MUMBAI: Registration for the Unique Identification (UID) card has started in eight wards of the city, beginning with Malabar Hill. The 12-digit number of the UID card will be an important, single identity of a person at any given point in time.
"The UID will come in handy for opening bank accounts, booking tickets on the internet or buying rations. The identification cannot be duplicated as one cannot change iris impression or fingerprints," said Chandrashekhar Chore, assistant commissioner D-ward. Manisha Mhaiskar, additional municipal commissioner said, "Besides aiding in citizen-government interface or with institutions like banks, an Aadhaar (UID) card will also help the state government ensure all benefits reach the intended people."
At the ward's Kavale Math Municipal school, a UID card centre in Walkeshwar where the drive began on January 26, there was a snaking queue of citizens waiting to enrol themselves. Four centres working from 9 am to 9 pm will cover the more than 4.5 lakh population in D-ward in 382 days, taking approximately 10 minutes for each person. Every centre has five machines, each of which can enroll 60 people daily.
Members from an enrolment agency will go door-to-door with handbills asking citizens to fill the enrollment form and submit it with originals and photocopies of proof of identity and address. The proof of identity can be either your Passport, PAN card, driving license or ATM card with photograph or pensioner's I-card are acceptable ass identity proof, documents like passport, bank statement, ration card, electricity/telephone/property tax bills will be valid evidence of residence. Supporting documents like birth certificate, secondary school leaving certificate or a passport will be essential to validate date of birth. Citizens are given eight days to fill the form and come to the centre with the required documents. "Citizens will be intimated by the UID agency of the day they have to visit the centre to submit their enrolment form and go through the biometric test. They shouldn't come before that as it can cause chaos," said Chore.
The details are then checked by the verifier who checks them with the documents. The citizen can then proceed to the enrolment station where a photograph will be taken. This is followed by iris scanning and fingerprints of all 10 fingers, following which an acknowledgement slip is given to the citizen. "After 15 days, the Aadhaar or UID card will be delivered to the citizen," Chore said. Children below the age of five will be enrolled only with their photographs and enrolment number of either parent, biometrics being applicable only above the age of 5. The enrolment process will have to be repeated once the child turns 15 as biometrics change, officials said.
