Every student’s data in state can be tracked

Mumbai : Schools of the state have been informed to collect data of students from Class 1 to 12 and compile it by April 25. This data will be compiled under Student Data Management Information System (SDMIS) which will be used to track details of every student for the Child Tracking System (CTS) and keep a record of all documents digitally.

This data will include academic information, family details, examination, results, scholarship, achievement, attendance, disability, personal details and general information of every student. SDMIS will be under Unified District Information System for Education (U-DISE) which will cover all schools.

This initiative has been introduced to keep a record of academic journey of every student studying in around 1.5 million government and private schools of India. Students will be tracked with the help of Aadhaar Number. This programme is a part of the Sarva Shiksha Abhiyan where the central government aims to provide education to all students and improve quality of education.

School authorities stated this move will help keep a track of students to tackle the drop-out rate. Radha Seth, a teacher said, “Large number of students are quitting civic-run schools and there is no track of either the reason or status of those students. This database will help us understand the academic progress and family background of a student. We can then tackle various situations and prevent drop out once we know where the problem lies.”

In addition, this database will help resolve untoward incidents and help students. A senior official of state education department, said, “We can check on the student, financial background, social background and also get personal details of students through this digital database. It will help find the cause and remedy to conduct various measures to help students cope up with their academics and prevent any untoward incidents.”

Teachers claimed this move is basically a simple initiative to know students better. Rajendra Mehta, a teacher said, “We have so many students who pass every year that we do not know students on a personal level. Students face stress due to problems at home or with family and this uniform data will help us to know each and every student on a personal level.” Principals of all schools have been informed to compile all data by April 25 as the final database is expected to be created by May 1 by the state government.

PATNA: The Bihar School Examination Board (BSEB) is set to become the country's first state board to link students' examination forms with their Aadhaar numbers to avoid duplication and facilitate easy access to documents.

The initiative will be implemented from the BSEB's compartmental exams, which are scheduled for November.

"While submitting examination forms, students will have to specify whether or not they have Aadhaar numbers.

Those who do, will have to mention it on their forms. Students who do not have Aadhaar cards are requested to apply for the same so that they can also benefit from the move," BSEB chairman Anand Kishor said on Saturday.

The decision was taken after Kishor had a talk with Unique Identification Authority of India (UIDAI) DG Ajay Bhushan Pandey, who was in Patna on Friday.

Hyderabad: In a bid to weed out bogus beneficiaries of government welfare schemes, the Telangana school eduation department has made it mandatory for parents of students in both government and private schools to submit the Aadhaar details of their wards.

Saying the information is required to ascertain the number of students who avail of government schemes, the department issued a directive last month seeking Aadhaar card details of all students. The directive, despite a Supreme Court order that said it is not mandatory for students to submit their Aadhaar details, has baffled many parents, especially those with children studying in private schools. 

The government officials, meanwhile, said the exercise is meant to ascertain targeted delivery of benefits to students who need them the most. "This step is being taken to determine students' data. The Aadhaar details of each student will provide the department with the exact strength in government as well as private schools. It will also help the government verify how many students are dropping out from school every year," said a senior education department official.

Incidentally, Telangana is among the very few states to have 100% Aadhaar coverage. Officials say that government agencies across the country can verify the identity of an individual on real-time basis from the central database without requiring a physical card.

However, the move has attracted criticism from parents of students in private schools, who cite concerns of invasion of individual privacy. "The school has been seeking the Aadhaar card number of my son for a long time now. When questioned, even the management doesn't know why they are collecting these details. Despite the SC order, the school education department is asking such private details, which I refuse to submit," said Mansoor Ali Khan, a parent who has his ward admitted in a private school in Tolichowki.

Sangeetha Reddy, a parent, shares similar concerns, and is questioning the government's need to seek Aadhaar details. "If its goal is to ascertain bogus beneficiaries in government schools, the department cannot seek details of all students. It should look for an alternative to ascertain enrolment and drop-out rate in government schools," she said.

