Hyderabad: The AP government will conduct a statewide survey of households, like in Telangana, but will capture the socio-economic data in digital form, unlike in the neighbouring state where data was entered into paper forms by volunteers.
The Smart Pulse Survey will enable the government to build the Core People Database of AP. Field surveyors will enter data directly into tablets that will be connected to a portal. Data will be validated instantly and consolidation and analysis of data can be completed within two weeks.
No date has been set for the survey. “Our schedules got disturbed due to Cyclone Hudhud,” said Mr J. Satyanarayana, adviser to the state government on IT and e-governance, Due to the complexities involved, it is proposed to conduct the survey in one district by the revenue department and cross-verify records by supervisory staff of the revenue department.
Mr Satyanarayana said the survey will be part of the wider plan to set up the AP State Enterprise Architecture. The government will appoint an enterprise architect.
“We are going to open bids for appointing enterprise architect on Nove-mber 7 and finalise them. The deadline for implementation of the Enterprise Architecture is December 2016, but it could get extended till March 2017 due to Cyclone Hudhud," he said.
The government has already begun seeding Aadhaar data, which has been connected to seven socio-economic programmes. Seeding of these seven major departmental databases is likely to be completed soon.
The data seeded through Aadhaar cards to seven major departmental databases by the AP government does not include several socio-economic details like ownership of housing, vehicle, land and livestock, educational and employment status, driving license number, number of people in a family and disability.
“In view of this, we have proposed to conduct the Smart Pulse Survey as the best strategy to fill the gap,” an official of the IT department explained. Besides, officials said Aadhaar seeding was a tedious and time-consuming process.
According to details released by the state government, the AP State Enterprise Architecture will also contain databases on land and industry in addition to people.
As the first step towards building a core people's database, the AP government has created a State Resident Datahub in association with Unique Identification Authority of India. The Datahub mirrors the Aadhaar data of AP from the national repository of UIDAI based in Bengaluru and Manesar.
A senior official of the AP IT department said, “Aadhaar data has nine fields. The UIDAI has shared eight elements with the Datahub. Biometric data with the UIDAI, that includes fingerprints and iris, is not shared with the state government, but is available for online validation on a case-to-case basis.”
“An appropriate provision may be made in the legislation proposed on electronic delivery services on the creation, maintenance and management of people data. The revenue department shall own the core data of people and IT department will manage it.”
The AP government is also planning for real-time mirroring of the Datahub with the Aadhaar database, setting up of permanent Aadhaar enrolment centres to record changes like births, deaths and marriages.
