children in the state up to 14 years of age will be brought under the ambit of Aadhaar card with the help of this mega drive. The move is aimed at ensuring that no child drops out of school before he/she completes education or at least till attaining elementary education and gets benefits of all government schemes. 

In fact, the department in its latest directive on May 20 has asked the schools to carry out a full-fledged survey on July 4 to enroll out-of-school kids in academics. The number of students identified in that drive will also have to be enrolled for Aadhaar cards. 

Any child who is not enrolled in a school or has not attended school for more than 30 days is considered to be out-of-school. At present, there is no government data on the number of out-of-school children in the state. 


Linking of Aadhaar card with students' database will help the government verify whether the students are enrolled in schools.

MANGALURU: Deputy Commissioner (DC) A B Ibrahim and deputy director of public instructions (DDPI) Walter D'Mello said that Aadhaar Card has not been made compulsory for students in schools.

The DC and DDPI were answering to a question raised by MLC Ivan D'Souza at a quarterly KDP meet held at Dakshina Kannada zilla panchayat on Saturday. D'Souza brought to the notice of district in-charge minister B Ramanath Rai, who chaired the meet, that many schools in the district are forcing parents to submit Aadhaar Card copies of their wards. "Parents are made to suffer as schools are demanding Aadhaar Card copies of their wards. Children are made to stand in queue in front of Aadhaar Card registration centres even when annual examinations are going on. Either the district administration should make necessary arrangements for the speedy disposal of Aadhaar Cards or stop the process completely," D'Souza said.
Answering to D'Souza's query, Ibrahim said that government has not made Aadhaar Card compulsory for students. "We have not received any circular making Aadhaar Card compulsory in schools," he added.

DDPI D'Mello said that the department has not received any direction from the government with regard to Aadhaar Card. "We have not directed schools to make Aadhaar Card compulsory for students," he clarified.

Mangalore City South MLA J R Lobo said that the process of Aadhaar Card registration is not in order in the district. "Tokens are issued to citizens, who reach the Aadhaar Card registration centres, but they find nobody there. The district administration should convene a meeting of IT department officials immediately to solve the crisis," he added.

Minister Rai said a meeting of state officials will be held to discuss about issues related to Aadhar Card distribution soon.
The DC said at zilla panchayat KDP meet that 71% of people in Dakshina Kannada have registered for Aadhar Card. "As many as 16 lakh people have already registered for Aadhaar Card in the district. The process to registering over 4.5 lakh remaining people is being continued. The process of Aaadhaar Card registration has been entrusted to a private agency," he added.

Additional deputy commissioner J Sadashiva Prabhu said, in addition to four centres in the city, the district administration has made provision for Aadhaar Card registration at 16 out of 17 nadakacheris in the district. However, shortage of staff hinders the process of registration in nadakacheris, he added.

7142 - Education Department Seeks Aadhaar Information of School Kids - Indian Express

COIMBATORE: The School Education Department has asked headmasters of all schools to collect and submit Aadhaar card details of students, besides advising them to make arrangements for holding special Aadhaar registration camps for students, who were yet to get it. 

The Department of School Education under the Educational Management Information System (EMIS) collected the details of all the schools, students and teachers for the academic year 2012-13. The collected details were uploaded on the portal of the EMIS.
Recently the updating process for the academic year 2014-15 commenced and details in 12 different parameters, including  height and weight of students and contact details of parents, were sought from schools. 
This November all schools were instructed to enter updated details of class 1 and 2 students on the EMIS portal. The HMs were advised to cross check the students’ list with the attendance register and submit it to the review official before January 31.

The State Project Director, Sarva Shiksha Abhiyan Pooja Kulkarni had sent a letter to the Directors of School Education, Matriculation Schools, Elementary Education. It was mentioned in the letter to collect information about schools, including students’ Aadhaar card registration details. Based on this letter, circulars were sent to all headmasters under their respective directorates. The circular said that this year three details in three additional categories, including Aadhaar card and blood group of students, were sought along with photographs of the students.
