In 2009, I became extremely concerned with the concept of Unique Identity for various reasons. Connected with many like minded highly educated people who were all concerned.
On 18th May 2010, I started this Blog to capture anything and everything I came across on the topic. This blog with its million hits is a testament to my concerns about loss of privacy and fear of the ID being misused and possible Criminal activities it could lead to.
In 2017 the Supreme Court of India gave its verdict after one of the longest hearings on any issue. I did my bit and appealed to the Supreme Court Judges too through an On Line Petition.
In 2019 the Aadhaar Legislation has been revised and passed by the two houses of the Parliament of India making it Legal. I am no Legal Eagle so my Opinion carries no weight except with people opposed to the very concept.
In 2019, this Blog now just captures on a Daily Basis list of Articles Published on anything to do with Aadhaar as obtained from Daily Google Searches and nothing more. Cannot burn the midnight candle any longer.

Aadhaar

The UIDAI has taken two successive governments in India and the entire world for a ride. It identifies nothing. It is not unique. The entire UID data has never been verified and audited. The UID cannot be used for governance, financial databases or anything. It’s use is the biggest threat to national security since independence. – Anupam Saraph 2018

When I opposed Aadhaar in 2010 , I was called a BJP stooge. In 2016 I am still opposing Aadhaar for the same reasons and I am told I am a Congress die hard. No one wants to see why I oppose Aadhaar as it is too difficult. Plus Aadhaar is FREE so why not get one ? Ram Krishnaswamy

“The invasion of privacy is of no consequence because privacy is not a fundamental right and has no meaning under Article 21. The right to privacy is not a guaranteed under the constitution, because privacy is not a fundamental right.” Article 21 of the Indian constitution refers to the right to life and liberty -Attorney General Mukul Rohatgi

“There is merit in the complaints. You are unwittingly allowing snooping, harassment and commercial exploitation. The information about an individual obtained by the UIDAI while issuing an Aadhaar card shall not be used for any other purpose, save as above, except as may be directed by a court for the purpose of criminal investigation.”-A three judge bench headed by Justice J Chelameswar said in an interim order.

Legal scholar Usha Ramanathan describes UID as an inverse of sunshine laws like the Right to Information. While the RTI makes the state transparent to the citizen, the UID does the inverse: it makes the citizen transparent to the state, she says.

Good idea gone bad
I have written earlier that UID/Aadhaar was a poorly designed, unreliable and expensive solution to the really good idea of providing national identification for over a billion Indians. My petition contends that UID in its current form violates the right to privacy of a citizen, guaranteed under Article 21 of the Constitution. This is because sensitive biometric and demographic information of citizens are with enrolment agencies, registrars and sub-registrars who have no legal liability for any misuse of this data. This petition has opened up the larger discussion on privacy rights for Indians. The current Article 21 interpretation by the Supreme Court was done decades ago, before the advent of internet and today’s technology and all the new privacy challenges that have arisen as a consequence.

“What is Aadhaar? There is enormous confusion. That Aadhaar will identify people who are entitled for subsidy. No. Aadhaar doesn’t determine who is eligible and who isn’t,” Jairam Ramesh

But Aadhaar has been mythologised during the previous government by its creators into some technology super force that will transform governance in a miraculous manner. I even read an article recently that compared Aadhaar to some revolution and quoted a 1930s historian, Will Durant.Rajeev Chandrasekhar, Rajya Sabha MP

In the Supreme Court, Meenakshi Arora, one of the senior counsel in the case, compared it to living under a general, perpetual, nation-wide criminal warrant.

Had never thought of it that way, but living in the Aadhaar universe is like living in a prison. All of us are treated like criminals with barely any rights or recourse and gatekeepers have absolute power on you and your life.

10657 - Disruption in ration distribution system hits BPL families in P’kula - Tribune India

Panchkula, November 29

Ration card holders and BPL families in Panchkula are unable to procure ration as the e-public distribution system through the newly launched point of sale machines is not working properly. A private company Vision Tech has been given the charge of this system, which seems to be incapable of handling the load.

Over 4, 40,000 such families live in Panchkula and there are 154 fair price shops in the district. Each shop is visited by over 200 people on a daily basis. Aadhaar numbers were linked with ration cards to bring in transparency and ensure fair distribution. They are required to show their Aadhaar card and an entry is made in the machine that produces a form-cum-receipt.  With the server being down, these forms are not generated and people are not able to procure ration.

District Food and Supplies Officer Megha Kanwar said, “The problem is that the lone server crashes repeatedly   overloaded as 145 such machines are in operation in Panchkula district alone and 9,000 in Haryana.” She added that there are 25 lakh such families in the state and a permanent solution has to be found for their convenience.

A fair price shop owner in Kalka said, “The problem started after the first 2- 3 days. The machines rarely work. The public is fighting with us and the ration is piling up. The engineer comes and fixes the machine but it crashes again and we are told that the server is down at the head office.”

The system was inaugurated by CM Manohar Lal Khattar on November 1. tt was previously run as a pilot project and then implemented across the state. Experts say  earlier glitches were not taken care of and the company that was given the project is technically weak.

10327 - Ration shops to go fully digital from September - TNN

PJ Joychen | TNN | Aug 14, 2016, 06.39 AM IST

Jaipur: The ration shops in the state will be fully digitalised from September. Currently, those beneficiaries who are not seeded into Aadhaar or Bhamashah scheme or those who do not have mobile phones for one-time password (OTP) for verification have the provision of using manual register.

The food and civil supplies department has issued directives that without point of sale (POS) machine, no ration will be distributed from next month as it is shifting to fully to digital platform.