Authorities in Karnataka state, India, are looking to use the country’s Aadhaar cards to ensure that parents do not enroll children in schools outside of their municipal districts.

Indian children are currently entitled to free education under the country’s Right to Education (RTE) Act, but they must accept seats in the municipal wards of their primary address; however, many parents have signed up their children for seats in what they perceive to be better schools using fake addresses. Now, state authorities will start using Aadhaar and voter ID cards as the sole documents of student registration.

That’s very much in keeping with the overall spirit of the Aadhaar program, which was implemented to cut down on fraud and improve government administration. The cards link citizens to a national biometric registry, ensuring that the identities on the ID cards themselves are indeed matched to the correct individuals; and they have been used to track government employees’ working hours and to administrate healthcare services, among other important functions.

The use of Aadhaar authentication could make a big difference in its school registration application. Authorities reportedly found at least 10,000 fraudulent RTE applications last year, with the majority of parents seeking school assignments Bengaluru for their children, overwhelming that district’s resources. Hopefully Aadhaar authentication will allow for a better-managed school system for all concerned.

In yet another effort to ‘push’ students to enrol for Aadhaar, the Department of Primary and Secondary has set March 2016 as the deadline to get the card. In a circular issued recently, the department has said that Rs. 3 crore will be spent on mobile registration units.

The department has been trying to get students enrol despite an apex court ruling that having an Aadhaar card is not mandatory. School managements have been asked to collect details of those who have Aadhaar cards and the department, along with the Centre for E-governance, has begun conducting drives across all schools — government, aided and unaided — in the State to enrol students for Aadhaar. As per department statistics, 50.8 lakh of the one crore students are yet to register for Aadhaar.

Yavatmal: The education directorate's order relaxing norms which made Aadhar card compulsory for availing benefits of various government sponsored schemes has brought relief to students and parents in the district.

Aadhaar card was made compulsory for availing scholarship, uniform, textbooks, filling up examination forms etc. Since there is no adequate infrastructure for providing Aadhar cards to all eligible students, parents and their wards were in distress. Despite standing in long queues at Aadhar card centres, many of them had not been able to get the card.

Over 80 anganwadis in the district were given work of preparing Aadhar cards by the administration but they could not cater to all the students. Those who have applied for the cards are still waiting for its receipt. The main reason for the delay is the apathy of the postal service system. The cards have piled up at post offices though people are thronging there to enquire about their receipts.

To help bridge the huge divide in linking Aadhaar numbers with the Electoral Photo Identity Card (EPIC) numbers, the Pune district election officials have now turned to students. With most state board schools re-opening next week, a special drive in the coming week will see students get their parents’ Aadhaar, EPIC and mobile numbers, and hand it over to their teachers. The data collected will be submitted to their respective principals, who have been appointed as ‘booth heads’. They will then hand over the data to the education officer. With a July-end deadline, the Pune district has rolled out this special initiative which will see all the schools participate in the drive.

“With a very dismal linkage recorded for the district, we have taken out this initiative which pertains to Pune alone. We have asked students to get the details by June 19 and the school heads or principals will have to hand over the details to the education officer,’’ said deputy election officer Samiksha Chandrakar Gokule.

With a large number of schools in the district, if each child hands over the details, the election department hopes that it can help link a sizeable population. Children are expected to carry photocopies of Aadhaar and EPIC cards of their parents, added Gokule.

In colleges, the NSS has been roped in to help link the data. Students have been asked to submit their parents’ and their own card details. The same will be done for anganwadis too, where parents will be asked to provide the details to the anganwadi workers.

The labour commissioner has been appointed as the nodal officer for the drive to be carried out at IT companies.

The coming week will see card linking activity at all levels, said Gokule on the drive instructed by the Pune district collector.

Besides IT companies, they have reached out to large societies as well which will help them collect forms. The drive is part of the National Electoral Rolls Purification and Authentication Programme. Those failing to do so will see the deletion of their names from the voters’ list. The programme, which was launched on February 27, aims to complete 100 per cent linkage by July 30. The programme was initiated following major hassles, including multiple entries.

