In 2009, I became extremely concerned with the concept of Unique Identity for various reasons. Connected with many like minded highly educated people who were all concerned.
On 18th May 2010, I started this Blog to capture anything and everything I came across on the topic. This blog with its million hits is a testament to my concerns about loss of privacy and fear of the ID being misused and possible Criminal activities it could lead to.
In 2017 the Supreme Court of India gave its verdict after one of the longest hearings on any issue. I did my bit and appealed to the Supreme Court Judges too through an On Line Petition.
In 2019 the Aadhaar Legislation has been revised and passed by the two houses of the Parliament of India making it Legal. I am no Legal Eagle so my Opinion carries no weight except with people opposed to the very concept.
In 2019, this Blog now just captures on a Daily Basis list of Articles Published on anything to do with Aadhaar as obtained from Daily Google Searches and nothing more. Cannot burn the midnight candle any longer.

Aadhaar

The UIDAI has taken two successive governments in India and the entire world for a ride. It identifies nothing. It is not unique. The entire UID data has never been verified and audited. The UID cannot be used for governance, financial databases or anything. It’s use is the biggest threat to national security since independence. – Anupam Saraph 2018

When I opposed Aadhaar in 2010 , I was called a BJP stooge. In 2016 I am still opposing Aadhaar for the same reasons and I am told I am a Congress die hard. No one wants to see why I oppose Aadhaar as it is too difficult. Plus Aadhaar is FREE so why not get one ? Ram Krishnaswamy

“The invasion of privacy is of no consequence because privacy is not a fundamental right and has no meaning under Article 21. The right to privacy is not a guaranteed under the constitution, because privacy is not a fundamental right.” Article 21 of the Indian constitution refers to the right to life and liberty -Attorney General Mukul Rohatgi

“There is merit in the complaints. You are unwittingly allowing snooping, harassment and commercial exploitation. The information about an individual obtained by the UIDAI while issuing an Aadhaar card shall not be used for any other purpose, save as above, except as may be directed by a court for the purpose of criminal investigation.”-A three judge bench headed by Justice J Chelameswar said in an interim order.

Legal scholar Usha Ramanathan describes UID as an inverse of sunshine laws like the Right to Information. While the RTI makes the state transparent to the citizen, the UID does the inverse: it makes the citizen transparent to the state, she says.

Good idea gone bad
I have written earlier that UID/Aadhaar was a poorly designed, unreliable and expensive solution to the really good idea of providing national identification for over a billion Indians. My petition contends that UID in its current form violates the right to privacy of a citizen, guaranteed under Article 21 of the Constitution. This is because sensitive biometric and demographic information of citizens are with enrolment agencies, registrars and sub-registrars who have no legal liability for any misuse of this data. This petition has opened up the larger discussion on privacy rights for Indians. The current Article 21 interpretation by the Supreme Court was done decades ago, before the advent of internet and today’s technology and all the new privacy challenges that have arisen as a consequence.

“What is Aadhaar? There is enormous confusion. That Aadhaar will identify people who are entitled for subsidy. No. Aadhaar doesn’t determine who is eligible and who isn’t,” Jairam Ramesh

But Aadhaar has been mythologised during the previous government by its creators into some technology super force that will transform governance in a miraculous manner. I even read an article recently that compared Aadhaar to some revolution and quoted a 1930s historian, Will Durant.Rajeev Chandrasekhar, Rajya Sabha MP

In the Supreme Court, Meenakshi Arora, one of the senior counsel in the case, compared it to living under a general, perpetual, nation-wide criminal warrant.

Had never thought of it that way, but living in the Aadhaar universe is like living in a prison. All of us are treated like criminals with barely any rights or recourse and gatekeepers have absolute power on you and your life.

7276 - India’s IT & communications ministry to take over Aadhaar biometric identification project - Biometric Update

January 28, 2015 -
India’s ministry of information technology and communications will take over the country’s national citizen identification project, Aadhaar, according to a report by Business Standard.

Under the Unique Identification Authority of India, the planning commission in the previous government was previously in charge of Aadhaar. However, leadership for the project must now shift as a result of the commission’s recent revamp.
“Since Aadhaar has many links with technology and is expected to play a bigger role in the government’s plan of ‘Digital India’, the ministry of IT and communications has started consultations with other ministries to move Aadhaar under its domain,” a senior government official told Business Standard, adding that the ministry would soon prepare a Cabinet note for bringing Aadhaar under its administrative jurisdiction.

Currently, about 745.6 million people, or 61% of the population, have been provided with Aadhaar numbers, with a government goal to enrol the entire country by June. Additionally, the percentage of enrolment is over 90% in 15 states.
Aadhaar is also being used for several other functions, including monitoring the attendance of government officials and as a proof of identity for government and private services.

