In 2009, I became extremely concerned with the concept of Unique Identity for various reasons. Connected with many like minded highly educated people who were all concerned.
On 18th May 2010, I started this Blog to capture anything and everything I came across on the topic. This blog with its million hits is a testament to my concerns about loss of privacy and fear of the ID being misused and possible Criminal activities it could lead to.
In 2017 the Supreme Court of India gave its verdict after one of the longest hearings on any issue. I did my bit and appealed to the Supreme Court Judges too through an On Line Petition.
In 2019 the Aadhaar Legislation has been revised and passed by the two houses of the Parliament of India making it Legal. I am no Legal Eagle so my Opinion carries no weight except with people opposed to the very concept.
In 2019, this Blog now just captures on a Daily Basis list of Articles Published on anything to do with Aadhaar as obtained from Daily Google Searches and nothing more. Cannot burn the midnight candle any longer.

Legal scholar Usha Ramanathan describes UID as an inverse of sunshine laws like the Right to Information. While the RTI makes the state transparent to the citizen, the UID does the inverse: it makes the citizen transparent to the state, she says.

Good idea gone bad
I have written earlier that UID/Aadhaar was a poorly designed, unreliable and expensive solution to the really good idea of providing national identification for over a billion Indians. My petition contends that UID in its current form violates the right to privacy of a citizen, guaranteed under Article 21 of the Constitution. This is because sensitive biometric and demographic information of citizens are with enrolment agencies, registrars and sub-registrars who have no legal liability for any misuse of this data. This petition has opened up the larger discussion on privacy rights for Indians. The current Article 21 interpretation by the Supreme Court was done decades ago, before the advent of internet and today’s technology and all the new privacy challenges that have arisen as a consequence.

Visakhapatnam: The Vizag district administration is to conduct a voters list door-to-door survey from May 25. The survey will go on for one month. The exercise will be taken up by teachers and officials of the revenue department. 

The survey is to prepare the final list of electoral rolls and could be indicative of the state wanting to hold the GVMC polls later this year.

Though district level officials claim that such surveys are usually conducted in a thorough and a proper manner, P Ramaji, a school teacher from Narsipatnam zone and veteran in such surveys said, "Usually such surveys are taken up during peak summer. However, teachers and certain officials of the district find it a cumbersome exercise and try to bypass the process resulting in incorrect data."

Even as the teachers claim that the task is an extremely daunting one, district officials said the door-to-door survey would be conducted in a meticulous manner.

According to the officials, the district has a population of slightly over 45 lakhs and the number of voters in the district is slightly over 33 lakhs. However, sources within the collectorate disclosed that over the last five years from 2011, the number of voters in the district has fallen by over 1 lakh partly because of the poor awareness campaign concerning the voters' registration drive being taken up. 

A voter from Narsipatnam K Surya Raju said, "The irrationality of the whole drive lies in the fact that everything is being linked to Aadhaar. At this rate, a number of voters without the requisite documents would have to abstain from voting."

District collector N Yuvaraj said, "We understand the problem and hence we have decided to ensure that the survey is conducted in a proper way. The survey would cover not more than 50 houses per day for every poll booth keeping in view the hot weather and more importantly all those potential voters without Aadhaar card would also be enrolled."

After the transfer of Hyderabad District Election Officer Somesh Kumar and causing anxious moments to the Chief Election Officer Bhanwar Lal, the issue of large-scale deletion of voters in the city is likely to embarrass the Telangana Chief Minister K. Chandrasekhar Rao.

Former Minister M. Sashidhar Reddy, who took up the issue effectively with the Election Commission (EC) that led to an inquiry team being rushed to Hyderabad told The Hindu that he is determined to take it to the logical end. He said: “It was the Chief Minister who summoned the CEO to an official meeting at his camp office on July 21, where he fixed the target of deleting 15 lakh voters in the name of Aadhaar seeding or describing them bogus. I am going to pursue with the Election Commission to take action against him as he has violated rules that insulated officials deputed for election duties”.

Impact on politics

Mr. Reddy, also former vice-chairperson of National Disaster Management Authority, quoted Section 13CC of the Representation of People’s Act that specifies that “the Chief Electoral Officers and District Election Officers…. are deemed to be on deputation to the Election Commission for the period during which they are so employed and such officers and staff shall, during that period, be subject to the control, superintendence and discipline of the Election Commission”. 

This being the case he wondered how Mr. Rao could summon and give directions to the CEO.