The district administration officials have informed people that those with double entries, should fill up form 7 to get their names delete from all places except one or else the administration officials will be forced to delete it randomly.

The Maharashtra government is looking to track its nearly 1.6 crore school students as it plans to improve the quality of education in the state.

In the wake of a survey that shed light on the poor quality of primary education and the high dropout rates in Maharashtra, the Devendra Fadnavis government has decided to put into practice a unique child education tracking system, using the Aadhaar identification number of all the nearly 1.6 crore students in the age group of 6-14 years.

Nand Kumar, Principal Secretary, School Education, told The Indian Express that the new system would be rolled out on May 22 and would be applicable to both public and private schools.

Over 90 per cent population in Maharashtra has already enrolled for Aadhaar, according to  official figures.

In January 2015, the Annual Status of Education Report, a nationwide survey carried out by education advocacy group Pratham, had found that learning standards in state’s schools were poorer than most other states in the country.

The NGO that surveyed over 788 primary schools across the state had found that seven out of ten Class VIII students could not carry out basic subtraction and division of numbers.  Further, 80 per cent students in Class VIII could not read Class II textbooks.

Desperate to improve its skewed education development index, the state government is now banking on this child tracking system to deliver results.

A senior government official said under the new system developed with the assistance of National Informatics Centre, the government planned to maintain annual records of all schoolgoing children, including their basic profile, their academic performance, and details of incentives or benefits provided to him/her, if at all, by the government.

Besides helping the government curb misdirected benefits and grants — a probe had earlier revealed rampant bogus enrollments in state schools — Nand Kumar said the government planned to use the new system to track the performance of each child.

“We have no means currently to map whether an enrolled student is getting the desired education in schools. The new system will allow us to track their performance regularly,” the senior bureaucrat said. He added that plans were also afoot to start common tests in mathematics and language subjects for evaluating a child’s progress.

The state government, which will also involve a third party agency to audit performance of schools, has said the school administration will be held accountable for under performance of students in such assessments.

With a high dropout ratio in schools also adversely impacting on primary education in the state, the Maharashtra government has also decided to club the system with a survey to identify “out-of-school” students across the state. “This survey will be launched on June 20. We plan to track even such students with Aadhaar numbers,” Nand Kumar said.

Elaborating, he said, “Once the student’s data is fed into a central data monitoring system through Aadhaar, he or she will be enrolled in a nearby school. It would be the responsibility of the school then to impart education to such kids.”

According to official figures, over 2 lakh children in Maharashtra are estimated to be “out of school”. Of this, about 1.18 lakh students are students, roughly 59 per cent are such who have never gone to school, whereas the remaining 0.82 lakh are dropouts.

More worrying fact for the government is a very high dropout ratio among girls leaving studies after primary education. Official figures reveal that about 21 per cent girls drop out of school before passing their class X.

Taking a stern view of the state of education in Maharashtra, Chief Minister Devendra Fadnavis had earlier directed the department to take concrete steps to improve the state’s overall ranking in the education development index.

The state government has also set an ambitious target of bringing down the girl dropout ratio in Class X to 5 per cent before 2020.
Educationist Basanti Roy, who is also a former secretary of the Mumbai division of the state education board, however, felt that the state government must first fix the problem regarding poor standard of teachers in schools. “Inadequate number of teachers in government schools, and poor quality of teachers in private schools are the main reason Maharashtra fares poorly in education.”

Sunita George, principal, Vibgyor High School in Mumbai’s Goregaon, welcomed the initiative but said the government must use it to take some concrete steps.

KOLHAPUR: Education officials of Kolhapur division, which covers five districts of Kolhapur, Sangli, Satara, Ratnagiri and Sindhudurg, will have a mammoth task of collecting and verifying information of over six lakh students for the purpose of issuing Aadhaar cards to them after the state's directive of issuing the card to every student by June 26. 

Of these six lakh, the district alone covers 1.98 lakh students, while Sindhudurg has the lowest number of students at 51,905. 