The government also plans to link Aadhaar numbers with driving licences after successfully linking them with passports, mobile SIM cards, pension funds and the Digital India project.

Previously reported, the Election Commission of India is working on a plan to “embed” and synchronize the Aadhaar database with that of the Electoral Photo ID Card to help prevent duplication or forgery at election polls.

7117 - Road transport ministry may link Aadhar data and driving licence to track unsafe drivers - Economic Times

Jochelle Mendonca & Neha Alawadhi Dec 27, 2014, 06.26AM IST

(India records more deaths in road accidents than any other country on average about 1.5 lakh people die in road accidents in the country.)

MUMBAI|NEW DELHI: The road transport ministry is looking at linking driving licence and Aadhaar data, expecting it to help better track unsafe drivers and weed out those with multiple licences in the latest of a string of technology-based initiatives it has undertaken.

Nitin Gadkari, the minister for road, transport, highways and shipping, has said the government would look to cut the number of road accident fatalities in India by half in the next two years. India records more deaths in road accidents than any other country — on average about 1.5 lakh people die in road accidents in the country, many of them due to reckless and drunken driving. In the absence of an effective tracking mechanism, even habitual offenders dodge penalty and return to roads, often making fresh driving licences. The minister has said he would look at centralising data to check violations. Linking driving licence information with biometric data collected by the Unique Identification Authority of India for Aadhaar could help track offenders more effectively.

"There has been thinking that UID could be one of the options to link with the driving licence. There would be central data for people who are driving — both for driver's licences and registration. In the proposed Motor Vehicle Act, there is going to be linkage between violation and penalty," a road transport ministry official told ET.
The official said the government was looking at collecting data, which would then be mined. He declined to comment on record because he is not authorised to talk about the project.
The government has already begun the process of centralising data. The minister of state for road transport and highways, Pon Radhakrishnan, told Parliament earlier this month that the ministry was putting together a common portal for vehicle-and-driver related services, which involves the migration of legacy and local-RTO data to a centralised platform. The ministry is in talks with analytics platform companies to see how such a linking would work.

"The ministry of transport is looking at an analytics platform to catch people with multiple licences and those who are habitually bad drivers.

They have had some initial discussions with companies that provide the analytics platforms," said Sudipta Sen, chief executive and managing director of analytics company SAS Institute (India).

Sen added the system could even be extended to rope in insurance companies, who could then tailor premiums based on a driver's safety record.

7076 - Move to Link Aadhaar Cards With RCs, DLs - New Indian Express

By Express News Service
Published: 17th December 2014 05:59 AM

VIJAYAWADA: The Transport Department is all set to launch its month-long drive to link the vehicle-owners’ registration certificates (RCs) and driving licences (DLs) with their Aadhaar cards Wednesday.

According to a press release here, vehicle-owners will have to produce copies of the three documents at any of the six designated petrol bunks in the city or the Transport department office from 6 am to 10 pm on any working day and during the office hours respectively from Wednesday.

The release said that it had roped in some unemployed youth to collect the copies of the documents at the petrol bunks under the supervision of its staff at the six petrol bunks at Chennupati at Benz Circle, Sitarampuram, Ilapuram, Garapati and Swagruha Foods. Tokens would be issued to all the vehicle-owners who submit the documents.

7074 - Aadhaar seeding for driving licence and vehicle registration is being done at all petrol bunks in the state. - Deccan Chronicle

Hyderabad: Core database construction in Andhra Pradesh with Aadhaar seeding of revenue land documents, property tax and vehicle registration data has picked up across the state.

While seeding will help prevent fake land claims, stop evasion of property tax registration and prevent vehicle thefts, it has triggered fear among the people that all incentives and subsidies will be stopped in case of any tax default.

Aadhaar seeding for driving licence and vehicle registration is being done at all petrol bunks in the state. The road transport authority officials are collecting photocopies of Aadhaar cards from vehicle owners.

In AP, of 69.54 lakh revenue deeds, nearly 74 per cent have been seeded with Aadhaar so far. Seeding of seven major departmental databases is going on in full swing and is likely to be completed soon.

As part of building a core database, the state government has created a state resident data hub in association with Unique Identification Authority of India that built Aadhaar database.
Almost 4.5 crore families of the 5.5 crore population possess white ration cards in the state which are grossly misused.
S. Srinivasa Rao, a resident of Guntur said, “It’s good in one sense that they are seeding everything to Aadhaar.

But official machinery may use them to harass people in case of simple issues like delay in payment of property tax.”