In his latest representation to the EC backed with documents and media reports including CDs, Mr. Reddy says Mr. Rao had insisted (at the meeting) on deletion of bogus voters en masse from electoral rolls as their continuance would impact State politics altogether. Twenty-four of the 119 Assembly constituencies were in Greater Hyderabad Municipal Corporation (GHMC) limits and all these bogus voters were here. If Aadhaar seeding with Electors Photo Identity Cards was done properly, these voters could be removed from the list, Mr. Rao had emphasised.
Mr. Rao went on to remind the officials that voters should be 66 per cent of the overall population as per EC norms but in the case of 24 Assembly constituencies in GHMC area this percentage was more indicating presence of bogus votes. All this showed that the Chief Minister has transcended his powers and strayed into those of the EC, Mr. Reddy contends. Is he the official of the EC to review the progress of the seeding and the revision of electoral rolls?, he asked. The deletion of voters on such a massive scale was unprecedented and was done selectively with an intention to boost the prospects of ruling Telangana Rashtra Samiti in the coming GHMC elections, he alleged. Mr. Reddy said the meeting and what the Chief Minister said there was unwittingly confirmed by Mr. Bhanwar Lal in his interviews with TV channels. “The Chief Minister personally called me at exactly 2.22 p.m. on that day (July 21) saying Chief Secretary and GHMC commissioner are with him to discuss Aadhaar seeding with EPIC and that he wanted to know why the seeding was poor in Hyderabad while it was cent percent in Nizamabad and 80 to 90 per cent in other districts,” he told the interviewer.
Mr. Bhanwar Lal who did not respond to repeated calls from The Hindu, in his interviews to TV channels found nothing wrong in meeting the Chief Minister as it was during non-election time. He admits that after the Chief Minister’s instructions, Aadhaar linking was launched and continued till the Supreme Court stopped it.

“By the time SC judgment came nine lakh duplicate voters were identified when only 45 per cent of EPIC-Aadhaar seeding was complete. If the seeding was 100 percent it would have been possible to delete all duplicate voters,” the CEO said. It was a clear indication that the CEO would have reached the target of 15 lakhs given by the Chief Minister, Mr. Reddy argues. And since the Aadhaar seeding had to be stopped voters were deleted on a large scale, he claims. Citing precedents where action was initiated, Mr. Reddy said the EC directed the UP State government to suspend senior officers including the District Election Officer of Moradabad and others in the case of illegal deletion of 15,800 names of voters in Thakurdwara assembly constituency, a segment of Rampur LS constituency.

Adilabad Collector M. Jagan Mohan on Friday asked Tahsildars to complete seeding of Aadhaar numbers with voter cards. He said the new voter lists should be as per the seeding of the unique identity number of respective voters. Reviewing the voter enrolment programme, the Collector said the process of inclusion and deletion of names should also be completed soon. He asked Tahsildars to display the voter lists for the benefit of political parties. Adilabad RDO A. Sudhakar Reddy informed the Tahsildars that the government would be giving them tabs soon.

Telangana BJP president G Kishan Reddy has strongly opposed the Aadhaar seeding of Voter ID cards which was being carried out by the Greater Hyderabad Municipal Corporation. Speaking to the media here on Monday, Kishan Reddy alleged that the names of thousands of Hindu voters were being removed from electoral rolls in the name of Aadhaar seeding. Aadhaar Voter ID linkage drive

He said he would approach the court against the GHMC's drive. There was no need to link Aadhaar with Voter ID, the BJP president said. Kishan Reddy pointed out that the Supreme Court’s ruling which clearly stated that Aadhaar (Unique Identification Number) was not mandatory. He alleged that the TRS government launched the Aadhaar seeding drive fearing defeat in the forthcoming GHMC elections.

The BJP president accused the TRS government of following in the footsteps of previous YSR government. He ridiculed the State government for calling tenders worth Rs 16,000 crore for Water Grid project while it allocated just Rs. 4,000 crore in the budget. Even before initiating the works on Palamuru Lift Irrigation Project, the State government called for tenders to lay the pipelines. 


He demanded the State government to issue a white paper on the funds released for different welfare schemes. Kishan Reddy also slammed MIM leaders for opposing execution of Mumbai blast convict Yakub Memon. Stating that terrorism has no religion, he accused MIM for linking Yakub Memon with Muslims.

