In 2009, I became extremely concerned with the concept of Unique Identity for various reasons. Connected with many like minded highly educated people who were all concerned.
On 18th May 2010, I started this Blog to capture anything and everything I came across on the topic. This blog with its million hits is a testament to my concerns about loss of privacy and fear of the ID being misused and possible Criminal activities it could lead to.
In 2017 the Supreme Court of India gave its verdict after one of the longest hearings on any issue. I did my bit and appealed to the Supreme Court Judges too through an On Line Petition.
In 2019 the Aadhaar Legislation has been revised and passed by the two houses of the Parliament of India making it Legal. I am no Legal Eagle so my Opinion carries no weight except with people opposed to the very concept.
In 2019, this Blog now just captures on a Daily Basis list of Articles Published on anything to do with Aadhaar as obtained from Daily Google Searches and nothing more. Cannot burn the midnight candle any longer.

Legal scholar Usha Ramanathan describes UID as an inverse of sunshine laws like the Right to Information. While the RTI makes the state transparent to the citizen, the UID does the inverse: it makes the citizen transparent to the state, she says.

Good idea gone bad
I have written earlier that UID/Aadhaar was a poorly designed, unreliable and expensive solution to the really good idea of providing national identification for over a billion Indians. My petition contends that UID in its current form violates the right to privacy of a citizen, guaranteed under Article 21 of the Constitution. This is because sensitive biometric and demographic information of citizens are with enrolment agencies, registrars and sub-registrars who have no legal liability for any misuse of this data. This petition has opened up the larger discussion on privacy rights for Indians. The current Article 21 interpretation by the Supreme Court was done decades ago, before the advent of internet and today’s technology and all the new privacy challenges that have arisen as a consequence.

5101 - Aadhaar hurdle made easier for LPG consumers - TNN

LUCKNOW: Residents who were worried about not having Aadhaar number or didn't know how to link it with bank accounts to avail direct transfer of cash subsidies may now heave a sigh of relief as the Census Operations, UP, Lucknow Nagar Nigam and district administration have decided to ease out the process and set up camps at 30-odd places across the city to reach maximum population of city.
GOI's ambitious scheme of implementing Direct Benefit Transfer for LPG (DBTL) across 289 districts of the country by January1 could not be successful in UP as many people didn't have Aadhaar numbers. Out of three districts identified in UP for implementation of DBTL scheme, namely Lucknow, Kanpur and Etawah, only Etawah (around 1.36 lakh consumers) could manage to begin DBTL on a pilot basis. Lucknow could not begin scheme on schedule because of poor generation of Aadhaar numbers.

But now the process of NPR (national population register) enrolment has been made much easier for people not having Aadhaar numbers. The administration would soon advertise a prescribed format of NPR form in newspapers, which LPG consumers can directly fill in or get photocopied or downloaded from lucknow.nic.in or even write on a plain paper in the mentioned format.
The customer would then submit the form to his LPG distributor, who in turn would hand it over to the nearest enumerator in the zone. Around 50 enumerators would be posted in each zone of municipal jurisdiction for the enrolment process. The enumerators would fill in original NPR forms based on details mentioned in the consumers' forms. The original NPR form is bigger and can entail details of as many as eight consumers. These forms would then be sent to Karvy, a company chosen by Indian Telephone Industries (ITI) for digitization.
People are required to submit their forms to LPG distributors before January 31 so that all forms could be digitized on time. Census department along with district administration have identified 30 odd centers in Lucknow for setting up bio-metric enrolment camps. The list will be published in newspapers soon. The locations have been decided such that they cover 3-4 LPG agencies each, depending on consumer load. The camps would be organised from February 3 to capture bio-metric details like iris image, impression of fingers, etc of people.
People need to come to these centres as and when informed by their respective oil marketing company. The companies would send an SMS to consumers three days in advance to inform the date of BME (bio-metric enrolment). Each camp would be provided with 5 BME machines (kit). Pradeep Kumar, joint director, Census Operations, UP said, "Each kit can capture details of maximum 50 consumers in a day which means a centre can roughly cover 250 consumers per day. At this rate, we hope to cover entire Lucknow district before March 31 deadline. We hope to cover entire Lucknow under DBTL scheme April 1 onwards."
After BME, Aadhaar cards would be sent to consumers on their postal address in 25-30 days. One can also access e-generation of Aadhaar number within 21 days of enrolment on 'uidai.gov.in' after feeding his name, receipt number, date and time of enrolment. There are 86 distributors in Lucknow covering approximately 9 lakh LPG consumers. Census has called for an urgent meeting with all of city's LPG distributors on Friday to train them on the format of NPR forms and the process of enrolment.
Steps to remember:
For people already having Adhar number.
Take a photocopy of Adhar number to bank.
Request bank to link it with your account number in which you wish to receive the subsidy.

Most banks have dedicated staff for linking Adhar number with customer's account numbers.
Ministry of petroleum's website displays list of banks providing separate staff for account linkage.
Once linked, customer should take photocopy of Adhar card to his LPG distributor.
Also give distributor your consumer number provided during LPG connection.
Ask distributor to link Adhar number with your LPG consumer number.
People having Adhar number can start taking direct transfer of cash subsidies into their accounts.
For people not having Adhar number.
Fill in a prescribed format of NPR form advertised in newspapers or download from lucknow.nic.in
Submit it to distributor before Jan 31 who would verify your consumer number.
Distributor would submit forms to nearest enumerator in zone for enrollment in actual NPR form.
NPR forms would then be digitized by Karvy, company chosen Indian Telephone Industries.
Census department and administration would organize bio-metric enrolment camps at 30 places.
The camps would cover customers of 3-4 distributors each and would start from February 3.
People can come here for bio-metric enrolment, each centre would have 5 BME machines
Oil marketing companies to inform people 3 days in advance via SMS when to come for enrolment
Adhar number would be sent to their postal address in next 25-30 days.
