In 2009, I became extremely concerned with the concept of Unique Identity for various reasons. Connected with many like minded highly educated people who were all concerned.
On 18th May 2010, I started this Blog to capture anything and everything I came across on the topic. This blog with its million hits is a testament to my concerns about loss of privacy and fear of the ID being misused and possible Criminal activities it could lead to.
In 2017 the Supreme Court of India gave its verdict after one of the longest hearings on any issue. I did my bit and appealed to the Supreme Court Judges too through an On Line Petition.
In 2019 the Aadhaar Legislation has been revised and passed by the two houses of the Parliament of India making it Legal. I am no Legal Eagle so my Opinion carries no weight except with people opposed to the very concept.
In 2019, this Blog now just captures on a Daily Basis list of Articles Published on anything to do with Aadhaar as obtained from Daily Google Searches and nothing more. Cannot burn the midnight candle any longer.

Legal scholar Usha Ramanathan describes UID as an inverse of sunshine laws like the Right to Information. While the RTI makes the state transparent to the citizen, the UID does the inverse: it makes the citizen transparent to the state, she says.

Good idea gone bad
I have written earlier that UID/Aadhaar was a poorly designed, unreliable and expensive solution to the really good idea of providing national identification for over a billion Indians. My petition contends that UID in its current form violates the right to privacy of a citizen, guaranteed under Article 21 of the Constitution. This is because sensitive biometric and demographic information of citizens are with enrolment agencies, registrars and sub-registrars who have no legal liability for any misuse of this data. This petition has opened up the larger discussion on privacy rights for Indians. The current Article 21 interpretation by the Supreme Court was done decades ago, before the advent of internet and today’s technology and all the new privacy challenges that have arisen as a consequence.

13297 - ‘Poor kids not getting school admissions for want of Aadhaar’ - Indian Express

NEW DELHI:  An NGO has alleged that some government schools are denying admission to  children from economically backward families for the want of Aadhaar card.These children live at shanties in the north-east and north-west Delhi, according to Humana People to People in India (HPPI) — an NGO that works for the upliftment of the underprivileged through educational, health and other initiatives. “Most of these children come from families where the parents do not even know their child’s birth date,” said Mithlesh Kumar, NGO member and coordinator of Kadam Set-Up programme.
In such cases, the government schools are insisting on Aadhaar card as proof.

But, the Directorate of Education guidelines say it is not mandatory to submit child’s Aadhaar for school admission. The principal of EDMC School (Urdu Medium), however, denied that any organisation had come for the admission of these children.

The vice-principal of Sarvodaya Bal Vidyalaya, Shastri Park, maintained Aadhaar and bank account have been made mandatory (for admission) by  the school department.  "We independently cannot help these children who are without Aadhaar." Neelam Kulshreshtha, a teacher associated with Kadam Set-Up, is now trying to get bank accounts opened up. Meanwhile, a DCPCR member said any aggrieved person in such cases can approach the panel for relief.

An Aadhaar enrolment project for children below five years is in progress in the district.

The programme is being taken up by the Social Justice Department and the Akshaya district wing.

The district has 1.33 lakh children below five years, according to the 2011 census figures. Of them, 82,000 have already been enrolled.

The project envisages enrolment of 1.25 lakh children under Aadhaar by the end of April.

The parents, who have not enrolled the names of their children so far, could make use of the opportunity.
The move has been initiated in the wake of the fact that Aadhaar is being increasingly incorporated into a variety of government services.

In future, Aadhaar could be made mandatory for services pertaining to children such as school admission and scholarship payment as well, according to officials.

The enrolment could be done at camps being organised at Akshaya kendras and Anganwadis.

BENGALURU: Aadhaar enrolment of children below five years of age is expected to get a shot in the arm, as about 2,000 Android based tablets will be acquired by the State for the purpose.

The initiative has been taken up after Unique Identification Authority of India (UIDAI) issued directions to speed up the process. Officials say that the tabs will be acquired using funds from Centre for e-governance and the Department of Women and Child Welfare.