The role of teachers too will be important in the division as they will have to participate in creating awareness about the programme. The division, according to the report, has over 37,000 teachers. 

According to the Kolhapur Deputy Education Director 2014-15 Report, the division hosts a total of 10,553 schools in which around 6.62 lakh students are studying. To manage this huge task, the education department has instructed its officials to go by the defined responsibilities right till the ground level for perfect coordination. 

In the first step, the directive stated that from April 27-May 2, the block education officers (BEOs) should start collecting information from their subordinates about various schools in the taluka. The information sought will be specifically about students who do not have an Aadhaar card. 

In the second stage on May 3 and 4, the district education officers (both primary and secondary departments) will have to compile the filtered students' information sent by block education officers. This information about students, who do not have an Aadhaar card, will be submitted to the collector's office. 

On May 5, the collector will have a meeting with the education department officials and fix dates for Aadhaar registrations for various talukas and schools. 

On May 6, education officials will meet their subordinates and principals to inform them of the plan. On May 7, principals will meet their teachers and provide them the details of the Aadhaar card registration programme in their area. 

From May 8 onwards, teachers and other school staff are expected to create awareness about the campaign and inform the time and venue to all students and their parents for Aadhaar registrations. The state's directive has already made it clear that it expects all students to be registered by June 26. 

Education officials have been asked to cover the publicity of the campaign as well. The circular says advertisements should be given in government and private media so that everyone comes to know about the programme. 

On the overall move, an official from the Kolhapur district primary education office said, "The BEOs have been notified about the proposed meeting on the Aadhaar card initiative and soon a meeting will be called to discuss the details." 

Vice-chairman at Avani, a city based non-governmental organisation working in the field of education, Anuradha Bhosale told TOI, "The government's move is bold and very much necessary. It will, if implemented properly, bring out the reality of the number of students studying in a school and curb bogus students." 

Aadhaar cards will be compulsory for school students and they will have to apply for it by June 26. It will be linked with children's admission numbers and government benefits they are entitled to. According to the April 21 directive, over 1 crore children up to14 years of age in the state will be brought under Aadhaar's ambit. 

The move is aimed at ensuring that no child drops out of school before he/she completes education or at least till attaining elementary education and that he/she gets benefits of all government schemes. 

Linking of Aadhaar card, also known as Unique Identification (UID), with students' database will also help the government verify whether or not students are enrolled in schools.

In order to create awareness about the project, the Department of Public Instruction is conducting an essay writing and drawing competition for schoolchildren on January 12.

The selected essay from each school should be sent to the district office by January 16.

After the house wives seeking gas cylinders, now it is the turn of students to bear the brunt of compulsory Aadhar Card to avail scholarships disbursed by the state government. With the government making Aadhar Card mandatory to receive the scholarships, many students who have not yet received their cards are at a loss.

While those who have provided the Aadhar Cards to avail the benefit are wondering as when would the government disburse the funds as it is learnt that the verification process to filter the genuine applications is not completed so far. With the academic year coming to an end in a couple of months, students are questioning whether or not the government will release the funds before the present academic year concludes.

Says Upendra, a student from Osmania University, ‘’Why has the government brought in this new method when it is aware that the process of distributing Aadhar Card is a complete failure? There were no problems when the government used tenth class memo to authenticate the genuineness of an applicant. In a desperation to continue their course many students, who do not have Aadhar Cards, are borrowing money to continue their courses.”

The social welfare department every year invites applications for new scholarships and renewals in July and finishes its verification process and disburse money before the financial year ends in March. However, there is an unprecedented delay this year as it brought in Aadhar Card system and asked the institutions to install biometric card readers.

Student leaders allege that the government is deliberately including new provisions to cut the number of applications. Noor Mohammad, Students Federation of India state president says, “The government wants to cut down the number of applications so they are harping e-governance and transparency for their new set of rules.  Last year, they asked for attestation by notary and this time they are insisting on Aadhar Cards. I do not understand what is the problem with previous methods. Due to this number of applicants have come down, compared to last year.”
