In 2009, I became extremely concerned with the concept of Unique Identity for various reasons. Connected with many like minded highly educated people who were all concerned.

On 18th May 2010, I started this Blog to capture anything and everything I came across on the topic. This blog with its million hits is a testament to my concerns about loss of privacy and fear of the ID being misused and possible Criminal activities it could lead to.

In 2017 the Supreme Court of India gave its verdict after one of the longest hearings on any issue. I did my bit and appealed to the Supreme Court Judges too through an On Line Petition.

In 2019 the Aadhaar Legislation has been revised and passed by the two houses of the Parliament of India making it Legal. I am no Legal Eagle so my Opinion carries no weight except with people opposed to the very concept.

In 2019, this Blog now just captures on a Daily Basis list of Articles Published on anything to do with Aadhaar as obtained from Daily Google Searches and nothing more. Cannot burn the midnight candle any longer.

Legal scholar Usha Ramanathan describes UID as an inverse of sunshine laws like the Right to Information. While the RTI makes the state transparent to the citizen, the UID does the inverse: it makes the citizen transparent to the state, she says.

Good idea gone bad
I have written earlier that UID/Aadhaar was a poorly designed, unreliable and expensive solution to the really good idea of providing national identification for over a billion Indians. My petition contends that UID in its current form violates the right to privacy of a citizen, guaranteed under Article 21 of the Constitution. This is because sensitive biometric and demographic information of citizens are with enrolment agencies, registrars and sub-registrars who have no legal liability for any misuse of this data. This petition has opened up the larger discussion on privacy rights for Indians. The current Article 21 interpretation by the Supreme Court was done decades ago, before the advent of internet and today’s technology and all the new privacy challenges that have arisen as a consequence.

Even as there is no end in sight on the confusion and uncertainties over Aadhaar, around 90 % of the total 3.33 crore population in the state have registered themselves for availing of Aadhaar. According to rough estimates, three crore people had already received their Aadhaar cards, empowering Kerala to become a ‘total Aadhaar state’ soon.

Pathanamthitta district accounts for the highest enrolment and disbursal (95.82%) of Aadhaar cards and T’Puram district was ranked the lowest (86.96%) in the state.

Nearly half of the Aadhaar cards were issued through Akshaya centres, which played a vigorous role in the drive. 1.47 crore people received their cards after registering with Akshaya centres. Among the rest, 1.16 crore people received Aadhaar cards by enrolling themselves in the National Population Register (NPR). 37 lakh people received their cards through Keltron.

For the fact that only 57 crore people have been issued Aadhaar cards across the country with a population of 127 crore, the enrolment in Kerala stands out, while also bearing testimony for the dedicated drive taken up by the Kerala State IT Mission, the nodal agency assigned with the task.

The maximum number of people who have taken Aadhaar cards are in Pathanamthitta. 11,45,550 (95.82%) of the population in the district are holders of Aadhaar cards now. The NRI and agricultural-centric district is also one of the districts which has recorded negative population growth.

Thiruvananthapuram lags behind all other districts in Aadhaar enrolment. Only 86.96% of the population (28,76,122) have registered so far.

District-wise Aadhaar generation as on February 7 is as follows:

Alappuzha: 19,37,956 (91.33%)

Kottayam: 18,02,506 (91.06%)

Thrissur: 28,60,063 (91.95%)

Palakkad: 25,63,006 (91.18%)

Malappuram: 35,94,028 (87.43%)

Kozhikode: 28,04,240 (90.77%)

Wayanad: 7,56,238 (92.61%)

Kannur: 22,82,073 (90.36%)

Kasaragod: 11,38,009 (87.36%)

Permanent updation centres at select Akshaya centres have been opened across the state for correction and change in address in Aadhaar cards already received by applicants. To avoid delay, the Aadhaar letter can be downloaded from the Aadhaar portal. The e-Aadhaars (electronic aadhaars) will be considered as equivalent to those received by post.

Those who have applied for the Aadhaar card can update themselves about the status of the card at www.uidai.gov.in.

By sending an SMS message to 51969, with UIDSTATUS < 14-digit enrolment number, one can know the status of Aadhar. Queries will also get a reply from the toll-free number 1800-4251-1800.