B M Vijay Shankar, Director of Women and Child Development Department, told Express that the process of acquiring the tabs was on. “We will be mobilising anganwadi workers for the process of enrolment. The details of the whole project are being worked out and the devices will be acquired shortly,” he said.
He said that the devices will not be used exclusively for the purpose.

It will used for other works of the Department along with it, he added.

Anjali Ellis Shankar, Additional Director General, UIDAI, said that the number of devices to enrol the children has been increased as there was only a limited number of such devices. “The drive to enrol children is already under progress. With the new tabs we are hoping to move a little faster in terms of enrolment,” she said.

UIDAI will target anganwadis with the new devices. Since the biometrics of children cannot be gathered, they will have to enrol initially and submit biometric details when they are above five years.

“Biometrics of children below five cannot be gathered, as their biometrics are yet to take proper shape,” she added.

According to sources in Centre for e-governance, 2,000 tablets will be acquired in the next few months.

Camps to enrol children aged below five years in anganwadis for Aadhaar has failed to gather momentum in Ernakulam owing to a variety of reasons.
So far, just 25,000 of the 2.5 lakh of the targeted group have been covered in the camps.
From parents’ lack of interest to blame game between Akshaya entrepreneurs and Social Justice Department officials and the apathy of a section of anganwadi workers towards enrolment, the reasons are plenty.
Children are spared of biometrics such as thumb impressions and iris scan but can be enrolled based on a photograph, proof of date of birth and Aadhaar card or enrolment slip of parents. Their biometrics need to be incorporated into the card before they attain 15 years.
“Parents are often not serious about enrolment of their children. At least, parents of children aged between three and five years would enrol their kids now with Aadhaar card being mandatory for school admission,” sources told The Hindu .
Then there is the lack of meeting ground between Akshaya entrepreneurs and the Child Development Services (ICDS) supervisors and Child Development Project Officers (CDPO) on various aspects from location of camps to the number of enrolments at a time.
Since the biometric device bought by Akshaya entrepreneurs are costly and need power and internet connectivity, they cannot be expected to set up the equipment just anywhere whereas the Social Justice Department officials want camps to be held at the anganwadis or places of their choice.
Besides, Akshaya entrepreneurs have to employ a biometric operator and a supervisor approved by the Unique Identification Authority of India (UIDAI) for enrolment of children. The supervisor has to put his or her thumb impression as counter verification of the child being enrolled.This means that there should be an adequate number of enrolments making the exercise feasible for entrepreneurs. But often the turnout for enrolment is either too many or too few.

8385 - Statewide survey: 189 children in Kolhapur district enrolled back in schools - TNN

KOLHAPUR: As many as 189 children from the district, who were identified as 'out-of-school' during the July 4 survey, have been enrolled back in schools. According the district primary education officials, they are tracking the admission status of the remaining children. 

The officials said the admission status of the children studying in madrassas is still unclear. The state government's notification had clearly stated that once the students are identified as out-of-school, they should be admitted within a week. 

The district primary education department had identified 493 out-of-school children in the district of which 232 were from madrssas. The officials said 189 are non-madrassa students. They are hoping to receive the data on the remaining 72 students from a few of the talukas this week. 


Subhash Chaugule, district primary education officer, told TOI that the admission status of the children from two-three talukas is awaited. We are awaiting the final report, he said. 

"We have asked for the admission status report from the taluka-level officers concerned. The report is likely to be generated this week. The admission process is underway and we are likely to bring all the identified students in the mainstream education soon," he said. 

Chaugule said the department is yet to receive any clarification on the students identified in madrassas. 

According to the state government's circular dated May 20, the identified children should get Aadhaar cards within eight days. 

When asked about the status of Aadhaar cards for the children, the officer said preference is being given to the students from anganwadis. Once the process is over, the students from primary classes will be issued Aadhaar cards. 

The survey was embroiled in controversy after the state government decision to term students of madrassas as out-of-school. The district administration had appointed as many as 7,161 survey officers for the event, along with 383 zonal officers and 22 control room officers across the district for the survey. 

The school education department had collaborated with the departments of public health, revenue, labour, women and child welfare, minority affairs, tribal development and social welfare as well as municipal authorities to ensure that all aspects are covered.
