MUMBAI: Banking institutions in the city and other parts of the state will be able to reach out to a wider population following the commencement of enrolment of citizens for the Unique Identification (UID) card project.
The enrolment process is expected to begin on January 1. The government has already issued letters of intent to most enrolment agencies appointed for the job.
The Unique Identification Authority of India ( UIDAI) has announced that a cash incentive of Rs 100 for BPL individuals enrolling for the card. A senior official from the state IT department, which is implementing the project locally, said the incentive would be offered as bank deposits.
More than 42 million people in the state live below the poverty line, including close to 25 lakh in Mumbai. "Many of these people are unbanked owing to lack of identity documentation and poor financial background," the official said. For those unbanked but eligible for the incentive, the authority would open the account, the official added.
The state, meanwhile, has asked district collectors and municipal commissioners to appoint two government officials for every population of 1,000 to assist the agencies appointed for the enrolment. "The officials, who will be paid on a per-enrolment-incentive basis, will largely be responsible for verifying the documents submitted by citizens and stand guarantee in cases where people are unable to produce the required documents," the official said.
The government will also initiate pilot schemes to illustrate the benefits of the UID card midway through the enrolment process.
"Applications will be developed in sectors like food and civil supplies, health, among others, linking the UID cards to various welfare schemes," another official said. Central funding will be used to develop these applications. The centre has decided on a grant of Rs 50 per enrollment to the state government, the agencies employed by the state have meanwhile agreed to carry out the same task at a lesser rate (between Rs27-34). While a part of the saved amount will be spent on administrative expenses for the UID project, the remaining will be spent in developing the application, the official said.