The directive said those National Food Safety Act (NFSA) beneficiaries whose Bhamashah or Aadhaar seeding has not been done, the name of the beneficiaries will be displayed on POS machine on entering their ration card number. On selecting the name of the any of the members who came to collect the ration would be sufficient to proceed for the delivery using POS machine, said principal secretary, food and civil supplies, Subodh Agarwal.

It said those NFSA beneficiaries whose seeding with the Bhamashah or Aadhaar card but those fingerprints are not matching despite attempting thrice or those families who do not have a mobile number to identify by generation of one time pass word, then the ration given to them could be entered offline in to the POS machine but no manual entry allowed.

This has been a burning issue as no alternative other than manual register was available till now when the figure print identification and one time pass word system are not working in the rural areas. Social organizations and NGOs have been pointing out that the blurring of the figure print of labourers and no mobile phone to some beneficiaries has been a problem for the people to get their share of ration. It has been a road block to digitization. Finally, the food and civil supplies department has come out with a solution to fully digitalize the ration distribution system. Earlier, in such cases it had allowed the ration shop owner to use manual register as a last resort.

The department has also developed an 'e-PDS-software' for the allotment of foodgrains to ration shops for stock taking and also monitor each and every beneficiary of the PDS from a control room in Jaipur.

9302 - Editorial: The coming PDS reforms - Financial Express

Most ration shops in AP do Aadhaar-authentication.
By: The Financial Express | February 1, 2016 8:56 AM

All ration cards in Andhra Pradesh and Telangana have been seeded with Aadhaar, but the progress in Uttar Pradesh is a poor 20%. (Reuters)

Though the progress on using direct benefits transfer (DBT) to give cash to those buying food in ration shops in the public distribution system (PDS) is still limited—mainly LPG subsidies flow through DBT—there has been progress in eliminating fake users in ration shops, though this is limited to a handful of states so far. Going by the progress, within a year or so, the government may well be able to boast of the kind of savings the prime minister talked of in the case of LPG subsidies—in his Independence-Day speech, he spoke of saving R15,000 crore a year by weeding out fake customers. The savings are to take place at three levels—by cutting out theft as the grain moves from FCI godowns to ration shops, by weeding out fake ration cards and by ensuring that all those with genuine ration cards get all the rations due to them.

A total of 11 states have, so far, automated their supply-chain. This does not yet include the populous state of Uttar Pradesh—Bihar, though, has implemented this. Almost 40% of all ration cards have been seeded with Aadhaar numbers which means that, as far as these cards are concerned, there are no fake users. All ration cards in Andhra Pradesh and Telangana have been seeded with Aadhaar, but the progress in Uttar Pradesh is a poor 20%. The advantage of this is that, in the process of the Aadhaar seeding itself, a large number of fake users get removed. In the case of Andhra Pradesh, for instance, while there were 4.53 crore ration card users before the seeding was done, this fell to 3.86 crore after the seeding; for Telangana, the number fell from 3.08 crore to 2.82 crore and from 0.96 crore to 0.70 crore in the case of Delhi. In states like Andhra Pradesh, this has been taken even further by giving each ration shop a point of sale (PoS) device where, when the ration is taken, the PoS device captures the buyers’ biometrics and verifies them online with the Aadhaar database to ensure the person at the ration shop is the same individual in whose name the ration card has been issued or a member of his/her family. While there is a possibility that the number of users may further fall with this second level of check, the most important thing is that once this is fully done, there will be no diversion of grain. At a national level, the progress is very poor at just 13%—once again, Andhra Pradesh is at the top with nearly all its ration shops equipped with PoS devices. What is heartening, however, is that once the Aadhaar seeding is done, ensuring each ration shop has a PoS device is relatively simple. This is one big reform the Modi government can justifiably be proud of, and the Congress can feel satisfied that it set the ball in motion.

7667 - Date extended for biometric system in fair price shops - TNN

Nikhil Deshmukh, TNN | Mar 26, 2015, 06.47AM IST

KOLHAPUR: The state government has extended the date to implement the biometric system in fair price shops to December this year. The extension is mainly due to delay in payment for data entry and uploading of ration card holders' details online.

An amount of Rs 175 crore is yet to be disbursed to agencies and fair price shop owners who are involved in data collection of people covered under the Food Security Act.

The state government's ambitious project involves digitisation of all the details of ration card and Aadhaar card holders and linking it with their bank accounts. The procedure is aimed at hassle-free transfer of funds only to the targeted beneficiaries and not to people who currently get undue benefit of government subsidies.

Kolhapur district supply officer Vivek Agawane said, "The data entry work was supposed to be over by March-end. The process to link information with government servers and Aadhaar numbers was to be completed in the next three to four months. But now, the deadline for the entire project has been postponed to December." He said that the pending amount of Rs 175 crore would be disbursed a little later than planned.

After the data is linked online, fair price shops will be provided with biometric reading devices, turning the entire food grain distribution system into a sophisticated mechanism with little scope for manipulation.

In January this year, the Union government had directed all district supply officers in the state to complete data collection and online filing before March 15. It was understood that the agencies involved in data collection would be paid from time to time. But the payments were not made in time and the dues are now piling up. This also includes agencies that are recording Aadhaar card data.

The Union government had also agreed to deposit Rs 100 into the accounts opened under the Pradhan Mantri Jan Dhan Yojna so that the no-frills accounts don't become a liability for the banks as the management cost would be higher. The payment of Rs 100 per person has been recommended by the 13th Finance Commission. All these procedures were to be completed by March-end.

Agawane said, "There are 60 machines for Aadhaar registration and I have asked all the subdivisional officers and fair price shop owners to accelerate the drive so that we will be able to finish our task before time. The local level officers have started an awareness drive in the district so that the people who haven't enrolled yet will get a chance to do so. Even the enrolment receipt is sufficient to get linked with the bank account."