The District Election Wing (DEW) has been advised not to go ahead blindly with the ‘absent-shifted-dead’ (ASD) list generated by the computer after including Aadhaar numbers in the electoral roll.

During an inspection of electoral roll purification and Aadhaar number seeding exercise at the Taluk Office by Joint Chief Electoral Officer A. Sivagnanam on Tuesday, the DEW staff informed him that around 7,000 entries were generated by the system in the ASD list after seeding of Aadhaar numbers.

‘Mismatch is prime reason’
The staff told him that the mismatch of the Aadhaar data with details available on the electoral roll was the prime reason for generation of such large number of ASD entries.

However, during the cross-verification of some entries, it was found that the names of certain electors who signed the enumeration booklet but had not provided Aadhaar number, mobile phone number and e-mail address, had also found their way into the ASD list.

The official cautioned the staff not to act hastily while comparing the Aadhaar data with electoral roll data. Mere spelling mistakes or mismatch of address entries could not be construed as valid and final reason for deletion of names from the voter list.

VISAKHAPATNAM: Shocked that over 9.21 lakh voters were missing in the Aadhaar linkage with the Electoral Photo Identity Cards (EPIC) in Visakhapatnam district, the district administration is gearing up to re-verify voter lists. The identification of legitimate voters has become crucial to conduct municipal elections in Vizag, considering the thin margin of victory secured by the TDP over the YSR Congress candidates in the general elections.

The district administration recently undertook linking of Aadhaar cards with the EPICs for verification of voters and their residences. To their astonishment, they found that about 9.21 lakh voters out of 34 lakh registered in the district are not residing at the addresses mentioned in their EPIC/Aadhaar cards.   As the elections GVMC are due, the issue became a hot topic in the city. Speaking on the issue, district collector N Yuvaraj said that the missing voters would lose their right to vote, unless they link their Aadhaar card with the voter IDs.

All the political parties are very keenly observing these developments and assessing their prospects in the ensuing GVMC elections. As the lion’s share of missing voters is in the GVMC limits, all the parties - the TDP, YSRC, Congress, BJP and Left parties - are devising strategies to deal with challenges arising from the deletion of names from the voters list.
Meanwhile, the government employees conducted a door-to-door survey and verified whether the voters were residing at the said addresses. During the visits, they collected the copy of the Aadhaar card of the voters. Surprised over the huge gap, the district administration has decided to extend the time till June 30 and asked the voters to confirm their current addresses by linking their voter ID cards with the Aadhaar details.
“We expected the difference to be around 1.5 to 2 lakh voters, but unavailability of over 9.21 lakh voters at their registered addresses was unheard of. There are several allegations on the sudden rise in the number of voters in various Assembly constituencies, particularly during the 2014 elections. In view of the new results, we are planning to conduct another round of door-to-door surveys to confirm the number of missing voters,” a senior revenue official said. Among the missing 9.21 lakh voters, the district administration has found that about 47,000 voters registered their names in two places, 56,000 voters died and 2,962 voters are not eligible to exercise their franchise. It is suspected that about five lakh voters changed their houses and the houses of the remaining voters were found locked during the door-to-door survey. In fact, Yuvaraj convened an all-party  meeting and requested parties to cooperate in the linkage of Aadhaar card with voter IDs. He also requested the political parties to take up a massive campaign at polling booth-level to trace the missing voters.


Responding, YSR Congress district president Gudivada Amarnath said that it was not a surprise for the Opposition party. “Before the 2014 elections itself, we raised an alarm about thousands of voters being transported to Visakhapatnam city, particularly the Visakhapatnam East constituency for enrolment of their names in the voters list. But the officials turned a deaf ear, which favoured the TDP,” he alleged. A former Congress MLA said that, “we cannot blame anyone as the state was embroiled in the bifurcation issue. Some leaders took advantage of the situation to ensure that they enrol the names of their people, notwithstanding the state bifurcation or otherwise.”

Chief Electoral Officer Bhanwar Lal on Sunday said new ‘purified’ electoral list with Aadhaar linkage will be published by August. He said all the district administrations were advised to complete enrolment of Aadhaar number in voters' list as early possible.
He reviewed the Aadhaar enrolment with Srikakulam Collector P.Lakshmi Narasimham and Joint Collector Vivek Yadav on Sunday at Srikakulam collectorate.

He said people need not worry about removal of their names from voters’ list if they did not have Aadhaar cards. "We will not remove names if some people go to other places on temporary migration," he added.