7015 - Driving licence to be linked with Aadhaar - The Hindu

G. V. RAMANA RAO

Door-to-door survey launched in Gudivada as a pilot project
The door-to-door survey to get information about driving licence and vehicle registrations for linking it with Aadhaar cards was launched as a pilot project in Gudivada municipality on Monday.
Giving details of the exercise, Joint Transport Commissioner (IT, Enforcement and Road Safety) S.A.V. Prasada Rao said that Mission for Elimination of Poverty in Municipal Areas (MEPMA) and Society for Elimination of Rural Poverty (SERP) volunteers had been roped in for the programme. Special orientation programmes were organised for the MEPMA and SERP volunteers who would collect the data in municipal and rural areas respectively.

As part of the survey, MEPMA volunteers would go to vehicle owners and collect vehicle number, driving licence details, telephone number, apart from Aadhaar number during the day and in the evening, they would upload the data on to the Transport Department server.

The survey, known as ‘Organic Seeding’, was mooted after attempts to retrieve the details of vehicle owners from the available data banks had failed owing to various technical reasons. “Now, the data collected during the survey would be seeded into the Andhra Pradesh State Resident Data Hub (AP SRDH),” the Joint Commissioner said.

The united Andhra Pradesh has 75 lakh vehicles and 52 lakh licence holders.

Explaining the need for the survey, the Joint Commissioner said 80 per cent of the vehicles were personal ones. Personal vehicle owners rarely had any transaction with the department after vehicle purchase. While 1.27 crore numbers had to be seeded altogether, not more then 10,000 numbers were getting seeded per day. Hence, a door-to-door survey was essential for quick coverage of the huge number. According to statistics, 60 per cent of the vehicle owners are from municipalities.

With the completion of Aadhaar seeding process, that the Transport Department would send advisory, default and traffic alerts to vehicle owners and licence holders through the mobile apps, he said. The vehicle owners would be communicated with expiry date of their insurance and licence, apart from traffic updates. The data in the resident data hub could also be used for the quick tracking of missing and unclaimed vehicles, Mr Prasada Rao said.

6028 - Aadhaar card set to become lifeline for citizens - TNN

Sribala Vadlapatla, TNN | Nov 18, 2014, 03.13AM IST

Aadhaar cards for various facilities, schemes and subsidies ranging from pensions to property registrations.

HYDERABAD: The Aadhaar card is back in business. The scheme launched by the UPA government did not find support with the succeeding NDA regime, but during the last few weeks, the Union as well as the Andhra Pradesh and Telangana governments, have been asking for Aadhaar cards for various facilities, schemes and subsidies ranging from pensions to property registrations.

Word is around that Aadhaar cards might also be required for passports in the near future.

Due to the recent Supreme Court ruling that Aadhaar should not be made mandatory for various facilities and subsidies, it is being silently linked to the schemes rather than being insisted upon. While the Centre has hinted that the Aadhaar card could become necessary for issuing new passports in the near future, banks holding central government pension accounts are asking for the same for accepting annual life certificates from pensioners.

The AP government has linked Aadhaar to several schemes, including issuing driving licences, vehicle registration by transport department, land registration by municipal administration department, ration cards, pensions, National Rural Employment Guarantee Scheme (NREGS), Modified Direct Benefit Transfer Scheme for LPG (MDBTL) as well as the loan waiver scheme for farmers.

Together, AP and Telangana claim to have provided 95 per cent of the population with Aadhaar numbers. The initiatives of the two governments clearly indicate that the Aadhaar is not just for BPL citizens. "By checking the Aadhaar number, we are able to establish bonafides of property owners. This brings about transparency and weeds out irregularities," AP municipal administration and urban development commissioner Vani Mohan said.

The AP transport department has commenced a pilot enumeration of vehicles with the help of self-help group (SHG) women to link the owners' information with Aadhaar data. "Through this, we are able to find out how many vehicles a person owns and whether he is paying the stipulated tax for the same, thus hopipng to check tax evasion," AP transport minister Siddha Raghava Rao said. Anyone owning a second vehicle would have to pay higher road tax but since the information has not been tabulated properly, many are getting away by not paying the same, transport department sources said.

Authorities are also taking the Aadhaar route to weed out bogus voter cards. "It's a pilot project, wherein we are mapping voter ID cards with their Aadhaar data in Chittoor district. If we get good results, we will implement this throughout the state," V Venkateswar Rao, additional chief electoral officer of AP, said.

While these are state government initiatives, the Centre is reportedly contemplating linking Aadhaar cards with issuance of passports as well. Prior police verification for issue of fresh passports may soon be a thing of the past.
